SOW Para III.C. Installation 1. Plumbing Are all water connection to be made below the modular units?
2/5/2025
No if question pertains to entire project, yes as far as I know if question pertains to only the modular building. Water supply connections must be made inside the main building above the ceiling, down thru a wall chase provided by contractor, into crawlspace, buried from main building to under modular building, then provide water-line y-trap and above ground/below modular building water supply manifolds. For the modular building areas, most if not all water supply connections will be made below the building in the crawlspace as all water supply lines should extend thru the floor. Shut off valves should be at connection point inside main building as where the water supply line pops up below the modular building.

We would like to request clarification regarding the recent amendment adding design/engineering requirements for the foundation, roof truss system, landscaping, and signage.
Given that this contract was originally structured as an LPTA (Lowest Price Technically Acceptable) procurement, we are concerned that the additional design component may introduce varying levels of scope interpretation, potentially shifting the nature of evaluation towards a Best Value trade-off approach.
2/4/2025
All terms and conditions of the solicitation remain unchanged unless amendment issued.

Evaluation Criteria:
- Will technical submissions now be evaluated on design merit, or is the requirement strictly to meet minimum compliance with no qualitative evaluation of design?
- If qualitative factors will be assessed, should bidders assume that this is now a Best Value procurement?
