Amendment 2 - RFP 75N96020R00005 – “Genetic Toxicology Support for the National

Toxicology Program (NTP) and the National Institute of Environmental Health Sciences (NIEHS)”

1) Question: In Attachment 20, page 3, item number 3, the RFP states “For each assay type described in Section 2.1 of the SOW (e.g., bacterial mutation assay, in vitro micronucleus assay), provide an approximate cost along with the assumptions upon which this calculation is based.”

Are we to provide only a “cost estimate” for each assay and not a complete cost breakdown

(e.g, list each cost element and sub-element for direct costs, indirect costs and fee)? In other words, not the same level of cost detail as we are providing for the annual costs as described in the Business Proposal Instructions of the RFP?

Answer: For each assay type described in Section 2.1 of the SOW, provide a cost estimate which identifies all direct costs and include the assumptions upon which the calculation is based. The indirect costs and fee can be included with each assay or captured as a part of the entire cost proposal.

2) Question: In Attachment 3, Item 5.0, page 11, the RFP states “Travel for contract personnel is not likely to be required, except for specific instances as described in Section 2.2.7 herein.” Please confirm the offeror is allowed to bid travel expenses in accordance with 2.2.7 as well as any required travel expense described in Attachment 20, Item 3, page 2?

Answer: Yes, the offeror should bid travel expenses in accordance with 2.2.7 as well as any required travel expense described in Attachment 20, Item 3, page 2.

3) Question: Attachment 15 of the RFP Provides for Government Furnished Property. Are all these items to be provided to the Offeror at time of contract award? Should these items not be included (priced) in our Business Proposal?

Answer: The Government Furnished Property listed on Attachment 15 should not be priced in the Business Proposal and will be provided to the awardee upon contract award.
