35 103 l.4.1 States: "The IHS may pursue a series of IDIQ contract awards via this RFP, if determined to be in the best interest of the government, throughout the established contract period of the initial awards. The Government intends to make an award without discussions with offerors. However, the Contracting Officer intends to establish an ongoing competitive range to foster an efficient competition among the most highly rated proposals for the initial and subsequent IDIQ contract awards resulting from this RFP. Unsuccessful awardees’ proposals among the competitive range, will remain under the Agency’s consideration for the subsequent IDIQ contract awards for a one year period from the proposal submission date if ‐ 1) Offeror specified proposal acceptance date in Section L.7, allows a consideration of the proposal at the time of the evaluation for the subsequent IDIQ awards; 2) Offeror responds to the RFP amendment for the subsequent awards with the company’s intent to participate in the new opportunity; and 3) Offeror attests that, other than the resumes, previously proposed terms of the technical and business proposals remain same and under the updated RFP provisions and contract clause. The CO will notify the offerors of any

P a g e | 13 of 145 amendment terms that may require a revision in the offer, and if an offer is withdrawn by the offeror from the competitive range or acceptance date expires, a new offer can be submitted for a subsequent opportunity.

Upon the CO’s determination to pursue additional IDIQ contract awards, an amendment to this RFP will be issued to solicit new offers for evaluation of new contractors to be added the competitive range. Resumes for the medical staff (L.5.3) are not required for this purpose. Upon establishing an updated list of the vendors within the competitive range, the Contracting Officer will specify a time period that these vendors in the competitive range, along with the existing IDIQ contract holders, can respond to the Task Order RFQs. Additional IDIQ contract awards may be made at this time to the vendors within the competitive range upon evaluation of the quotations against the task Order RFQs.

Is this a 3 year period of performance?

Are you planning to on‐ramp other awardees after initial award?

States: "(b) The Government will conduct a best value evaluation to determine a single offeror for this award. In doing so the Government may award to other than the lowest priced proposal or other than the highest technically rated proposal."

59 41 RFP says “no more than 2 candidates — unsuitable”, is that determination pre‐ hire or post‐hire based on performance?

P a g e | 21 of 145

60 RFP states “this is a staffing contract only” so all necessary medical equipment including thermometers will be provided by the IHS to be used by staff in the field if required?

106 If work is to be conducted at the Contractors site, will the IHS be providing the necessary computer equipment to the Contractor and provide the proper encryption and peripheral’s as may be needed?

61 Page 106, says contractor is to submit resumes of the medical staff for each specific location — does this mean you want all the resumes of staff to be included in the original response to the

RFP?

62 The RFP request for medical resumes for locations like Alaska, Great Plains, and Navajo—can you be more exact as to where in Alaska, where on the Navajo Reservation i.e. what States and the same for The Great Plains Tribes?

63 The contract asks for the Contractor to recruit staff after the contract is awarded and that the IHS will provide the necessary contacts i.e. Tribal members to help facilitate the recruiting process — how is the Contractor expected to provide the medical staff resumes in the RFP if we are not scheduled to begin the

P a g e | 22 of 145 recruiting process until after the RFP is awarded?

64 If recruiting and staffing is to be accompanied with assistance from key Tribal contacts, which we will not learn of until after the selection process has been completed, will we be allowed to request changes in quoted rates?

65 107 On page 107 it says “contractor will be asked to submit prices paid” To the CO, will that delay factor into the response time from when the Task Order is issued?

66 Will all the positions needed to be staffed be required to be “On‐Site” or will positions like “Case Manager” and others be remote? What positions in total could be remote?

67 Are we mandated to use GSA scheduled pay rates?

68 If a staff member is not working on a holiday are they required to be paid?

69 Will you accept past performance recommendations from resources outside Of Government contracts?

70 Is weekend work anticipated for this project?

71 Are there any page limitations for the response that is to be submitted for review?

P a g e | 23 of 145

72 Does the RFP allow for remote work or is the requirement to be on the reservation?

SECTION B – PRODUCTS OR SERVICES AND PRICES/COSTS

B.1. CONSIDERATION

The Contractor shall provide the commercial health care services described in Section C, Description/ Specifications/Performance Work Statement (PWS).

B.2. CONTRACT PRICING

The Indian Health Service (IHS) is planning to issue Time and Material (T&M) Multiple Award

Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract vehicles as a result of this solicitation and

“fair opportunity” will be provided for subsequent task orders. The requirement is being solicited under a full and open competition, with the Agency’s intent to execute the Small Business Reserve in accordance with FAR 19.501 (a)(2). You are invited to submit a written proposal utilizing the below Schedule of Prices for the services specified in Section C, under Request for Proposal (RFP)

75H70421R00003.

Offerors are to provide the company’s Most Favored Customer (MFC) ceiling pricing for the labor categories listed in the Schedule of Prices below. The Places of Performance (PoP) subject to the resulting IDIQ contracts include the diverse geographic locations covering a mix of rural and metropolitan areas in various parts of the country and several different time zones. See

Attachment 1 - IHS Areas and Healthcare Facilities, for detailed PoP information. Offeror’s MFC ceiling labor rates must be provide for each of the IHS PoP Area and labor rates for the task orders shall not exceed the proposed labor rates of the IDIQ contract. Level of contractor qualifications to be requested for some of the labor categories among task order RFQs will vary – e.g., some

RFQs will require a Contact tracing Supervisor with Bachelor’s degrees while other RFQs will prefer the candidates with Master’s Degree in Public Health – therefore, the CO recommends the

MFC ceiling rate to consider the PoP of each Area and a potential candidate with highest level of qualification based on the criteria provided in the PWS. Contractor is strongly encouraged to provide discounts from its IDIQ contract pricing when quoting for the task orders in consideration of the requested qualification and competition.

It is the Agency’s intent to honor the hazard pay to contractor employees assigned to the applicable locations/facilities. Unless otherwise determined necessary and authorized by the Task Order

Contracting Officer, the contractor employees will be reimbursed with the hazard pay that is equivalent to the amount designated for the local Federal employees. All hazard pay, after deducting applicable taxes, shall be made to the contractor employee in its entirety.
