About this file
This is a Phase I Environmental Site Assessment prepared by Terracon Consultants, Inc. for HNTB Corporation regarding the property located at 1800 East Santa Fe Street in Olathe, Johnson County, Kansas. The assessment evaluated approximately 0.51 acres consisting of a commercial building currently used for vacuum sales and repair, a storage shed, green spaces, and a paved parking lot. The site reconnaissance was conducted on July 9, 2025, under the supervision of Environmental Professional Tracie A. Ragland, with the assessment performed in accordance with ASTM E1527-21 standards. The purpose of this Phase I ESA was to identify Recognized Environmental Conditions (RECs) in connection with the property in anticipation of redevelopment for mixed use.
Historical records reveal that the site was undeveloped until the early 1900s and operated as a residential property with a barn from 1948 to 1970. Beginning in 1975, the site housed Carl's Mobil Station, followed by Bailey's Mobil and Texaco Service Stations from 1979 to 1989. Since 1995, the site has operated as Erv's Vacuum Sales and Service. The critical finding is the identification of one REC: former onsite fueling station facilities (Carl's Mobil, Bailey's Mobil, and Texaco) that operated from 1975 to 1989. Multiple gasoline releases were documented in 1987 and 1992, with five closed underground storage tanks (four gasoline tanks ranging from 10,000 to 12,000 gallons and one 550-gallon used oil tank). Although remediation involving soil vapor extraction and groundwater recovery with air stripping was initiated in 1992 and closure was documented, the absence of the latest groundwater monitoring well reports prevents confirmation of current compliance with Kansas Action Levels; therefore, this constitutes an REC requiring additional investigation prior to redevelopment. Terracon recommends subsurface investigation to evaluate conditions associated with this REC and that contractors be made aware of potential soil and groundwater impacts if future redevelopment activities involve excavation or disturbance of subsurface media.

Executive Summary
This Phase I Environmental Site Assessment (ESA) was performed in accordance with
HNTB Corporation subconsultant agreement dated August 7, 2024, and was conducted consistent with the procedures included in ASTM E1527-21, Standard Practice for
Environmental Site Assessments: Phase I Environmental Site Assessment Process. The purpose of this ESA was to assist the client in developing information to identify
Recognized Environmental Conditions (RECs) in connection with the site as reflected by the scope of this report. The ESA was conducted under the supervision or responsible charge of Tracie A. Ragland, Environmental Professional. Nidia Lazos performed the site reconnaissance on July 9, 2025.
Findings and Opinions
A summary of the findings is provided below. It should be recognized that details were not included or fully developed in this section, and the report must be read in its entirety for a comprehensive understanding of the items contained herein.
Site Description and Use
According to the Johnson County Tax Assessor, site observations, and information provided by the Client, the site consists of approximately 0.51 acres identified as KS
Uniform Parcel #0460893004006001000 and Tax Property ID #DP57900001 0001 located at 1800 East Santa Fe Street in Olathe, Kansas. The site consists of a commercial building (vacuum sales and repair), a storage shed, green spaces, a portion of North Rogers Road (west portion of site), and a paved parking lot. Please refer to
Exhibit 2 in Appendix A for a diagram of the site.
Historical Information
Based on the review of historical information, the site was undeveloped until around the early-1900s. By 1937, a residential property was apparent on the site and from 1948 to
1970, a barn was visible on the northeast corner followed by an access road. In 1975, the previously mentioned residential property and barn were no longer apparent. The site consisted of a commercial property followed by a paved parking lot and green spaces. The Johnson County AIMS website indicated that the site building was constructed in 1972. Carl’s Mobil Station was identified in the City Directory in 1975, located at 1800 East Santa Fe Street (onsite). The potential impact to the site from the former onsite fueling station, with the potential for releases of petroleum products and/or hazardous substances during a timeframe prior to stricter regulations requiring notification and/or registration of the use of tanks and/or hazardous substances, is considered a REC. The site remained generally unchanged until 1996, when construction of a road was apparent on the south and west portions of the site. Based on the City
Facilities | Environmental | Geotechnical | Materials ii
Directory, onsite fueling stations were identified onsite from 1979 to 1989 (Bailey’s Mobil and Texaco Service Station gas sta). The potential impact to the site from the former onsite fueling stations, are considered a REC and are further discussed in Section 4.1.
