Questions and Answers 75H70421R00003 Amendment-0004
QN# RFP
Page# Section Title Question Answer
1 28 C.3 Labor Categories and Qualifications
Please advise as to which of the 14 roles are considered medical personnel.
Section Title for L.5.3. has been changed from Medical Staff to Contractor Staff. The Government has a need for all 14 categories and fully intends specify which categories will be required via individual task orders
2 17 #1189 it refers to “Cost reimbursable items” Approved Travel and Hotel/Lodging … Is this cost item to be separate from The MFC Hourly Rate? In other words, do you want the Hourly Rate To include per diem, i.e.
meals, travel and lodging?
Term “Cost Reimbursable Items,” has been removed from the RFP and replaced by “Materials.” Charges under this “Materials” CLIN must be quoted and billed via a separate line item.
3 3 B.2 Contract
Pricing "The RFP States: “The contractor employees will be reimbursed with the hazard pay that is equivalent to the amount designated for the local Federal employees”
Can the Government please provide additional information on the hazard pay calculation/amounts referenced on page 3?
IHS does not intend to carry out separate Hazard pay CLINs on the initial Task Orders.
Therefore, only the fixed labor rates and anticipated material need to be quoted for the initial task orders.
4 129 Element 1.
Medical Staff Resumes
The RFP as of Amendment 2 states “Upon notification by the IHS of the selection, the proposed candidate shall provide fingerprints at an accepted site for FBI background check, within 3 business days. from a notification from the CO. e-Qip applicable shall be completed within 3 business days upon receiving FBI
Only the qualified contractor staff who are readily available for an assignment to a task order soon after the contract aware are to be proposed under RFP Section L.5.3. The government will make a final determination to issue a task order upon receiving FBI background check results, and may make an
P a g e | 3 of 126 background check clearance. Task Orders will be issued to for a contractor employee or staff upon receipt of the FBI background check clearance by the Agency.
The Agency may not issue a task order to the contractor if the proposed candidate or a significant number of candidates from the proposed team is not eligible or available to provide the services for the contract.”
Question: Are all staff for a proposed task order required to be on staff before the task order is awarded? This would put undo risk on small businesses and likely diminish their ability to bid and be competitive for task orders.
Comment: Contractors will do their own background checks prior to the FBI. Interim clearance would help mitigate any bottlenecks in the procedure.
award to contract for a portion of the proposed team.
5 130 Element 1. The RFP States “Two relevant past performance questionnaires (See Appendix A) are required to be submitted behalf of the offeror and if applicable, one questionnaire needs to be submitted for each subcontractor.”
Question: Initially it was assumed that subcontractors could submit more than one PPQ. Our subcontractor sent out 2 PPQs. If both are returned, how will the Government evaluate since one questionnaire is the limit?
The CO, at his discretion, will choose the questionnaire that is considered to be more relevant to this requirement.
6 133 L.6.Due Date To better align the Initial Proposal Package with the Final Proposal Package, we request the Government consider a 24 hours extension until 3/18 for the Initial Proposal Package.
Yes, the due date for the initial package is extended to March 18, 12pm EST.
P a g e | 4 of 126
7 1. Is the opportunity still in Pre-solicitation or is this an active solicitation with a proposal due date of the 24th? Please clarify.
2. If the opportunity is an active solicitation, will the government consider an extension to allow offerors ample time to develop and submit a proposal?
3. If the opportunity is in Pre-solicitation when does the government anticipate the release of the final RFP?
This is an active solicitation.
8 28 C.3 Labor Categories and Qualifications
Are ISBEE/small business required to bid on both task orders?
All responsible offerors must submit both, the initial and final packages, to be considered for an award.
9 106 L.5.3 Medical Staff Element 1.
Medical Staff Resumes
Can subcontractors added to a team post-award in order to meet demand?
Yes, but FAR 52.219-14, Limitations on Subcontracting, applies to the resulting contract awards.
10 108 L.5.2. – Resumes for the initial task order(s)
Considering a total count of 75 resumes under Initial Task Orders 2a and 2b, is the government expecting all the 75 resumes for Medical Staffing in the Final Proposal?
No, the government expects multiple awards are needed to meet the requirements.
Offerors are allowed to submit resumes to meet a part of the needs.

