About this file
This is an Asbestos Survey Report prepared by Terracon Consultants, Inc. for the City of Olathe, Kansas, documenting findings from a comprehensive asbestos-containing material (ACM) assessment conducted on April 16, 2025, at 2004 East Santa Fe Street in Olathe, Kansas. The survey examined a vacant, approximately 4,793-square-foot single-story former fast food restaurant with a drive-through, originally constructed in 1976 with a 1998 addition. Terracon's Kansas-accredited asbestos inspectors conducted visual and physical assessments of accessible building areas in accordance with USEPA 40 CFR Part 763 Subpart E protocols, collecting 107 bulk samples from 33 homogeneous areas of suspect ACM. Samples were analyzed by Eurofins International Asbestos Testing Laboratories using polarized light microscopy (PLM) with dispersion staining techniques per USEPA Method 600/R-93/116. The report identifies asbestos concentrations greater than 1% in two material categories: Transite soffit located in the lobby south soffit area (200 square feet, 15% Chrysotile, Category II nonfriable) and roofing tar on the central roof at the NE vent and south and west perimeters (18 square feet, 5% Chrysotile, Category I nonfriable).
The identified Category I nonfriable ACM requires removal prior to any renovation or demolition activities that could damage the material and render it friable, in accordance with applicable federal, state, and local regulations. The identified Category II nonfriable ACM must be properly removed prior to any activities that could disturb it, as USEPA regulations indicate most demolition activities will subject such materials to asbestos NESHAP requirements. Terracon recommends that all identified ACM be removed by a qualified abatement contractor prior to demolition or renovation work. The report notes that the survey did not include destructive investigation or sampling of certain areas including concealed spaces, movable equipment, and door insulation, and that additional ACM may be present in walls, voids, or other concealed areas not accessible during the assessment. Notification to the Kansas Department of Health and Environment must occur at least 10 working days prior to commencement of asbestos abatement activities disturbing RACM in amounts of 10 square feet or greater.

1.0 Introduction
Terracon Consultants, Inc. (Terracon) conducted an asbestos-containing material survey of the building located at 2004 East Santa Fe Street in Olathe, Kansas, on April 16, 2025. Building areas were visually assessed for suspect asbestos-containing materials
(ACM). A reasonable effort was made to inspect accessible areas. Additional suspect materials could be present in walls, voids, or other concealed areas.
1.1 Reliance
This report is for the exclusive use of the City of Olathe, Kansas, for the project being discussed. Reliance by any other party on this report is prohibited without the written authorization of Terracon and the City of Olathe, Kansas.
2.0 Building Description
The subject building is a vacant, approximately 4,793-square-foot, single-story former fast food restaurant with a drive-through, reportedly constructed in 1976 with an addition constructed in 1998. Interior flooring finishes include ceramic tiles over concrete. Interior walls are ceramic tile and drywall wallboard. The ceiling system is a drop, grid ceiling with lay-in acoustic tiles. The building’s exterior has stucco and cement siding. The roof consists of a single-ply synthetic rubber membrane system, with a composite shingle canopy.
3.0 Asbestos-Containing Materials Survey
The survey was conducted by Mr. Ryan Slanczka and Mr. Blake Harris, State of Kansas-accredited asbestos inspectors. Copies of the asbestos inspectors’ accreditations are attached as Appendix D. The survey was conducted in general accordance with the sample collection protocols established in the United States Environmental Protection
Agency (USEPA) 40 Code of Federal Regulations (CFR) Part 763 Subpart E 763.86, the
Asbestos Hazard Emergency Response Act (AHERA). A summary of survey activities is provided below.
3.1 Visual Assessment
Survey activities were initiated with visual observation of the interior and exterior of the building to identify homogeneous areas of suspect ACM. A homogeneous area (HA)
Facilities | Environmental | Geotechnical | Materials 2 consists of a building material that appears similar throughout in terms of color and texture, with consideration given to the date of application. The assessment was conducted in visually accessible areas of the building scheduled for renovation.
3.2 Physical Assessment
A physical assessment of each HA of suspect ACM was conducted to assess the friability and condition of the materials. A friable material is defined by the USEPA as a material that can be crumbled, pulverized, or reduced to powder by hand pressure when dry.
Friability was assessed by physically touching suspect materials.
3.3 Sample Collection
Based on the results of the visual observation, bulk samples of suspect ACM samples were collected in general accordance with USEPA AHERA sampling protocols. Samples of suspect materials were collected from randomly selected locations in each homogeneous area. Bulk samples were collected using wet methods, as applicable, to reduce the potential for fiber release. Samples were placed in sealable containers and labeled with unique sample numbers using an indelible marker.
Rubber, wood products, plastic products, glass, and steel are not considered suspect
ACM and were, therefore, not sampled. The selection of sample locations and frequency of sampling were based on Terracon’s observations and the assumption that like materials in the same area are homogeneous in content. Terracon collected 107 bulk samples from 33 homogeneous areas of suspect ACM.
3.4 Sample Analysis
Bulk samples were submitted under chain of custody to Eurofins International Asbestos
Testing Laboratories (Eurofins) of Mount Laurel, New Jersey, for analysis by PLM with dispersion staining techniques per USEPA Method 600/R-93/116. The percentage of asbestos, where applicable, was determined by microscopic visual estimation. Eurofins is accredited under the National Voluntary Laboratory Accreditation Program (NVLAP), Accreditation No. 101165.
