62 Page 106, says contractor is to submit resumes of the medical staff for each specific location — does this mean you want all the resumes of staff to be included in the original response to the
RFP?
For the initial IDIQ and Task Order awards, offerors are to provide resumes for as many qualified contractor staff who are readily available to provide the service to meet the needs identified in the Attachments 2a and 2b – immediately upon contract award, or by the date identified in the letter of intent.
63 The RFP request for medical resumes for locations like Alaska, Great Plains, and Navajo—can you be more exact as to where in Alaska, where on the Navajo Reservation i.e. what States and the same for The Great Plains Tribes?
The initial contractor hires will be made for the IHS Phoenix and Albuquerque Areas. Resumes are being requested for the needs identified in the Attachments 2a and 2b.
64 The contract asks for the Contractor to recruit staff after the contract is awarded and that the IHS will provide the necessary contacts i.e. Tribal

65 If recruiting and staffing is to be accompanied with assistance from key Tribal contacts, which we will not learn of until after the selection process has been completed, will we be allowed to request changes in quoted rates?
The information is now provided in the Attachments 2a and 2b.

76 114 SECTION M –
EVALUATION
FACTORS FOR
AWARD "
The RFP also states “Evaluation of Technical Capability, Key Personnel, Relevant Past Performance, and IDIQ Business Proposal will result in determination of the offerors to be included in the competitive range, then evaluation of the proposed medical staff with respective business quotation will lead to the selection of the IDIQ contract awardees to carry out the medical staff hires through task order awards.”
If offerors submit fewer than the listed medical staff and corresponding LOIs listed in the Task Orders with Amendment 1, do they receive evaluation credit towards an award or will offerors be found to be technically unacceptable?
IHS do not anticipate that one contractor will be able to meet all contractor staffing needs identified in the Attachments 2a and 2b. Multiple awards may be made for each Area and/or Healthcare facility.

SECTION B – PRODUCTS OR SERVICES AND PRICES/COSTS
B.1. CONSIDERATION
The Contractor shall provide the commercial health care services described in Section C, Description/ Specifications/Performance Work Statement (PWS).
B.2. CONTRACT PRICING
The Indian Health Service (IHS) is planning to issue Time and Material (T&M) Multiple Award
Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract vehicles as a result of this solicitation and
“fair opportunity” will be provided for subsequent task orders. The requirement is being solicited under a full and open competition, with the Agency’s intent to execute the Small Business Reserve in accordance with FAR 19.501 (a)(2). You are invited to submit a written proposal utilizing the below Schedule of Prices for the services specified in Section C, under Request for Proposal (RFP)
75H70421R00003.
Offerors are to provide the company’s Most Favored Customer (MFC) ceiling pricing for the labor categories listed in the Schedule of Prices below. The Places of Performance (PoP) subject to the resulting IDIQ contracts include the diverse geographic locations covering a mix of rural and metropolitan areas in various parts of the country and several different time zones. See
Attachment 1 - IHS Areas and Healthcare Facilities, for detailed PoP information. Offeror’s MFC ceiling labor rates must be provide for each of the IHS PoP Area and labor rates for the task orders shall not exceed the proposed labor rates of the IDIQ contract. Level of contractor qualifications to be requested for some of the labor categories among task order RFQs will vary – e.g., some
RFQs will require a Contact tracing Supervisor with Bachelor’s degrees while other RFQs will prefer the candidates with Master’s Degree in Public Health – therefore, the CO recommends the
MFC ceiling rate to consider the PoP of each Area and a potential candidate with highest level of qualification based on the criteria provided in the PWS. Contractor is strongly encouraged to provide discounts from its IDIQ contract pricing when quoting for the task orders in consideration of the requested qualification and competition.
It is the Agency’s intent to honor the hazard pay to contractor employees assigned to the applicable locations/facilities. Unless otherwise determined necessary and authorized by the Task Order
Contracting Officer, the contractor employees will be reimbursed with the hazard pay that is equivalent to the amount designated for the local Federal employees. All hazard pay, after deducting applicable taxes, shall be made to the contractor employee in its entirety.
