About this file
This document is a Question Submission Template for the Research Measurement Assessment Design Analysis (RMADA) 3 solicitation. The template contains 37 questions and responses from potential offerors, addressing various aspects of the proposal submission process, including past performance requirements, proposal organization, key personnel identification, conflict of interest disclosures, and technical proposal instructions. Key clarifications include:
Proposal Submission Details: CMS updated multiple sections regarding past performance submissions, clarifying that relevant past performance information and key personnel vitae/resumes should be included as appendices to Volume I without page limits. Past Performance Questionnaires (PPQs) must be submitted directly to the Contract Specialist by performance references. The proposal deadline was initially March 27, 2025, and the email/file submission limit is 100MB. The solicitation involves an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a Project Director as a key personnel position, and offerors have discretion to propose additional key personnel. The contract uses NAICS code 541720 with a $28 million small business size standard.

GENERAL 1 L.8.B Posting of Questions and responses Page 164 of 187
Does CMS have a date or timeframe in which offerors can expect to receive responses to the questions submitted regarding the RMADA3 IDIQ proposal?
If CMS is unable to post responses by 03/07/25, will CMS consider an extension for the proposal due date?
See RFP section L.9 for a revised due date.
GENERAL 2 L.9 Proposal Organization and Content 164 In the event of a federal government shutdown due to no budget resolution by March 14, 2025, can CMS provide guidance on what submitters should expect if the shutdown extends to or past the proposal deadline of March 27, 2025?
Not applicable at this time.
GENERAL 3 L.9 Proposal Organization and Content 166
The instructions state that Vitae/resumes and any Past Performance Questionnaire attachment submissions shall be included as an appendix to Volume I. GENERAL 5
K - REPRESENTATIONS, CERTIFICATIONS,
AND OTHER
STATEMENTS OF OFFERORS OR QUOTERS
K.3 allows offerors to defer to their Sam.gov representations and certifications, in lieu of completing the full Section K; however, information in various sections, including K.4, K.8, K.13, K.14, and K.15 are either not covered by Sam.gov or are solicitation specific. Can CMS clarify if offerors need to complete Section K in entirety, even if K.3(b)(2)(i) is marked as Paragraph (d) applies?
RFP section K.3 has been updated to reflect the latest clause version: Annual Representations and Certifications (Jan 2025).
K.3 does not allow offerors to defer to their SAM.GOV representations and certifications in lieu of completing the full section K.
GENERAL 6

FAR Clause 52.222-41 Service Contract Labor Standards (AUG 2018) is included within the solicitation. Will the government confirm that SCLS applicability will be determined and Wage Determinations provided at the task order level?
RFP Section I.1 has been updated to remove the clause for the IDIQ. At this time and based upon historical analysis, the government does not anticipate RMADA3 work under the SCA and does not anticipate the use of wage determinations; if it is determined necessary for a specific task order, the clause will be incorporated into that individual solicitation.

Would the government please clarify what is required for the COI submission?
