About this file

This is a Historically Underutilized Business (HUB) Submittal Requirements document issued by the City of Brownsville Procurement Department for a mowing services contract for vacant lot properties within city limits. The City of Brownsville, Texas intends to solicit sealed competitive proposals from qualified vendors to provide mowing and related maintenance services for vacant properties in violation of city ordinances, as well as other city-owned, city-managed, or city-designated properties requiring such services. The contract will be work order-based, requiring vendors to respond in a timely, compliant, and cost-effective manner. The document references the State of Texas Statewide HUB Program administered by the Texas Building and Procurement Commission and indicates that the Procurement Department has adopted this program to promote contracting and subcontracting opportunities for historically underutilized businesses in all contracts.

The document establishes that if the Procurement Department determines subcontracting opportunities are probable, a HUB Subcontracting Plan is a required element of the contract. Prospective bidders are directed to access the HUB search portal through the Texas Comptroller of Public Accounts website, with instructions to select Cameron County when conducting their search. The document does not specify pricing terms, award dates, contract term duration, or renewal options in the provided content, but emphasizes the City's commitment to establishing contracts with responsible vendors capable of performing work order-based services while promoting opportunities for historically underutilized businesses.