The road was visible by 2002, and the paved parking lot was updated in 2005. The site has remained generally unchanged since.
Surrounding properties consisted of undeveloped land from at least the late-1800s to the early-1900s. To the north, agricultural land was apparent from 1937 to 1943, with a storage shed being visible in 1948. By 1955, a farmstead was apparent followed by a barn, storage sheds, and an unimproved road. Buildings are developed and demolished between 1962 and 1975. By 1975, areas to the north consisted of grass and tree-covered land. From 1981 to 1991, a commercial property was apparent followed by a paved parking lot. The commercial property is no longer apparent in 1996. The commercial property to the north consisted of restaurants, based on the City Directory.
By 2002, areas to the north consist of a vacant grass-covered lot. The area has remained relatively unchanged since.
To the east, a farmstead is apparent from 1937 to 1970 with several associated features including barns, storage sheds, unimproved roads, a small home orchard, and silos. The structures associated with the farmstead are no longer apparent by 1975, and the site consists of grass and tree-covered land. Since 1981, commercial properties and paved parking lots have been apparent to the east and northeast.
To the south, a road was mapped running in an east to west orientation in 1887, and a structure was mapped by 1935. From 1937 to 1962, a residential property and storage shed were apparent and in 1955, the road went under construction. In 1966, a commercial property occupied with four structures was apparent to the southwest followed by a paved parking lot. By 1970, the residential property was no longer apparent and instead a gas station was visible. Based on the City Directory and EDR
Regulatory Report, this facility appears to be associated with Larry’s Skelly, located at
1801 East Santa Fe Street. Based on the distance across East Santa Fe Street
(approximately 145 feet from the site) and apparent cross to down-gradient position, this facility does not represent a REC and is further discussed in Section 4.1 of this report. In 1975, a commercial property was apparent to the southeast (generally occupied by grocery stores and a hardware store, based on the City Directory) and southwest (general banking operations since 1989, based on the City Directory) and by
1981, the previously mentioned gas station was no longer visible and the area remained a paved parking lot. A new commercial property was also apparent to the southwest in
1981. In 1986 an additional commercial property was apparent. In 2002, the south adjoining road and parking lot to the southwest were updated and the area has remained generally unchanged since.
To the west, from 1937 to 1956, agricultural land was apparent followed by a residential property and access road. By 1959, a new road was apparent, and the previously mentioned residential property was no longer apparent. From 1981 to 1991, commercial
Facilities | Environmental | Geotechnical | Materials iii properties and paved parking lots were apparent. The commercial properties were no longer apparent by 1996, when the construction of on/off ramps for the highway were visible. The construction of the on/off ramps were completed by 2002, and the area to the west has remained relatively unchanged since.
Records Review
Selected federal and state environmental regulatory databases as well as responses from state and local regulatory agencies were reviewed. The site was identified in the
EDR Historic Auto facility, Recovered Government Archive (RGA) Leaking Underground
Storage Tank (LUST), Facility Index System/Facility Registry System (FINDS), AIRS, Kansas Environmental Information Management System (KEIMS), Underground Storage
Tank (UST), UST FINDER, UST FINDER RELEASE, and LUST regulatory databases as the
Baileys Mobil and Texaco facilities.
Baileys Mobil was listed as an EDR Historic Auto facility. EDR has searched selected national collections of business directories and has collected listings of potential gas station/filling station/service station sites that were available to EDR researchers.
Baileys Mobil operated as a “Gasoline Service Stations” facility from 1975 to 1986.
The KS RGA LUST regulatory database lists Texaco at 1800 E Santa Fe from 1996 to
2012. Texaco is listed within the UST FINDER, KS UST, KS AIRS, FINDS, and KS KEIMS databases for the five closed USTs:
◼ Two approximate 10,000-gallon gasoline fuel USTs, installed on January 1, 1986, removed on August 15, 1992.
◼ An approximate 10,000-gallon diesel fuel UST, installed on January 1, 1986, removed on August 15, 1992.
◼ An approximate 12,000-gallon gasoline fuel UST, installed on January 1, 1986, removed on August 15, 1992.