SECTION B – PRODUCTS OR SERVICES AND PRICES/COSTS
B.1. CONSIDERATION
The Contractor shall provide the commercial health care services described in Section C, Description/ Specifications/Performance Work Statement (PWS).
B.2. CONTRACT PRICING
The Indian Health Service (IHS) is planning to issue Time and Material (T&M) Multiple Award
Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract vehicles as a result of this solicitation and
“fair opportunity” will be provided for subsequent task orders. The requirement is being solicited under a full and open competition, with the Agency’s intent to execute the Small Business Reserve in accordance with FAR 19.501 (a)(2). You are invited to submit a written proposal utilizing the below Schedule of Prices for the services specified in Section C, under Request for Proposal (RFP)
75H70421R00003.
Offerors are to provide the company’s Most Favored Customer (MFC) ceiling pricing for the labor categories listed in the Schedule of Prices below. The Places of Performance (PoP) subject to the resulting IDIQ contracts include the diverse geographic locations covering a mix of rural and metropolitan areas in various parts of the country and several different time zones. See
Attachment 1 - IHS Areas and Healthcare Facilities, for detailed PoP information. Offeror’s MFC ceiling labor rates must be provide for each of the IHS PoP Area and labor rates for the task orders shall not exceed the proposed labor rates of the IDIQ contract. Level of contractor qualifications to be requested for some of the labor categories among task order RFQs will vary – e.g., some
RFQs will require a Contact tracing Supervisor with Bachelor’s degrees while other RFQs will prefer the candidates with Master’s Degree in Public Health – therefore, the CO recommends the
MFC ceiling rate to consider the PoP of each Area and a potential candidate with highest level of qualification based on the criteria provided in the PWS. Contractor is strongly encouraged to provide discounts from its IDIQ contract pricing when quoting for the task orders in consideration of the requested qualification and competition.
It is the Agency’s intent to honor the hazard pay to contractor employees assigned to the applicable locations/facilities. Unless otherwise determined necessary and authorized by the Task Order
Contracting Officer, the contractor employees will be reimbursed with the hazard pay that is equivalent to the amount designated for the local Federal employees. All hazard pay, after deducting applicable taxes, shall be made to the contractor employee in its entirety.

B.3. MATERIALS LINE ITEMS
B.3.1. Definition
Materials means-
(1) Direct materials, including supplies transferred between divisions, subsidiaries, or affiliates of the contractor under a common control;
(2) Subcontracts for supplies and incidental services for which there is not a labor category specified in the contract;
(3) Other direct costs (e.g., incidental services for which there is not a labor category specified in the contract, travel, computer usage charges, etc.); and
(4) Applicable indirect costs.
B.3.2. Per-Diem Charges In accordance with (FAR) Subpart 31.205-46 (a) –
(a) Costs for transportation, lodging, meals, and incidental expenses. (1) Costs incurred by contractor personnel on official company business are allowable, subject to the limitations contained in this subsection. Costs for transportation may be based on mileage rates, actual costs incurred, or on a combination thereof, provided the method used results in a reasonable charge. Costs for lodging, meals, and incidental expenses may be based on per diem, actual expenses, or a combination thereof, provided the method used results in a reasonable charge.
(2) Except as provided in paragraph (a)(3) of this subsection, costs incurred for lodging, meals, and incidental expenses (as defined in the regulations cited in (a)(2)(i) through (iii) of this section) shall be considered to be reasonable and allowable only to the extent that they do not exceed on a daily basis the maximum per diem rates in effect at the time of travel as set forth in the-
(i) Federal Travel Regulations, prescribed by the General Services Administration.
(3) In special or unusual situations, actual costs in excess of the above-referenced maximum per diem rates are allowable provided that such amounts do not exceed the higher amounts authorized for Federal civilian employees as permitted in the regulations referenced in (a)(2)(i), (ii), or (iii) of this section. For such higher amounts to be allowable, all of the following conditions must be met:
(i) One of the conditions warranting approval of the actual expense method, as set forth in the regulations referenced in paragraphs (a)(2)(i), (ii), or (iii) of this section, must exist.
(ii) A written justification for use of the higher amounts must be approved by an officer of the contractor’s organization or designee to ensure that the authority is properly administered and controlled to prevent abuse.
(iii) If it becomes necessary to exercise the authority to use the higher actual expense method repetitively or on a continuing basis in a particular area, the contractor must obtain advance approval from the contracting officer.
(iv) Documentation to support actual costs incurred shall be in accordance with the contractor’s established practices, subject to paragraph (a)(7) of this section, and provided that a receipt is required for each expenditure of $75.00 or more. The approved justification required by paragraph (a)(3)(ii) of this section and, if applicable, paragraph
(a)(3)(iii) of this section must be retained.

Section C – DESCRIPTION/SPECIFICATIONS
PERFORMANCE WORK STATEMENT (PWS)
Indian Health Service
COVID-19 Response and Contact Tracing Support Services
C.1 Background
The Indian Health Service (IHS), an agency within the Department of Health and Human Services
(DHHS), is responsible for providing federal health services to American Indians and Alaska
Natives (AI/AN). The IHS is the principal federal health care provider and health advocate for
Indian people and its goal is to raise their health status to the highest possible level. The IHS provides a comprehensive health service delivery system for approximately 2.56 million AI/AN people who belong to 574 federally recognized tribes in 37 states.
The COVID-19 pandemic caused a very high demand for contractor support services to address the pandemic response related requirements including contract-tracing services. To maintain national standards of care and assure continuous quality improvement in the face of serious health disparities and during the COVID crisis and pandemic, sufficient staff is essential. The availability of a staffing resource option will provide an avenue to support the health care expertise required to continue to provide safe and quality health care services to AI/AN population during the COVID-
19 crisis.
