About this file
This is a Cooperative Use Authorization and Administrative Fee Acknowledgment Form issued by the City of Brownsville, Texas Procurement Department for FY26. The form permits respondents to elect optional participation in cooperative purchasing arrangements for contracts awarded through this solicitation. Respondents must indicate whether they agree to allow cooperative use of their contract by other eligible governmental entities, political subdivisions, and public agencies under the same pricing, terms, and conditions, provided those entities issue their own purchase orders or interlocal agreements referencing the City of Brownsville's contract. Each participating entity assumes sole responsibility for its own contractual obligations, including purchase order issuance, receipt of goods or services, and invoice payment, while the City of Brownsville bears no responsibility for performance or payment obligations incurred by cooperating entities.
Respondents who elect cooperative use authorization must acknowledge and agree to an administrative fee structure whereby the City of Brownsville assesses a three percent (3%) fee on total sales from all purchases made by the City and participating entities under the contract. The awarded contractor is required to remit this administrative fee to Civic Marketplace on a quarterly basis and submit required quarterly sales reports detailing all contract activity subject to the fee. The administrative fee must be incorporated into the contractor's pricing and shall not be invoiced separately to the City or participating entities. Respondents must certify their selection regarding cooperative use authorization and provide authorized signature, printed name, title, date, company name, telephone, and email before submission.