3.5 Regulatory Overview
The asbestos National Emission Standards for Hazardous Air Pollutants (NESHAP) regulation (40 CFR Part 61, Subpart M) regulates asbestos fiber emissions and asbestos waste disposal practices. The asbestos NESHAP regulation also requires the identification and classification of existing ACM according to friability prior to demolition or renovation
Facilities | Environmental | Geotechnical | Materials 3 activity. Friable ACM is a material containing more than 1% asbestos that, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure.
The asbestos NESHAP regulation classifies ACM as regulated asbestos-containing materials (RACM), Category I non-friable ACM, or Category II non-friable ACM. RACM includes all friable ACM; Category I non-friable ACM that has become friable or will be or has been subjected to sanding, grinding, cutting, or abrading; and Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder in the course of renovation or demolition activity. Category I non-friable ACM are exclusively asbestos-containing packings, gaskets, resilient floor coverings, resilient floor covering mastics, and asphalt roofing products that contain more than 1% asbestos. Category II non-friable ACM are all other non-friable materials other than Category I non-friable ACM that contain more than 1% asbestos. Category II non-friable ACM generally includes but is not limited to cementitious material such as cement pipes, cement siding, cement panels, glazing, mortar, and grouts.
The Kansas Department of Health and Environment’s (KDHE) Asbestos Control Section within the Bureau of Air enforces the Asbestos NESHAP as adopted by reference at
Kansas Administrative Regulations (K.A.R.) 28-19-735. The owner or operator must provide KDHE with written notification at least 10 working days prior to the commencement of asbestos abatement activities that will disturb RACM in amounts greater than or equal to 10 square feet or 25 linear feet.
The United States Occupational Safety and Health Administration (USOSHA) asbestos standard for construction (29 CFR 1926.1101) regulates workplace exposure to asbestos. The OSHA standard classifies construction and maintenance activities that could disturb ACM and specifies work practices and precautions that employers must follow when engaging in each class of regulated work. The standard also specifies requirements for handling materials containing asbestos in concentrations less than or equal to one percent.
3.6 Findings
Asbestos was identified at a concentration greater than 1% in samples collected from the following materials:
Material Description Material Location
NESHAP
Category Estimated Quantity
Transite Soffit Lobby - South Soffit Category II
Nonfriable 200 Square Feet
Roofing Tar Central Roof - NE Vent, South and West Perimeters Category I
Nonfriable 18 Square Feet
Notes: NESHAP – National Emission Standards for Hazardous Air Pollutants
Facilities | Environmental | Geotechnical | Materials 4
The above-listed Category I non-friable ACM that is damaged or could be damaged to the extent that it could be crumbled, pulverized, or reduced to powder when dry, making it friable, must be removed prior to any activities (renovation and/or demolition) that may disturb this material in accordance with applicable federal, state, and local regulations. Terracon recommends that all ACM be removed by an abatement contractor prior to any demolition or renovation work that may disturb it.
The above-listed Category II non-friable ACM that has a high probability of becoming crumbled, pulverized, or reduced to powder when dry, making it friable, must be properly removed prior to any activities (renovation and/or demolition) that may disturb this material in accordance with applicable federal, state, and local regulations. USEPA believes that most demolition activities will subject Category II non-friable ACM to the asbestos NESHAP regulation.
A summary of identified asbestos-containing materials by homogeneous area is included in Appendix A. A summary of sample locations is included in Appendix B. Laboratory analytical reports are included in Appendix C.
4.0 General Comments
Terracon did not perform sampling that required demolition or destructive activities, such as dismantling of equipment or removal of protective coverings. Reasonable efforts to access suspect materials within known areas of restricted access (e.g., crawl spaces) were made; however, confined spaces or areas that may pose a health or safety risk to
Terracon personnel were not sampled. Sampling did not include suspect materials that could not be safely reached with available ladders or manlifts. Terracon did not sample suspect materials that may be present in movable equipment such as freezers, kitchen equipment, and hoods. Terracon typically investigates for flooring beneath carpeting by lifting small corner sections of carpet. If tiles or sheet vinyl were seen, they have been identified in the report. If tiles or sheet vinyl were not seen at corners under the carpet, it does not imply that there is none beneath the carpeted floor. Terracon did not conduct a destructive investigation of the doors in the building to determine if the doors were insulated for fire-rating purposes.
This survey was conducted in a manner consistent with the level of care and skill ordinarily exercised by members of the profession currently practicing under similar conditions in the same locale. The results, findings, conclusions, and recommendations expressed in this report are based on conditions observed during Terracon’s survey of the building. The information contained in this report is relevant to the date on which this survey was performed, and should not be relied upon to represent conditions at a later date. This report has been prepared on behalf of and exclusively for use by the City of Olathe, Kansas, and is not a bidding document. Contractors or consultants reviewing this report must draw their own conclusions regarding further investigation or

The total percentage of sample components shown may be greater than 100% when some components are detected at <1%.
The test report shall not be reproduced except in full, without written approval of the laboratory. The report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST, or any agency of the federal government. The Company reserves the right to dispose of all samples after a period of thirty (30) days, according to all state and federal guidelines, unless otherwise specified.
Inhomogeneous samples are separated into homogeneous subsamples and analyzed individually. ND means no fibers of that type were detected.
When detected, the minimum detection and reporting limit is less than 1% unless point counting is performed. Floor tile samples may contain large amounts of interference material and it is recommended that the sample be analyzed by gravimetric point count analysis to lower the detection limit and to aid in asbestos identification.
