About this file

The document is a Request for Information (RFI) spreadsheet for the Fort Thompson Duplex Construction project, containing 25 detailed technical and specification-related questions from potential bidders. The project, solicited by the Indian Health Service (IHS), involves constructing duplex buildings as staff quarters in Fort Thompson, South Dakota, with a total potential for two duplex buildings. Key project characteristics include a 100% set-aside for Indian Small Business Economic Enterprises (ISBEE), a NAICS code of 236116 for New Multifamily Housing Construction, and a $45 million size standard.

The RFI addresses numerous technical details including construction materials, utility connections, mechanical systems, and design specifications. Significant points include confirmation of water and sanitary utility connections for two initial duplexes, clarification on mechanical systems like heat pumps, cabinet and countertop material specifications, and tribal-specific considerations such as no state plumbing commission inspection. The project has a 365-calendar day performance period after Notice to Proceed, will be awarded as a Firm Fixed Price contract, and will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology. Bidders are required to submit detailed material and equipment submittals and must comply with Tribal Employment Rights Ordinance (TERO) requirements.
