About this file
This document is a comprehensive Request for Information (RFI) response spreadsheet for the Fort Thompson Duplex Construction project by the Indian Health Service (IHS). The solicitation (No. 75H70125R00076) is a 100% set-aside for Indian Small Business Economic Enterprises (ISBEE) under NAICS code 236116, with a $45 million size standard, seeking to construct one duplex building with an option for a second building at the Fort Thompson Service Unit in South Dakota. The project involves constructing staff quarters with a 365-calendar day performance period and will be awarded as a Firm Fixed Price (FFP) construction contract using a lowest price technically acceptable (LPTA) evaluation methodology.
The RFI response addresses 74 detailed technical questions covering various aspects of construction, including structural modifications (e.g., floor trusses), material specifications (waterproofing, sheathing, flooring), mechanical systems (HVAC changed to air source heat pump), electrical requirements, and compliance details. Key technical changes include switching from TJI to 18" floor trusses, modifying HVAC to an air source heat pump, using R6-Zip sheathing, and specifying waterproofing membranes. Additional requirements include Buy American compliance, specific tracer wire specifications, and TERO fees. The project requires detailed submittals, adherence to specific material standards, and comprehensive documentation of construction methods and materials.

| 2 | The appliances are tagged “To Be Determined”. Are the appliances to be included? Is there a specification available? | See specifications - Section 113013 |
| 3 | Are window shades to be included? I do not see a reference on the window page. | See specifications - Section 122413 |
| 4 | Has anyone inquired about changing the I-Joist floor assembly to 18” floor trusses, similar to the duplexes in Wanblee, Kyle and Pine Ridge? | Yes, the design has been revised to floor trusses. |
| 5 | What is a T-BUR line is? Is this an internal IHS line? | Telephone - Buried |
| 6 | Is a specification book and geo tech report available for these duplexes? | See SAM.gov posting updated 10/24/2025 |
| 7 | Structural drawings show stair framing but no stairs appear in the architectural. Please confirm that there are no stairs. | confirmed - there are no stairs |
| 8 | Structural framing plan looks like the TJI’s are bearing on a ledge on the inside of the foundation, but the detail shows it bearing on top of the foundation. Please confirm construction. | TJI design was modified to floor trusses. The framing bears on the top of the foundation wall. |
| 9 | How is the party wall to be framed as there are no details. Should we include an extra TJI and a gable end truss at each wall? Please clarify. | TJI design was modified to floor trusses. Party wall framing doesn't require any addition framing members |
| 10 | Civil plans shown 1” PE water service line feeding duplexes. Does this line need to be larger to also accommodate the fire sprinkler system? | Domestic water service size is 1" |
| 11 | Are we to bid the project to include the ground source heat pump and in-ground hydronic piping system, or will this be changed to a forced air system? If forced air, will it be electric or gas? | HVAC design was revised to an air source heat pump design. Supplementary electric heating is included. No gas heating. See updated sheets M601 - M701 |
| 12 | Plans show water lines and back flow preventer in the garages, which could be a freeze concern. Shall we plan on having this plumbing relocated to the mechanical rooms? | Garages have a unit heater to prevent freezing. If plumbing can be coordinated to relocate to mechanical rooms, this is an acceptable alternative to the design on the plans. |
| 13 | Will the answers previously provided to the RFI's submitted during the 2023 solicitation for this project apply to this current solicitation?