◼ An approximate 550-gallon used oil UST, installed on January 1, 1971, removed in 1987 (based on records provided by the KDHE).
Two separate gasoline releases were discovered on November 19, 1987 and January 24, 1992 resulting in two separate LUST incidences. The regulatory database comments for the first LUST listing discovered on November 19, 1987 included the following:
◼ “subsurface investigation indicates confirmed contam. abandoned tank farm & distribution system suspected cause. soil tph 68-1100ppm. Water samples benzene 56-600ppb. 03/92: gw recovery w/air stripping & soil vac is operating.
benzene 56-600 ppb. remedial pump and treat system in operation.”
Facilities | Environmental | Geotechnical | Materials iv
The regulatory database comments for the second LUST listing discovered on January
24, 1992 included the following:
◼ “4 gas usts removed. ~ 1168 yds3 contam material removed to forest view landfill. water from ust basin removed & properly treated or discharged. no remaining impact from ust systems documented. no apparent remaining impact of groundwater related to subject usts. groundwater remediation on site (from former ust system) is ongoing.”
Both LUST regulatory listings are noted with a “closed” status.
The KDHE KEIMS Online Database Mapper identified “Texaco 54 098 036”, located at
1800 E Santa Fe. Two evaluations were identified, in 1991 and 1994 for the “TANKS-
BER- Storage Tanks” program. The program type was listed as “BER-Tanks-Buried Tank
Leak Assessment (BTLA)”. Violations were not identified. Terracon requested tank closure reports for this facility, and the KDHE provided Terracon with a closure letter and other documents associated with the USTs. The following was stated in the closure letter, “Site remediation consisting of combined soil vapor extraction (SVES) and groundwater recovery/treatment has been ongoing since early 1992. Gasoline-range compound concentrations in groundwater have declined to below Kansas Action Levels (KALs) in all monitoring and recovery point”. However, without the latest groundwater monitoring well report, Terracon cannot confirm which hazardous substances and/or petroleum products were analyzed or whether detected contamination levels comply with current regulatory standards; therefore, the listings associated with these facilities are considered a REC to the site.
The remaining facilities listed in the database report do not appear to represent RECs to the site at this time based upon regulatory status, apparent topographic gradient, and/or distance from the site.
A review of the Kansas Geological Survey (KGS) Water Well Completion Records (WWC5) database did not reveal water or monitoring wells on the site. However, a “monitoring well/observation/piezometer” well was plotted to the northeast of the site approximately
330 feet from the site. The owner of this well is Texaco Refining and Marketing, Inc. and it has the status of “plugged”. The completion date is listed as November 11, 1996. It is possible that this well is associated with the former onsite Texaco Facility. The former onsite Texaco Facility is a REC and is discussed further above and in Section 4.1 of this report.
Site Reconnaissance
The following items were observed at the time of the site reconnaissance: an air compressor, an HVAC system, an outdoor AC unit, a water heater, an unlabeled five-
Facilities | Environmental | Geotechnical | Materials v gallon container, several small containers of general cleaning products, three sewer drains, a non-PCB labeled pole-mounted transformer, de minimis staining on pavement or similar surface, and a trash dumpster.
RECs were not observed at the site during the site reconnaissance.
Adjoining Properties
The site is bordered by the following:
Adjoining Properties
Direction Description
North An access road followed by a grass-covered lot.
East A paved parking lot utilized by a vacant building followed by a paved parking lot utilized by Aposento Alto Church.
South East Santa Fe Street followed by a paved parking lot utilized by Casa
Sol and former Westlake Ace Hardware.
West On/off ramps associated with Interstate 35 followed by green spaces.
RECs associated with the site originating from current off-site operations were not identified.
Significant Data Gaps
Significant data gaps (SDGs) were not identified.
Additional Services
Per the agreed scope of services specified in the proposal, the following additional service was conducted concurrently with the Phase I ESA: Asbestos Survey (prior to demolition). The results of the Asbestos Survey are discussed under separate cover.
