About this file

This document is a Certificate of Interested Parties form (Form 1295) acknowledgment issued by the City of Brownsville, Texas Procurement Department for use in conjunction with the mowing services contract opportunity. The form serves as a vendor acknowledgment of Texas Government Code Section 2252.908 and Texas Administrative Code Chapter 46 requirements, which mandate that certain vendors file a Certificate of Interested Parties with the Texas Ethics Commission before contract execution. The requirement applies to any contract that must be approved by the City Commission or executed by a City official before becoming effective, or otherwise meets criteria established by the Texas Ethics Commission. Respondents must certify their understanding of these requirements and commit to completing and filing Form 1295 electronically through the TEC website, then printing, signing, and notarizing the form to submit a PDF copy to the City of Brownsville Procurement Department after notice of intent to award but prior to contract execution.

The form explicitly requires vendors to acknowledge that the City cannot execute a contract until a completed and verified Form 1295 is received, and that the Certificate of Interested Parties will be made publicly accessible on the TEC's website in accordance with state law. Vendors must provide signature, printed name, title, date, company name, phone number, and email address as part of the certification process. This acknowledgment form is a mandatory prerequisite for contract execution and does not address pricing, set-asides, funding sources, or other commercial terms, serving solely as compliance documentation for the Texas ethics filing requirement.
