Rules of Engagement for Oral Presentations:
1. The oral presentation itself will be evaluated whereas the slide deck is only provided as a supplement for the oral presentation. The slide deck is not limited; however, the Offeror is reminded that the oral presentation is time-boxed and is encouraged to consider how many slides can be adequately covered during the oral presentation. Materials referenced in the oral presentation, but not an actual part of the presentation, will not be accepted, or used in, evaluations (except the Key Personnel resume).
2. The Government does not intend to ask questions about information contained in an Offeror’s Phase I submission or the Offeror’s written submission for Phase II during the oral presentation.
3. The Government intends for the oral presentation to be an interactive dialogue between the Offeror and the Government. This dialogue is viewed as a component of the oral presentation itself and does not constitute discussions. The Government will not ask questions that will invite or allow the Offeror to change its offer. The Offeror shall not volunteer any information that might be construed as changing its offer. Oral presentations are distinct from the Government’s reserved right to conduct discussions.
4. The Offeror is in control of its presentation and may choose not to present or respond to any question provided by the Government.
5. Individuals presenting should be a part of the Offerors company or anticipated significant subcontractor(s). Presenters should not be professional presenters hired for the sole purpose of presenting to the Government. Offerors are requested, to the extent possible, to have the individuals anticipated to lead the effort and applicable technical experts as part of the Offerors oral presentation team.
6. A firm (and individuals presenting) may attend only one (1) oral presentation, whether for itself, as a prime offer, or as a subcontractor for another firm.
7. Offerors are advised to take advantage of the five minutes’ preparation time. This time is to enable the Offeror to ensure all participants are able to join the online presentation.
Offerors who are late, do not have full teams to present, etc., will not be provided an opportunity to re-present or afforded any additional time. It is the Offeror’s responsibility to ensure their team is present and prepared to present at the designated times. This preparation time will not be added to the time allotted for the presentation.
8. The period of time allotted for interactive dialogue/questions is a time block set aside to address any clarifications. If the Government does not have any questions, then this time will not be used. Additionally, if all clarification questions cannot be addressed in the time block, no additional time will be afforded. It is incumbent on the Offeror to provide a clear presentation and to provide concise responses to clarification questions.
9. Presentations are estimated to be held the week of August 26 – September 23, 2025.
Offerors will be assigned a presentation time during those days, determined at random.
The time and date of the presentation is not negotiable.
10. The Contracting Officer reserves the right to determine a delay not the fault of the Offeror and afford the Offeror additional time. No further clarification on what could be considered a delay outside the control of the Offeror will be provided. It is the sole discretion of the Contracting Officer to determine if additional time should be afforded to an Offeror to ensure fairness in the source selection process.
