About this file

This is a Phase I Environmental Site Assessment (ESA) report prepared by Terracon Consultants, Inc. for HNTB Corporation regarding the property located at 207 North Lindenwood Drive in Olathe, Johnson County, Kansas. The assessment was conducted in accordance with ASTM E1527-21 standards and completed on October 28, 2025 (Terracon Project No. 02237230). The 0.33-acre site consists of a vacant multi-tenant building with an associated parking lot and access road. Historical review indicates the property was undeveloped until approximately 1937, served as agricultural land from 1937 to 1975, and has been used for commercial purposes since 1981. The site was previously occupied by a car wash operation (Lindenwood Car Wash, operating from approximately May 1978 to 1989), insurance offices, Goldworks, and G&W Distributing. A site reconnaissance was conducted on October 21, 2025. The anticipated future use is redevelopment for mixed use purposes. The evaluation identified one Recognized Environmental Condition (REC): the former car wash operations, which pose potential impacts from Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS) compounds associated with typical carwash chemicals stored and used at the site, particularly given the July 8, 2024 EPA designation of PFOA and PFOS as hazardous substances under CERCLA.

The assessment found no significant data gaps and did not identify RECs from adjoining property operations or in regulatory database searches. Federal and state regulatory database reviews, local agency inquiries, and title records did not reveal environmental liens or activity and use limitations on the site. A natural gas pipeline marker was observed along the northwest boundary, but poses no REC concern given the gaseous nature of pipeline contents. Terracon recommends conducting additional investigation to evaluate subsurface conditions associated with the identified REC from the former carwash operations. The report is prepared for exclusive use by HNTB Corporation and reliance by any third party requires written authorization.

Executive Summary

This Phase I Environmental Site Assessment (ESA) was performed in accordance with

HNTB Corporation subconsultant agreement dated August 7, 2024, and was conducted consistent with the procedures included in ASTM E1527-21, Standard Practice for

Environmental Site Assessments: Phase I Environmental Site Assessment Process. The purpose of this ESA was to assist the client in developing information to identify

Recognized Environmental Conditions (RECs) in connection with the site as reflected by the scope of this report. The ESA was conducted under the supervision or responsible charge of Tracie A. Ragland, Environmental Professional. Clark L. Grisell performed the site reconnaissance on October 21, 2025.

Findings and Opinions

A summary of the findings is provided below. It should be recognized that details were not included or fully developed in this section, and the report must be read in its entirety for a comprehensive understanding of the items contained herein.

Site Description and Use

According to the Johnson County Automated Information Mapping System (AIMS) website, site observations, and information provided by the Client, the site consists of approximately 0.33 acres identified as KS Uniform Parcel #0460893004004024000 and

Tax Property ID #DP76000000 0034A, located at 207 North Lindenwood Drive in Olathe, Kansas. The site consists of a vacant multi-tenant building with an associated parking lot and access road. Please refer to Exhibit 2 in Appendix A for a diagram of the site.

Historical Information

Based on the review of historical information, the site was undeveloped land until around the late-1900s. From approximately 1937 to 1975, the site consisted of agricultural land. Commercial development was apparent on the site by 1981, and the site has consisted of a commercial building, parking lot, and access road since then (commercial properties have consisted of a car wash, insurance office, Goldworks, and G&W

Distributing). Lindenwood Car Wash was identified in the historical city directories from

1984 to 1989 at 207 North Lindenwood Drive (site). Additionally, the Fire Department provided Terracon with a Company Inspection Data Collection Form which indicated that the “date the business opened” as Lindenwood Car Wash was listed as May 1978. The former site carwash operations are a REC to the site due to the potential impact to the site from Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS) compounds associated with typical carwash chemicals stored and used at the site. This is further discussed in

Section 3.2 of this report.

Facilities | Environmental | Geotechnical | Materials ii

Based on the review of historical information, the adjoining properties were generally undeveloped land in the late 1800s. In 1887, a road was mapped to the south (currently known as East Santa Fe Street) and a stream was mapped to the north (until 1995).

Agricultural land was apparent in 1937, and a residential property occupied the south from approximately 1955 to 1975. In 1970, a road was visible to the east (currently known as North Lindenwood Drive) and by 1981, commercial development was apparent to the north, east, south, and west. Commercial usage generally included a bowling alley, general office spaces, restaurants, auto facilities (further discussed in Section

4.1), parking lots, and retail stores.

