1. General Information
Project Name Informatics – eCR Technical Scaling
Project Activity Contact Information Laura Conn
Approximate Amount of Supplemental Funding Available $2,400,000
2. Project Description
I. Purpose
The purpose of this project is to assure that the AIMS eCR infrastructure can scale to support reporting of eCR from all healthcare providers to all public health agencies in this country.
II. Justification
In order to support operational roll out of eCR nationwide, AIMS infrastructure and support services need to be tested and expanded to ensure technology scalability is in place.
III. Identification of need o eCR and PHA Connectivity Technical Scaling will design and implement horizontal and vertical scaling technologies to meet growing performance demands.
o Develop FHIR and Clinical Document Architecture (CDA) services and transition technologies to native cloud services to support increasing performance needs and new transactions on AIMS and for connections to PHAs and network intermediaries.
o Upgrade connections with PHAs to manage increasing bandwidth and transaction needs in support of performing network query investigations and to capture and deliver supplemental case data.
o Scale eCR operations management to manage increasing operational loads and service provider organizations.

IV. New or expanded project
This is an expansion project to support rapid roll out of eCR implementations.
3. Outcomes
Activities in this project should achieve or contribute to the following proximal outcomes:
PO-8. Improved understanding of data-related challenges and data-informatics solutions among laboratory professionals and stakeholders
Activities in this project should achieve or contribute to the following intermediate outcomes:
IO-5. Improved data exchange and interoperability among public health laboratories and their partners
Activities in this project should contribute to the following long-term outcome:
Improved effectiveness of public health laboratories, individually and as components of a national system
4. Strategies and Activities
List specific strategies, activities, and process measures
Strategy/Activity Process Measure S4. Laboratory Quality, Safety, and Informatics for Public Health Testing Services, Surveillance and Response
S4.1. Develop and implement informatics-related solutions and standards to improve data exchange and interoperability
S4.1.2 Reuse existing data systems, services and software solutions
5. Budget
CELS/DLS project officers will provide budget spreadsheet for APHL to complete for requested funds by object class category
Please note: APHL is expected to collaborate with their CDC point of contact and/or technical monitor for this project to develop realistic measurable process objectives. In response to this proposal, APHL should provide a detailed work plan with: Outcomes, outcome measures, strategies/activities, and process measures.
