CDC-RFA-OE20-20010101SUPP20: Enhancing Public Health Laboratory Capabilities and Increasing Capacity
Supplemental Project Proposal Appendix D: Informatics
Appendix E: Informatics
Focus Area Name: Informatics
Focus Area Contact Information Jasmine Chaitram, zoa6@cdc.gov Jason Hall, zfr9@cdc.gov
1. General Information
Project Name Informatics – Data Lake
Project Activity Contact Information Jason Hall
Approximate Amount of Supplemental Funding Available $5,000,000
2. Project Description
I. Purpose
To develop a road map to manage various CDC datasets (e.g., biomonitoring data, opioid testing, LRN, Newborn Screening Quality Indicators, de-identified outbreak information) into a common
Data Lake technical solution on AIMS.
II. Justification
Old systems and processes are no longer able to support the data needs of the enterprise due to
Volume, Velocity and Variety of Data. Veracity will dictate the quality of advanced analytics and artificial intelligence. There is a need for a new daring approach to store, process, manage and provide data by harnessing the power of big data technology combined with the agility of self service.
III. Identification of need
CDC Data Lake Initiative:
o Provide the infrastructure and tools, maintenance, and support for Influenza and
FoodNet Data Lake projects.
Example specific program needs:
• Rabies:
o Migrate the rabies portal backend to the Data Lake on AIMS o Define the requirements for a rabies data visualization dashboard mailto:zoa6@cdc.gov mailto:zfr9@cdc.gov o Migrate the United States Department of Agriculture (USDA) data set to the Data Lake o Continue onboarding rabies testing labs to the rabies portal, prioritizing high morbidity states (California, Florida, and Texas) and performing outreach to states that distribute
Oral Rabies Vaccination (ORV) (West Virginia and Tennessee).
IV. New or expanded project
This project will expand the concept of Data Lake that has been explored more recently.
3. Outcomes
Activities in this project should achieve or contribute to the following proximal outcomes:
PO-8. Improved understanding of data-related challenges and data-informatics solutions among laboratory professionals and stakeholders
Activities in this project should achieve or contribute to the following intermediate outcomes:
IO-5. Improved data exchange and interoperability among public health laboratories and their partners
Activities in this project should contribute to the following long-term outcome:
Improved effectiveness of public health laboratories, individually and as components of a national system
4. Strategies and Activities
List specific strategies, activities, and process measures
Strategy/Activity Process Measure S4. Laboratory Quality, Safety, and Informatics for Public Health Testing Services, Surveillance and Response
S4.1. Develop and implement informatics-related solutions and standards to improve data exchange and interoperability
S4.1.2 Reuse existing data systems, services and software solutions

5. Budget
CELS/DLS project officers will provide budget spreadsheet for APHL to complete for requested funds by object class category
By submitting this project plan, I certify that my CIO currently does not maintain a comparable NOFO for similar activities and the proposed use of funds is consistent with the appropriation.

Please note: APHL is expected to collaborate with their CDC point of contact and/or technical monitor for this project to develop realistic measurable process objectives. In response to this proposal, APHL should provide a detailed work plan with: Outcomes, outcome measures, strategies/activities, and process measures.