Records Review

Selected federal and state environmental regulatory databases as well as responses from state and local regulatory agencies were reviewed. The site was not identified in the regulatory database information. The facilities listed in the database report do not appear to represent RECs to the site at this time based upon regulatory status, apparent topographic gradient, and/or distance from the site.

Site Reconnaissance

The site is currently a former vacant multi-tenant commercial building. The following items were observed at the time of the site reconnaissance: three 5-gallon buckets (one labeled “primer”, the other two had illegible labels), paint buckets, small containers of general cleaning supplies, a natural gas pipeline marker, and three pole-mounted transformers.

Terracon observed a natural gas pipeline marker (likely owned by Atmos Energy) along the northwest boundary of the site. At the time of the site visit, obvious indications of natural gas pipeline releases (such as odors) were not identified. Pipeline releases, if any, would be the responsibility of the pipeline owner. Based on the gaseous nature of the pipeline contents under standard temperature and pressure, this natural gas pipeline is not a REC to the site. The location of the natural gas pipeline at the site should be taken into consideration for future onsite development activities concerning worker safety during construction/demolition.

RECs were not observed at the site during the site reconnaissance.

Adjoining Properties

The site is bordered by the following:

Adjoining Properties

Direction Description

North A large parking lot associated with Olathe Lanes East Bowling Center.

Facilities | Environmental | Geotechnical | Materials iii

East North Lindenwood Drive followed by Olathe Cardboard Recycling and a large parking lot utilized by At Home.

South

An access road followed by Pegasus Communication Solutions (PCS), a former Midas, a vacant multi-tenant building (Including former

Discount CBD & Vape, Liberty Tax, America Family Insurance, State

Farm, and vacant tenant spaces 101-103 and 201-203), and a vacant former Burker King to the southeast, all with associated parking lots.

West A parking lot associated with Olathe Lanes East Bowling Center.

RECs associated with the site originating from current off-site operations were not identified.

Significant Data Gaps

Significant data gaps (SDGs) were not identified.

Additional Services

Per the agreed scope of services, additional services as outlined in the proposal, including items described in Section 13.0 (Non-Scope Considerations) of ASTM E1527-

21, were not conducted.

Conclusions

We have performed a Phase I ESA consistent with the procedures included in ASTM

Practice E1527-21 at 207 North Lindenwood Drive, Olathe, Johnson County, Kansas, the site. The following REC was identified in connection with the site:

◼ Based on the long-term use (from approximately 1978 to 1989), the site carwash operations are a REC to the site due to the potential impact to the site from PFAS compounds associated with typical carwash chemicals stored and used at the site.

Recommendations

Based on the scope of services, limitations, and conclusions of this assessment, Terracon recommends the following additional actions:

◼ Additional Investigation: Terracon recommends conducting additional investigation to evaluate subsurface conditions associated with the identified REC.

1.0 Introduction

1.1 Site Description

Site Name Unopenedpackman Sports Cards

Site Location/Address 207 N Lindenwood Drive, Olathe, Johnson County, Kansas

Parcel Number KS Uniform Parcel #0460893004004024000 and Tax

Property ID #DP76000000 0034A

Land Area Approximately 0.33 acres

Site Improvements A vacant multi-tenant building with an associated parking lot and access road

Anticipated Future Site Use Redevelopment for mixed use

Reason for the ESA Redevelopment of the site

The location of the site is depicted on Exhibit 1 of Appendix A, which was reproduced from a portion of the United States Geological Survey (USGS) 7.5-minute series topographic map. The site and adjoining properties are depicted on the Site Diagram, which is included as Exhibit 2 of Appendix A.

1.2 Scope of Services

This Phase I Environmental Site Assessment (ESA) was performed in accordance with

HNTB Corporation subconsultant agreement dated August 7, 2024, and was conducted consistent with the procedures included in ASTM E1527-21, Standard Practice for

Environmental Site Assessments: Phase I Environmental Site Assessment Process. The purpose of this ESA was to assist the client in developing information to identify RECs in connection with the site as reflected by the scope of this report. Recognized environmental conditions are defined by ASTM E1527-21 as “(1) the presence of hazardous substances or petroleum products in, on, or at the subject property due to a release to the environment; (2) the likely presence of hazardous substances or petroleum products in, on, or at the subject property due to a release or likely release to the environment; or (3) the presence of hazardous substances or petroleum products in, on, or at the subject property under conditions that pose a material threat of a future release to the environment.” This ESA includes consideration of the movement of hazardous substances and petroleum products in any form, including migration of vapor in the subsurface. A de minimis condition is not a recognized environmental condition.