Conclusions
We have performed a Phase I ESA consistent with the procedures included in ASTM
Practice E1527-21 at 1800 East Santa Fe Street, Olathe, Johnson County, Kansas, the site. The following REC was identified in connection with the site:
◼ Without the latest groundwater monitoring well report (for the former onsite fueling station facilities), Terracon cannot confirm which hazardous substances and/or petroleum products were analyzed or whether detected contamination levels comply with current regulatory standards; therefore, the listings associated
Facilities | Environmental | Geotechnical | Materials vi with these facilities (former onsite Carl’s Mobil Station, Baileys Mobil, and Texaco) are considered a REC to the site.
Recommendations
Based on the scope of services, limitations, and conclusions of this assessment, Terracon recommends the following additional actions:
◼ Additional Investigation: Terracon recommends conducting additional investigation to evaluate subsurface conditions associated with the identified
RECs.
◼ Additionally, if future use of the site includes redevelopment activities that will disturb soil at the site (such as demolition of building(s), construction of new buildings, building additions, excavations, road improvements, or replacement of parking surfaces), contractors should be made aware of potential environmental impacts to subsurface media associated with the onsite petroleum product and/or hazardous substances regulatory facilities. At such time, a multi-media management plan may be necessitated for proper and safe handling of subsurface media, along with contact/coordination with the KDHE.
◼ Terracon recommends that the blowdown (moisture) collected from the onsite 60-gallon air compressor be disposed of in accordance with local regulations (please refer to Section 5.4 for additional information). Terracon can assist the client and/or site tenant operator with regulatory compliance if desired.

1.2 Scope of Services
This Phase I Environmental Site Assessment (ESA) was performed in accordance with
HNTB Corporation subconsultant agreement dated August 7, 2024 and was conducted consistent with the procedures included in ASTM E1527-21, Standard Practice for
Environmental Site Assessments: Phase I Environmental Site Assessment Process. The purpose of this ESA was to assist the client in developing information to identify RECs in connection with the site as reflected by the scope of this report. Recognized environmental conditions are defined by ASTM E1527-21 as “(1) the presence of hazardous substances or petroleum products in, on, or at the subject property due to a release to the environment; (2) the likely presence of hazardous substances or petroleum products in, on, or at the subject property due to a release or likely release to the environment; or (3) the presence of hazardous substances or petroleum products in, on, or at the subject property under conditions that pose a material threat of a future release to the environment.” This ESA includes consideration of the movement of hazardous substances and petroleum products in any form, including migration of vapor in the subsurface. A de minimis condition is not a recognized environmental condition.
Facilities | Environmental | Geotechnical | Materials 2
This purpose was undertaken through user-provided information, a regulatory database review, historical and physical records review, interviews (including local government inquiries, as applicable), and a visual noninvasive reconnaissance of the site and adjoining properties. Limitations, ASTM deviations, and significant data gaps (if identified) are noted in the applicable sections of the report.
Review of Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS)
PFAS are a family of compounds which are considered emerging contaminants of concern due to their mobility and longevity in the environment. PFAS has been used in many products, including but not limited to fire-fighting foam, anti-stick coatings, stain and water-repellent coatings, electroplating, and paper products, among others. On July 8, 2024, US EPA designated two PFAS compounds, perfluorooctanoic acid (PFOA) and perfluorooctanesulfonic acid (PFOS), including their salts and structural isomers, as hazardous substances under CERCLA; accordingly, PFOA and PFOS was evaluated within the scope of E1527-21. Please note that PFAS compounds are ubiquitous in the environment and this limited review is not to be construed as confirmation that PFAS compounds are not present in, at or under the site.
1.3 Standard of Care
This ESA was performed in accordance with generally accepted practices of this profession, undertaken in similar studies at the same time and in the same geographical area. We have endeavored to meet this standard of care, but may be limited by conditions encountered during performance, a client-driven scope of work, or inability to review information not received by the report date. Where appropriate, these limitations are discussed in the text of the report, and an evaluation of their significance with respect to our findings has been conducted.
Phase I ESAs, such as the one performed at this site, are of limited scope, are noninvasive, and cannot eliminate the potential that hazardous, toxic, or petroleum substances are present or have been released at the site beyond what is identified by the limited scope of this ESA. In conducting the limited scope of services described herein, certain sources of information and public records were not reviewed. It should be recognized that environmental concerns may be documented in public records that were not reviewed. No ESA can wholly eliminate uncertainty regarding the potential for RECs in connection with a property. Performance of this practice is intended to reduce, but not eliminate, uncertainty regarding the potential for RECs. No warranties, express or implied, are intended or made. The limitations herein must be considered when the user of this report formulates opinions as to risks associated with the site or otherwise uses the report for any other purpose. These risks may be further evaluated – but not eliminated – through additional research or assessment. We will, upon request, advise you of additional research or assessment options that may be available and associated costs.

