About this file
Amendment 0003, Attachment J.2 is a Consent to Subcontract form for the Research, Measurement, Assessment, Design, and Analysis (RMADA) 3 IDIQ contract (Solicitation Number 75FCMC25RJ018) with the Centers for Medicare and Medicaid Services. The document outlines comprehensive requirements for prime contractors seeking to subcontract, including mandatory submissions such as detailed descriptions of supplies or services, subcontractor identification, proposed subcontract pricing, cost or pricing data, and a negotiation memorandum capturing key elements of price negotiations.
The form requires prime contractors to provide extensive documentation about potential subcontractors, including verification of their purchasing accounting system, disclosure of any close working relationships or ownership affiliations, and comprehensive details about the subcontracting arrangement. These requirements align with the contract's broader purpose of providing analytic support and technical assistance for models and demonstration programs under the Patient Protection and Affordable Care Act, focusing on testing potential methods for reducing healthcare expenditures while maintaining care quality for Medicare, Medicaid, CHIP, and uninsured beneficiaries.
