CDC-RFA-OE20-20010101SUPP20: Enhancing Public Health Laboratory Capabilities and Increasing Capacity

Supplemental Project Proposal Appendix C: Foodborne, Waterborne, and

Appendix C: Foodborne, Waterborne, and Environmentally Transmitted Diseases

Focus Area Name: Foodborne, Waterborne, and Environmentally Transmitted Diseases

Focus Area Contact Information:

1. General Information

Project Name – Action plan for responding to culture independent diagnostic tests in foodborne, waterborne, and environmentally transmitted disease surveillance

Project Activity Contact Information

– Heather Carleton

– wvt2@cdc.gov

– 404-718-4269

Approximate Amount of Supplemental Funding Available

– $38,000 for this project

– Source of funds: Core DFWED/CIO funds

– Duration of budget period: One year

2. Project Description

Purpose: To aid the Division of Foodborne, Waterborne, and Environmental Diseases in developing an action plan to address how to maintain public health surveillance and outbreak detection in the face of increased use of culture independent diagnostic tests (CIDTs) at clinical and diagnostic laboratories. This will also include completion of a CDC summary of the CIDT

Forum in 2018 that provided suggestions for possible inclusion in a CIDT action plan.

Justification: Because CIDTs done by clinical labs do not produce culture isolates needed for genetic sequencing by PHLs for PulseNet surveillance, an increasing number of specimens are being sent by clinical labs to state and local public health laboratories for primary culture and isolate production. This additional testing places a large economic and staff burden on PHLs. To assist CDC in easing the burden on PHLs for primary culture, a comprehensive action plan needs to be developed. This action plan should build off of initial findings from the 2018 CIDT

Forum, as well as CDC’s public health objectives in this arena, and provide a way forward to continue surveillance and outbreak detection of foodborne illnesses.

Identification of need: The CIO identified the need for this project. The use of CIDTs in detection of foodborne illnesses is continuing to rapidly increase, placing the burden of culture for foodborne surveillance programs on PHLs. A comprehensive action plan is needed to be mailto:iic3@cdc.gov mailto:das8@cdc.gov mailto:wvt2@cdc.gov able to address the challenges PHLs and national foodborne disease surveillance and outbreak detection is facing.

New or expanded project: New project for cooperative agreement funding

Our CIO does not maintain a comparable NOFO that could support this proposed project.

3. Outcomes

Activities in this project should achieve or contribute to the following proximal outcomes:

PO-1 Improved collaboration and communication across public health laboratories and other stakeholders

PO-2 Improved awareness and understanding of public health laboratories among public and other stakeholders.

PO-3 Improved support for public health laboratories among stakeholders

Activities in this project should achieve or contribute to the following intermediate outcomes:

IO-1 Established communities of practice and other collaborative relationships among and between laboratories and other stakeholders.

IO-2 Improve processing of laboratory specimens between clinical laboratories, PHLs and CDC laboratories

IO-3

Activities in this project should contribute to the following long-term outcome:

The long-term outcome of this project is to generate a CIDT action plan to be shared with DFWED that will improve testing, surveillance and outbreak detection to ultimately decrease the burden of foodborne disease in the U.S.

4. Strategies and Activities

List specific strategies, activities, and process measures.

Strategy/Activity Process Measure

1. Identify and address emerging methodological and process improvements in public health laboratories.

Finalized CDC summary of 2018

CIDT Forum

1. Provide policy and issues analysis to support public health laboratory interests.

CIDT action plan

Please note: APHL is expected to collaborate with their CDC point of contact and/or technical monitor for this project to develop realistic measurable process objectives. In response to this proposal, APHL should provide a detailed work plan with: Outcomes, outcome measures, strategies/activities, and process measures.

5. Budget

CELS/DLS project officers will provide a budget spreadsheet for APHL to complete for requested funds by object class category

By submitting this project plan, I certify that my CIO currently does not maintain a comparable NOFO for similar activities and the proposed use of funds is consistent with the appropriation.
