We would like to request clarification regarding the recent amendment adding design/engineering requirements for the foundation, roof truss system, landscaping, and signage.
Given that this contract was originally structured as an LPTA (Lowest Price Technically Acceptable) procurement, we are concerned that the additional design component may introduce varying levels of scope interpretation, potentially shifting the nature of evaluation towards a Best Value trade-off approach.
2/4/2025
All terms and conditions of the solicitation remain unchanged unless amendment issued.
IHS CS
A0003 39 2/4/2025 Admin
Evaluation Criteria:
- Will technical submissions now be evaluated on design merit, or is the requirement strictly to meet minimum compliance with no qualitative evaluation of design?
- If qualitative factors will be assessed, should bidders assume that this is now a Best Value procurement?
2/4/2025
See Section M. for Evaluation Factors for Award.
IHS CS
A0003 40 2/4/2025 Technical
Design Submission Expectations:
- Should bidders provide preliminary drawings or narrative-based compliance statements regarding how the design intent will be met?
- Are there specific disciplines or drawing types required in the submission (e.g., civil/site plan, structural foundation plan, roof truss layout, landscape concept, signage details)?
2/4/2025
See Section L. Para L.11. general instructions for submittal requirements.
IHS CS
A0003 41 2/4/2025 Admin
Proposal Compliance:
- Will an amendment be issued to update the Proposal Submission Requirements to address the new design elements and ensure uniformity across bidders?
- If no amendment is issued, can bidders assume that a narrative approach (rather than full preliminary drawings) will suffice in addressing the design components?
2/4/2025
At this time, there are no changes in proposal submittal requirements.
See Section L. Para L.11. for general instructions.
IHS CS
A0003 42 2/4/2025 Technical
Post Award Submittals:
- To what extent should the contractor develop the design for submittals?
Are there specific percent design thresholds e.g., 15% conceptual, 30% schematic, 60% design development?
2/10/2025
The normal submittal % to completion will not be followed due to time restraints. The following design progress will be loosely followed:
Concept, Schematic, 1st draft, final draft. This will be a short turn-around between reviews with coordination with the modular building manufacturer.
