Additional Technical Proposal Instructions
These additional Technical Proposal instructions reflect the requirements of the Request for Proposal (RFP). While Section L of the RFP provides general Technical Proposal instructions, these instructions are tailored to the specific requirements of the RFP. The information requested in these instructions should be used along with Section L to prepare the Technical Proposal. Offerors are advised to give careful consideration to the Statement of Work (SOW) including supplementary material, Technical Evaluation Criteria, and the RFP as a whole in the development of their proposals.
The Offeror’s proposal, including appendices, shall include a detailed table of contents, be formatted by sections, and be cross-referenced to the Technical Evaluation Criteria. All information that documents and/or supports the mandatory qualification criteria shall be located in one clearly marked section of the technical proposal. Refer to the Attachment labeled “Packaging and Delivery of Proposals” for complete instructions on proposal submission.
The Offeror shall submit a detailed plan indicating how each aspect of the SOW is to be accomplished.
• The Technical Proposal shall include information on how the project is to be organized, staffed, and managed. Information should be provided to demonstrate the understanding of management of time frames for planning and accomplishing the work.
• The Technical Proposal shall be in as much detail as necessary to explain the proposed methods and rationale, and should reflect a clear understanding of the nature of the work being undertaken.
• The Technical Proposal shall include unique arrangements, facilities, equipment, or other factors that the Offeror deems advantageous to the project.
• The Technical Proposal shall include a Quality Management Plan (QMP) that identifies the organizational structure, policy and procedures, functional responsibilities of management and staff, lines of authority, and its processes for planning, implementing, documenting, and assessing all activities conducted under the organization's quality system. Discuss within the QMP a process for assessing possible conflicts of interest. For additional information on QMPs, see http://www.epa.gov/quality/qmps.html.
• Proposed Personnel - The Technical Proposal should include all information to adequately document the qualifications of the proposed personnel necessary for the successful completion of all contract requirements.
o Key personnel identified in Section 2.4 of the SOW shall be employees of the Offeror and shall be clearly identified in the proposal. All personnel available to the contract to conduct the work described in SOW Section 2.1 shall be identified in a personnel capability matrix chart.
o Offerors shall provide Curricula Vitae (no more than 5 pages) for all key personnel and other higher level staff.
o If subcontractors/consultants are proposed, the offeror must clearly define how any proposed subcontract/consultant arrangements would meet program needs. A letter of