This purpose was undertaken through user-provided information, a regulatory database review, historical and physical records review, interviews (including local government inquiries, as applicable), and a visual noninvasive reconnaissance of the site and

Facilities | Environmental | Geotechnical | Materials 2 adjoining properties. Limitations, ASTM deviations, and significant data gaps (if identified) are noted in the applicable sections of the report.

Review of Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS)

PFAS are a family of compounds which are considered emerging contaminants of concern due to their mobility and longevity in the environment. PFAS has been used in many products, including but not limited to fire-fighting foam, anti-stick coatings, stain and water-repellent coatings, electroplating, and paper products, among others. On July 8, 2024, US EPA designated two PFAS compounds, perfluorooctanoic acid (PFOA) and perfluorooctanesulfonic acid (PFOS), including their salts and structural isomers, as hazardous substances under CERCLA; accordingly, PFOA and PFOS was evaluated within the scope of E1527-21. Please note that PFAS compounds are ubiquitous in the environment and this limited review is not to be construed as confirmation that PFAS compounds are not present in, at or under the site.

1.3 Standard of Care

This ESA was performed in accordance with generally accepted practices of this profession, undertaken in similar studies at the same time and in the same geographical area. We have endeavored to meet this standard of care, but may be limited by conditions encountered during performance, a client-driven scope of work, or inability to review information not received by the report date. Where appropriate, these limitations are discussed in the text of the report, and an evaluation of their significance with respect to our findings has been conducted.

Phase I ESAs, such as the one performed at this site, are of limited scope, are noninvasive, and cannot eliminate the potential that hazardous, toxic, or petroleum substances are present or have been released at the site beyond what is identified by the limited scope of this ESA. In conducting the limited scope of services described herein, certain sources of information and public records were not reviewed. It should be recognized that environmental concerns may be documented in public records that were not reviewed. No ESA can wholly eliminate uncertainty regarding the potential for RECs in connection with a property. Performance of this practice is intended to reduce, but not eliminate, uncertainty regarding the potential for RECs. No warranties, express or implied, are intended or made. The limitations herein must be considered when the user of this report formulates opinions as to risks associated with the site or otherwise uses the report for any other purpose. These risks may be further evaluated – but not eliminated – through additional research or assessment. We will, upon request, advise you of additional research or assessment options that may be available and associated costs.

Facilities | Environmental | Geotechnical | Materials 3

1.4 Additional Scope Limitations, ASTM Deviations, and Data Gaps

Based upon the agreed-on scope of services, this ESA did not include subsurface or other invasive assessments, vapor intrusion assessments or indoor air quality assessments (i.e., evaluation of the presence of vapors within a building structure), business environmental risk evaluations, or other services not particularly identified and discussed herein. Credentials of the company (Statement of Qualifications) have not been included in this report but are available upon request. Pertinent documents are referred to in the text of this report, and a separate reference section has not been included. Reasonable attempts were made to obtain information within the scope and time constraints set forth by the client; however, in some instances, the information requested is not, or was not, received by the issuance date of the report. Information obtained for this ESA was received from several sources that we believe to be reliable;

nonetheless, the authenticity or reliability of these sources cannot and is not warranted hereunder. This ESA was further limited by the following:

◼ A gap of greater than 10 years was identified between the 1893 and 1935 topographic maps during review of readily available historical information.

However, based on the review of the historical information available (Sections 3.1 and 3.2), this limitation is not anticipated to alter the conclusions of this report, or prevent the Environmental Professional’s (EP’s) ability to identify RECs, and is therefore not significant.

◼ The client did not provide the requested User’s information as of the issuance date of the report, which represents a data gap. Terracon assumes the client is evaluating the questionnaire information outside the context of Terracon’s Phase I

ESA scope of work and report. Based on review of the remaining information utilized in the preparation of this report (historical, regulatory, and site reconnaissance), this limitation is not anticipated to alter the conclusions of this report, or prevent the EP’s ability to identify RECs, and is therefore not significant.

◼ At the issuance of this report, a follow-up response has not been received from the Kansas Department of Health and Environment (KDHE) concerning Terracon’s request for additional documentation associated with the south adjoining property’s regulatory listings (Section 4.1). However, based on the information reviewed in Section 4.1 of this report, this limitation is not anticipated to alter the conclusions of this report, or prevent the EP’s ability to identify RECs, and therefore is not significant.