Terracon provided Ms. Donnelly a copy of Terracon’s Site Assessment Interview Form for identifying information associated with the site. Ms. Donnelly indicated that she has been familiar with the site for less than a year. According to Ms. Donnelly, the past use of the property was the operation of Erv’s Vacuums, and the property is currently being vacated. Ms. Donnelly also noted the following:
◼ The source of drinking water and sewage disposal are municipal (City of Olathe).
◼ Ms. Donnelly is not aware of any stains on pavement or soil that would indicate a spill or release of hazardous materials or petroleum products.
Facilities | Environmental | Geotechnical | Materials 13
◼ Ms. Donnelly is not aware of any obvious indicators that point to the presence or likely presence of contamination at the site.
◼ Ms. Donnelly has no actual knowledge of current or past hazardous substance and petroleum product use, treatment, storage, disposal, and generation, spills, or releases on the site.
◼ Ms. Donnelly has no actual knowledge of ponds, storage tanks, presence of PCBs, waste disposal or dumps, or wells on the site now or in the past.
Terracon interviewed Sarah Degomdea, during the site reconnaissance. Ms. Degomdea indicated that she has been familiar with the site for about five and a half years. Ms.
Degomdea noted the following:
◼ Ms. Degomdea indicated that the storage shed on the property was added to the site in 2021, and the size is 200 square feet. The storage shed is used to store equipment.
◼ Ms. Degomdea is not aware of when the main building was constructed, but she did indicate that the size is approximately 1,948 square feet.
◼ The electric provider is Evergy, the natural gas provider is Spire, and the water provider is the City of Olathe.
◼ Ms. Degomdea indicated that the site has operated as a vacuum store for approximately 30 years, and before that it operated as a gas station. The former onsite gas station facilities are further discussed in Section 4.1 of this report.
3.7 Prior Report Review
Terracon requested the client provide any previous environmental reports they are aware of for the site. Previous reports were not provided by the client to Terracon for review.
4.0 Records Review
Regulatory database information was provided by EDR, a contract information services company in a report dated June 20, 2025. The purpose of the records review was to identify RECs in connection with the site. Information in this section is subject to the accuracy of the data provided by the information services company and the date at which the information is updated. The scope herein did not include confirmation of facilities listed as "unmappable" by regulatory databases.
In some of the following subsections, the words up-gradient, cross-gradient, and down-gradient refer to the topographic gradient in relation to the site. As stated previously, Facilities | Environmental | Geotechnical | Materials 14 the groundwater flow direction and the depth to shallow groundwater, if present, would likely vary depending upon seasonal variations in rainfall and the depth to the soil/bedrock interface. Without the benefit of on-site groundwater monitoring wells surveyed to a datum, groundwater depth and flow direction beneath the site cannot be directly ascertained.
4.1 Federal and State/Tribal Databases
Terracon reviewed standard federal, state, and tribal environmental record sources within the approximate minimum search distances as required by ASTM E1527-21 and presented in Table 2 of Section 8.0 of The Standard (Types of Government Records to be
Reviewed). Further, to enhance and supplement the standard environmental record sources, Terracon reviewed additional federal, state, tribal, local, and proprietary environmental record sources, provided by the database firm, if potentially useful and reasonably ascertainable. Please refer to Appendix D (the environmental regulatory database report) for the number of listings within each database reviewed and database definitions and descriptions.
Due to conversion of address data to location coordinates and the accuracy of government records, the facility locations depicted in the environmental regulatory database report may not match actual physical locations. As such, Terracon attempted to field-verify the actual distances of facilities of concern from the site.
The following table summarizes the site-specific information provided by the database and/or gathered by this office for identified facilities. Facilities are listed in order of proximity to the site, within approximately 600 feet of the site. Additional discussion for selected facilities follows the summary table.
