CDC-RFA-OE20-20010101SUPP20: Enhancing Public Health Laboratory Capabilities and Increasing Capacity
Supplemental Project Proposal Appendix D: Informatics
Appendix E: Informatics Focus Area Name: Informatics
Focus Area Contact Information Jasmine Chaitram, zoa6@cdc.gov Jason Hall, zfr9@cdc.gov
1. General Information
Project Name Informatics - eCR
Project Activity Contact Information Laura Conn
Approximate Amount of Supplemental Funding Available $6,341,173
2. Project Description
I. Purpose
Provide leadership, strategy, policy, standards development and maintenance, technical assistance and technical solutions to support healthcare and public health agencies to implement and operate the standards-based data exchange for electronic case reporting
(eCR)
II. Justification
Manual, paper-based reporting to public health for reportable conditions is slow, if done at all, and incomplete. Using data of interest to public health that exists in electronic health records has been proven to be much more complete and triggerable behind the scenes, not interrupting healthcare workflow, such that case reports can be created and transmitted to public health thru AIMS.
III. Identification of need
Under CDC guidance and in collaboration with CSTE, PHAs, and healthcare organizations, APHL will fully operationalize and operate eCR services. The program will support the connection of eCR-enabled electronic health records (EHRs) in healthcare provider organizations and EHR vendor hubs. It will connect directly and via the eHealth Exchange mailto:zoa6@cdc.gov mailto:zfr9@cdc.gov hub, by connection to Health Information Exchanges (HIEs) and Health Information
Networks (HINs). APHL will support the receipt and processing of electronic Initial Case
Reports (eICRs), their processing in RCKMS, the creation of a Reportability Response (RR), and delivery to PHAs.
In addition, APHL will design and implement the scaling of eCR management and technical operations to accommodate initial nationwide rollout. Scaling will include the addition of needed technical operations support and technical infrastructure to balance the operational load, implement native cloud services for improved performance, and minimize latency.
IV. New or expanded project
This is an expansion of the existing eCR project.
1. Outcomes
Activities in this project should achieve or contribute to the following proximal outcomes:
PO-8. Improved understanding of data-related challenges and data-informatics solutions among laboratory professionals and stakeholders
Activities in this project should achieve or contribute to the following intermediate outcomes:
IO-5. Improved data exchange and interoperability among public health laboratories and their partners
Activities in this project should contribute to the following long-term outcome:
Improved effectiveness of public health laboratories, individually and as components of a national system
2. Strategies and Activities

3. Budget
CELS/DLS project officers will provide budget spreadsheet for APHL to complete for requested funds by object class category
By submitting this project plan, I certify that my CIO currently does not maintain a comparable NOFO for similar activities and the proposed use of funds is consistent with the appropriation.

Please note: APHL is expected to collaborate with their CDC point of contact and/or technical monitor for this project to develop realistic measurable process objectives. In response to this proposal, APHL should provide a detailed work plan with: Outcomes, outcome measures, strategies/activities, and process measures.