An evaluation of the significance of limitations and missing information with respect to our findings has been conducted, and where appropriate, significant data gaps are identified and discussed in the text of the report. However, it should be recognized that an evaluation of significant data gaps is based on the information available at the time

Facilities | Environmental | Geotechnical | Materials 4 of report issuance, and an evaluation of information received after the report issuance date may result in an alteration of our conclusions, recommendations, or opinions. We have no obligation to provide information obtained or discovered by us after the issuance date of the report, or to perform any additional services, regardless of whether the information would affect any conclusions, recommendations, or opinions in the report. This disclaimer specifically applies to any information that has not been provided by the client.

This report represents our service to you as of the report date and constitutes our final document; its text may not be altered after final issuance. Findings in this report are based upon the site’s current utilization, information derived from the most recent reconnaissance and from other activities described herein; such information is subject to change. Certain indicators of the presence of hazardous substances, petroleum products or PFAS compounds may have been latent, inaccessible, unobservable, or not present during the most recent reconnaissance and may subsequently become observable (such as after site renovation or development). Further, these services are not to be construed as legal interpretation or advice.

1.5 Reliance

This ESA report is prepared for the exclusive use and reliance of HNTB Corporation. Use or reliance by any other party is prohibited without the written authorization of HNTB

Corporation and Terracon Consultants, Inc. (Terracon).

Reliance on the ESA by the client and all authorized parties will be subject to the terms, conditions and limitations stated in the proposal, ESA report, and Terracon’s Agreement.

The limitation of liability defined in the Agreement is the aggregate limit of Terracon’s liability to the client and all relying parties.

Continued viability of this report is subject to ASTM E1527-21 Section 4.6. If the ESA will be used by a different user (third party) than the user for whom the ESA was originally prepared, the third party must also satisfy the user’s responsibilities in Section

6 of ASTM E1527-21.

*Lindenwood Car Wash was identified in the city directories from 1984 to 1989 at 207

North Lindenwood Drive (site). Additionally, the Fire Department provided Terracon with a Company Inspection Data Collection Form reviewed in Section 4.2 of this report.

According to the Company Inspection Data Collection Form, the “date the business opened” as Lindenwood Car Wash was listed as May 1978.

Commercial carwashes typically utilize cleaning chemicals such as soaps, rinses, waxes/polishes, sealants, tire shines, etc. which have water repellant properties to remove and repel oils, dirt, water, etc. Such carwash chemicals typically contain PFAS.

On July 8, 2024, US EPA designated two PFAS compounds, perfluorooctanoic acid (PFOA) and perfluorooctanesulfonic acid (PFOS), including their salts and structural isomers, as hazardous substances under CERCLA. Based on the long-term use (from approximately

1978 to 1989), the site carwash operations are a REC to the site due to the potential impact to the site from PFAS compounds associated with typical carwash chemicals stored and used at the site.

**Discussed further in Section 4.1 of this report in the Listed Facilities table.

***Discussed further in Section 4.1 of this report.

3.3 Site Ownership

Based on a review of information obtained from the Johnson County Automated

Information Mapping System (AIMS) website, the current site owner is the City of

Olathe. The Johnson County AIMS website also indicated that the site building was constructed in 1978.

3.4 Title Search

At the direction of the client, a title search was not included as part of the scope of services. Unless notified otherwise, we assume that the client is evaluating this information outside the scope of this report.

3.5 Environmental Liens and Activity and Use Limitations

The EDR regulatory database report included a review of both Federal and State

Engineering Control (EC) and Institutional Control (IC) databases. Based on a review of the database report, the site was not listed on the EC or IC databases. Please note that in addition to these federal and state listings, AULs can be recorded at the county and municipal level that may not be listed in the regulatory database report. Environmental lien and activity and use limitation records recorded against the site were not provided by the client. At the direction of the client, performance of a review of these records was not included as part of the scope of services and unless notified otherwise, we assume that the client is evaluating this information outside the scope of this report.

3.6 Interviews Regarding Current and Historical Site Uses

The following individual was interviewed regarding the current and historical use of the site.

