About this file
This white paper document details updates to the Research, Measurement, Assessment, Design, and Analysis (RMADA) 3 Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the CMS Innovation Center. The document outlines key changes to the contract's scope and approach, including a focus on streamlining evaluations by concentrating only on questions necessary for certification decisions, discontinuing supplemental tasks, and terminating evaluations faster if a model ends prematurely.
The white paper also describes significant shifts in contract management, including a move to performance-based contracts with outcome-focused Statement of Objectives, and a requirement for bidders to propose Performance Work Statements. Most task orders will now be firm fixed price contracts, with CMS communicating target price ranges during the Task Order Request for Proposals (TORP) process. The changes reflect the Innovation Center's new organizational vision of enabling Americans to live healthier lives while protecting federal taxpayer interests, and will require model, evaluation, learning, and operational teams to manage to a fixed budget allocation.

Attachment J.11: RMADA 3 White Paper Amendment 0003 – 05/30/2025
Updates to the RMADA 3 IDIQ
Summary The CMS Innovation Center is implementing updates to the RMADA 3 IDIQ to align with its new organizational vision: enabling Americans to live healthier lives while protecting federal taxpayer interests.
The Innovation Center updated RMADA 3 to align with this new vision while adhering to the statutory requirements for the Center.
RMADA Scope Updates Evaluations will continue as required by statute. However, the Innovation Center will:
• Focus evaluations on those questions necessary to inform certification decisions
• Discontinue supplemental tasks
• Terminate evaluations faster if a model ends prior to its scheduled end date
Peer-to-peer learning will continue, but at a significantly reduced scale and frequency, and will be largely virtual. The core of the learning work will be utilizing data on high-performing practices to rapidly scale successful interventions. The CMS Innovation Center will maintain a focus on national-level learning systems and will not pursue smaller geographically specific learning systems.
Implementation and monitoring contracts will continue to support model operations.

Task Order Awards The Innovation Center will adjust how it designs and manages task orders on the IDIQ.
The adjustments reflect the Innovation Center’s plan to require model, evaluation, learning, and operational teams to manage to a fixed budget allocation.
Performance-Based Approach Most Task Order Request for Proposals (TORPs) will shift to performance-based contracts that:
1. Use outcome-based Statement of Objectives that emphasize outcomes and are less prescriptive than Statements of Work in prior IDIQs.
2. Requires bidders to propose Performance Work Statements that describe their approach and work to achieve the outcomes.
Contract Type Most task orders will be firm fixed price contracts. CMS will communicate the target contract price range to bidders during the TORP process.
