About this file

This document is an Amendment (Standard Form 30) for a federal solicitation from the Indian Health Service (IHS) for the construction of two duplexes in Fort Thompson, South Dakota. Amendment 4 to solicitation 75H70125R00076 incorporates Request for Information (RFI) responses and changes the proposal due date to 2pm Pacific on 12/2/2025.

The RFI responses cover numerous technical details for the project, including design modifications such as changing from I-Joist to floor trusses, revising HVAC to an air source heat pump, updating exterior siding to engineered wood, and specifying solid surface countertops. Key specifications include R6-Zip sheathing, vinyl plank flooring with a 12mil wear layer, and a waterproofing membrane. The project involves utility connections for two duplexes within the Crow Creek Reservation, with specific requirements for water and sewer services, and the contractor will be responsible for hiring a commissioning agent. The solicitation emphasizes "Buy American" material compliance and requires various technical submittals for review.

Civil plans shown 1” PE water service line feeding duplexes. Does this line need to be larger to also accommodate the fire sprinkler system? Domestic water service size is 1"

Are we to bid the project to include the ground source heat pump and in-ground hydronic piping system, or will this be changed to a forced air system? If forced air, will it be electric or gas?

HVAC design was revised to an air source heat pump design. Supplementary electric heating is included. No gas heating. See updated sheets M601 - M701

Plans show water lines and back flow preventer in the garages, which could be a freeze concern. Shall we plan on having this plumbing relocated to the mechanical rooms?

Garages have a unit heater to prevent freezing. If plumbing can be coordinated to relocate to mechanical rooms, this is an acceptable alternative to the design on the plans.