Sr. Project

Manager (site owner representative)

October 7, 2025

Terracon provided Ms. Donnelly a copy of Terracon’s Site Assessment Interview Form for identifying information associated with the site. Ms. Donnelly indicated that she has been familiar with the site for less than a year. According to Ms. Donnelly, the past use of the property was for retail and/or office purposes, and the property is currently vacant. Ms. Donnelly also noted the following:

◼ The site is occupied by one structure, a small parking lot, and a previous drive-thru area.

◼ Ms. Donnelly is not aware of any violations of environmental laws, environmental liens, or possible litigation relating to hazardous substances or petroleum products and there is no known reason why the purchase price of the property is significantly less than comparable properties.

Facilities | Environmental | Geotechnical | Materials 12

◼ Ms. Donnelly has no actual knowledge of ponds, storage tanks, presence of PCBs, waste disposal or dumps, or wells on the site now or in the past.

◼ Ms. Donnelly does not know if there are any pipelines on or near the site (oil, natural gas, petroleum, etc.).

◼ Stormwater onsite appears to drain to the inlet in the parking lot and roadway

(City of Olathe wastewater and stormwater).

3.7 Prior Report Review

Terracon requested the client provide any previous environmental reports they are aware of for the site. Previous reports were not provided by the client to Terracon for review.

4.0 Records Review

Regulatory database information was provided by EDR, a contract information services company in a report dated September 24, 2025. The purpose of the records review was to identify RECs in connection with the site. Information in this section is subject to the accuracy of the data provided by the information services company and the date at which the information is updated. The scope herein did not include confirmation of facilities listed as "unmappable" by regulatory databases.

In some of the following subsections, the words up-gradient, cross-gradient, and down-gradient refer to the topographic gradient in relation to the site. As stated previously, the groundwater flow direction and the depth to shallow groundwater, if present, would likely vary depending upon seasonal variations in rainfall and the depth to the soil/bedrock interface. Without the benefit of on-site groundwater monitoring wells surveyed to a datum, groundwater depth and flow direction beneath the site cannot be directly ascertained.

4.1 Federal and State/Tribal Databases

Terracon reviewed standard federal, state, and tribal environmental record sources within the approximate minimum search distances as required by ASTM E1527-21 and presented in Table 2 of Section 8.0 of The Standard (Types of Government Records to be

Reviewed). Further, to enhance and supplement the standard environmental record sources, Terracon reviewed additional federal, state, tribal, local, and proprietary environmental record sources, provided by the database firm, if potentially useful and reasonably ascertainable. Please refer to Appendix D (the environmental regulatory database report) for the number of listings within each database reviewed and database definitions and descriptions.

Facilities | Environmental | Geotechnical | Materials 13

Due to conversion of address data to location coordinates and the accuracy of government records, the facility locations depicted in the environmental regulatory database report may not match actual physical locations. As such, Terracon attempted to field-verify the actual distances of facilities of concern from the site.

The following table summarizes the site-specific information provided by the database and/or gathered by this office for identified facilities. Facilities are listed in order of proximity to the site, within approximately 400 feet of the site. Additional discussion for selected facilities follows the summary table.

Auto Systems Experts LLC – (1970 E Santa Fe)

This facility is located on the south adjoining property (up-gradient) and is listed within the Resource Conservation and Recovery Act (RCRA) Very Small Quantity Generator

(VSQG), Facility Index System (FINDS), and Enforcement and Compliance History

Information (ECHO) regulatory databases. The FINDS database contains both facility information and ’pointers’ to other sources that contain more detail. ECHO provides integrated compliance and enforcement information for about 800,000 regulated facilities nationwide. The FINDS and ECHO listings appear to be associated with the

VSQG listing. The facility was a Small Quantity Generator in 1991 and has been a VSQG since 2003 to 2024 related to “General Automotive Repair,” “Specialized Automotive

Repair,” and “Other Automotive Mechanical and Electrical Repair and Maintenance”. The waste stream was identified as ignitable waste. No violations or releases have been reported. A KORA request was submitted to the Kansas Department of Health and

Environment (KDHE) for additional information concerning the facility’s regulatory listings; however, at the issuance of this report a response has not been received. Based on regulatory status as reviewed in the EDR regulatory database report, the Auto

Systems Experts LLC regulatory listings do not represent a REC to the site.

The remaining facilities listed in the database report do not appear to represent RECs to the site at this time based upon regulatory status, apparent topographic gradient, and/or distance from the site.

Unmapped facilities are those that do not contain sufficient address or location information to evaluate the facility listing locations relative to the site. The report did not list facilities in the unmapped section.
