Amendment A00001 dated 8/26/2019

1. FBO Notice

I had a quick question for you on the solicitation for the

Whiteriver Hospital (75H701-19-R-00054). On the pre-solicitation we had access to the “Interested Vendors” tab on the FBO website, on the actual solicitation the “Interested Vendor” tab is not accessible and I am curious as to why that might be?

Kelly

When this synopsis was originally created, the

Contracting Officer accidently unchecked the box allowing vendors to view the “Interested Vendors” tab.

Unfortunately, this field cannot be modified after the notice has been posted. A copy of the site visit attendees and the Interested Vendors list will be made available via an Amendment posted to the FBO.gov website within 5 calendar days following the site visit.

The final Interested Vendors list will be posted to

FBO.gov no later than 14 days prior to the proposal receipt date.

2. Site Visit Is the prebid meeting still 10/22/19 at 11am MST? Kelly Please refer to Section L of the Solicitation for the date, time and location of the site visit.

3. TERO

As this is on the Apache Reservation, will there be TERO ordinances or taxes in place? Is so, I will need to include in our documents to subcontractors.

Kelly

Please refer to Sections H and L of the solicitation for information regarding tribe requirements as well as tribe contact information.

Amendment A00002 dated 9/6/19

4.

Is the furniture package being procured by the general contractor awarded the package, or directly through IHS?

Kelly

The General Contractor will be responsible for the procurement and installation of all furniture.

Reference paragraph C.4 of the Scope of Work.

5.

If the GC is procuring the furniture, will a Letter of Authorization be provided to access GSA discounting?

Kelly

Yes, a Letter of Authorization will be provided after contract award, as requested by the awardee.

Fire Sprinkler section

211100 & questions based on site walk

While on site for the job walk we noticed an inconsistency with the existing installation that don’t appear to be addressed by the construction documents. Most of the areas we had access to see above the ceiling the existing fire sprinklers heads are installed on

48” flexible drops. The old dental clinic is the only exception we noticed and the existing sprinklers are hard-piped to their location in the ceiling for this area. We are requesting clarification as to whether this facility and/or project will require flexible sprinkler drops to be maintained for existing heads and installed for new fire sprinkler head locations?

a. Should we include the cost of flexible drops for the old dental area?

b. Do to the distance the existing flexible drops descend from the system pipe to the ceiling only about 2’-6” of the 48” flexible drop is available to locate the head into a nearby ceiling tile. Many of the existing flex drops will need to be relocated and possibly supplemented with new heads. Do we have the option to re-use the flexible drops where convenient and hard-pipe new sprinkler head locations where necessary or should we include the cost of flexible drops for new sprinkler heads in excess of the existing ones installed on flexible drops?

Bryan/BWS

a. The contractor can use either flexible drops or hard pipe to each sprinkler head location. If flexible drops are used they need to be installed with proper bracing and hangers per NFPA 13 standards.

b. Contractor can re-use existing flex drops or hard pipe drops where convenient. If flexible drops are used they need to be installed with proper bracing and hangers per NFPA 13 standards.

During the site walk in area that was previously used as the

Furniture

Specs

Sheets 50-63. Items TYP01-TYP14

Are the finishes (edge trim, tackboard, laminate, panel fabric) a basis of design or mandatory? What fabric grade is acceptable?

Bryan/BWS

The finishes shown on sheets 50-63 (and all product sheets) are for design intent related to style, color, and pattern. The finishes must meet the requirements provided in 1.5.4, 1.5.5.c, 1.5.6.a, and 1.5.15, regarding clean ability, fiber, etc.

Example: If polyurethane is requested, another manufacturer's product may be submitted, but the fiber content must be polyurethane to meet the specifications.

For sheets 50-63 specifically (systems furniture) the intent

(color and pattern) is a major factor, Example: color for panel trim; the manufacturer's color that is closest in color to the paint sample in sheet description should be submitted. If the color is warm gray, submit a color from your manufacture's line that is the closest to a warm gray.

Submitted finish colors and patterns should be based on those shown for design intent indicated in the specification sheets. Do not submit a line card of fabrics within a certain grade, but a specific fabric to best represent the specification requirements and design intent that is available from your manufacturer. A fabric grade requirement was not included since the fabric requirements are specific to healthcare and not all manufacturer's grade in health care fabrics in their basic lines and a certain grade might not have the color and patterns needed to meet the design intent.
