CDC-RFA-OE20-20010101SUPP20: Enhancing Public Health Laboratory Capabilities and Increasing Capacity
Supplemental Project Proposal Appendix D: Informatics
Appendix E: Informatics
Focus Area Name: Informatics
Focus Area Contact Information Jasmine Chaitram, zoa6@cdc.gov Jason Hall, zfr9@cdc.gov
1. General Information
Project Name Informatics – Laboratory Data Exchange
Project Activity Contact Information Jason Hall
Approximate Amount of Supplemental Funding Available $5,400,000
2. Project Description
I. Purpose
The purpose of this project area is to provide strategy, operations, technical assistance and ongoing support for laboratory data exchange initiatives.
II. Justification
Laboratory and surveillance data exchange are critical components to a fully functional modern public health infrastructure.
III. Identification of need
The follow areas should be addressed by this project:
- form a Laboratory Data Exchange (LDX) Taskforce to identify resources and tools needed to support PHL informatics institutional initiatives o Utilize findings from the LDX Taskforce to design a centralized data exchange library on AIMS
- evaluate external LDX COPs and current APHL COPs to determine their value and effectiveness in relation to the CDC data strategy. Following the evaluation, work with internal APHL program leads, CDC technical monitors, and committee members to determine the need to revise or convene new COPs or to pursue partnerships with external groups.
- host at least one regional meeting for up to 10 members and CDC representatives to discuss technology and infrastructure strategies, LDX initiatives and to identify successes, challenges, and barriers. Produce and distribute information on the outcomes of this meeting to assess the mailto:zoa6@cdc.gov mailto:zfr9@cdc.gov usefulness of the approach in identifying informatics needs related to surge capacity, test-sharing networks, and response efforts.
- Support pilot ready Newborn screening PHL programs through the Laboratory Data Exchange
Technical Assistance (TA) approach, providing hands-on guidance and support to pilot ready
PHL sites in support of ETOR NBS initiatives.
-define and design a comprehensive LDX eco-system to aid PHLs, PHAs, and CDC with building faster, more cost-effective data exchange solutions
-maintain current support levels for the following projects:
• Electronic Laboratory Reporting Technical Assistance (ELRTA): Informatics staff and contracted consultants will continue to work with CDC leads to vet TA requests and provide targeted assistance through the ELR TA program.
• Enterprise Laboratory Information System (ELIMS): Informatics staff will continue to support
AIMS infrastructure and connectivity for CDC to PHA ELR messaging.
IV. New or expanded project
This is a continuation and expansion of existing project to support laboratory data exchange and technical assistance to STLTs.
3. Outcomes
Activities in this project should achieve or contribute to the following proximal outcomes:
PO-8. Improved understanding of data-related challenges and data-informatics solutions among laboratory professionals and stakeholders
Activities in this project should achieve or contribute to the following intermediate outcomes:
IO-5. Improved data exchange and interoperability among public health laboratories and their partners
Activities in this project should contribute to the following long-term outcome:
Improved effectiveness of public health laboratories, individually and as components of a national system
4. Strategies and Activities
List specific strategies, activities, and process measures
Strategy/Activity Process Measure S4. Laboratory Quality, Safety, and Informatics for Public Health Testing Services, Surveillance and Response
S4.1. Develop and implement informatics-related solutions and standards to
TBD
improve data exchange and interoperability
S4.4. Provide technical assistance to state and local public health laboratories to support improvements in public health outcomes
S4.5 Identify and address gaps in laboratory infrastructure and capability to prepare and respond to public health threats.

5. Budget
CELS/DLS project officers will provide budget spreadsheet for APHL to complete for requested funds by object class category
By submitting this project plan, I certify that my CIO currently does not maintain a comparable NOFO for similar activities and the proposed use of funds is consistent with the appropriation.

Please note: APHL is expected to collaborate with their CDC point of contact and/or technical monitor for this project to develop realistic measurable process objectives. In response to this proposal, APHL should provide a detailed work plan with: Outcomes, outcome measures, strategies/activities, and process measures.
