Chiller Plant - Post Site Visit Questions & Answers Question Answer

I wanted to clear something up wrt the main piece of new electrical gear on this project.

Is the 6000 Amp gear such that you are employing – On Generator Set Paralleling Controls or Paralleling Controls Only in a Separate Cabinet or Paralleling Switchgear. Which method is the intent on this project?

Keyed note 2 on drawing sheet E6.02 says:

"PROVIDE LOGIC AND SMART TYPE MOTOR OPERATED SWITCHES ALONG

WITH INTERLOCK PROTECTION FOR MAIN SWITCHES SO THAT IN THE

EVENT OF LOSS OF POWER FROM T1 OR T2, THE RESPECTIVE MAIN FEED

WILL OPEN AND THE APPROPRIATE GENERATOR BUS TIE WILL CLOSE

ALONG WITH THE STARTING OF GENERATORS TO PICK UP LOADS

AUTOMATICALLY."

Now, how this is accomplished is up to the bidder – the controls can be in the switchgear or in a separate cabinet – no method is preferred and the controls would need to tell the generators to start and synchronize (if they do it by outside controls or by self paralleling is up to the bidder, (our understanding is the most gen sets today will have on board synchronization) – but in any case, the generator / switchgear combination will have to coordinate in order to automatically accomplish keyed note 2. The Load bank would be available for manually testing each individual generator under load.

Please clarify the submittal requirements outlined in L-5 General Proposal Instructions, page 49. Is the intent to place Part I, II and III in the same document, but separately tabbed within to divide the parts? Or, is the intent to have three separate files, each dedicated to the respective part? (Part I – Technical, Part II- Past Performance, Part III-Price).

The intent is to have three seprate files dedicated to each part.

Referencing the following RFP requirement in L-6 Submission of Offers, Part II, item d. “Any finalized, applicable Contractor Performance Assessment Reports (CPAR) from the CPARS.gov website may be provided in lieu of submitting to the Client the Sample Client Letter and Past Performance Questionnaire for completion. If a CPARS report is used the Offeror shall still complete the Relevance of the referenced contract to the current requirement in the PPEQ and shall compare and contrast their completed contracts described in the “Description of Work” addressed in Paragraph 1 of that same Questionnaire response required under Paragraph 1 of the Attachment J-11: Past Performance Evaluation Questionnaire.”

Please clarify the intent of this. For those offerors providing a CPARs in Questionnaire, is the intent to provide a narrative of the “Relevance to the Required Contract,” and address that relevance in the first paragraph when describing the description of work? Or, is the intent to complete Section 1.

Contractor Identification of the Past Performance Evaluation Questionnaire, but not sections 2 and 3? We assume the intent is the former but will need government confirmation.

The Offeror shall complete Section 1 of the questionniare.

It appears that qualifications for key personnel are requested in both the Part II – Technical proposal (item b.) and Part III Price Proposal (item g.). Please confirm this is the intent.

To prevent duplication provide the names of key personnel in the Part III Price Proposal. Part II required information remains unchanged.

Part III, Price Proposal indicates in regards to the Bid Guarantee to Submit original signed copies by mail to be received within 2 business days of solicitation close date.

Please identify the postal address that these should be sent to, as only the address for the electronic submission of the proposal is identified in the RFP

With the design-bid-build nature of the procurement, typically qualified subcontractors will not receive vendor pricing for major components until the last minute. The Subcontracting Plan cannot be started until the bids are in and all proposals can be evaluated to assess qualifications and pricing. This will require the offeror to exclude many qualified bids that would otherwise benefit the government with a more cost-competitive price in an effort to complete and return this deliverable in time to meet the deadline. Because of this, many government entities instead either allow offerors to submit this within 24 hours of bid submission, or relegate this to a requirement for just the successful offeror. Therefore, with these circumstances, and the mutual interest of securing a best value, cost competitive pricing for the government, we respectfully request the government either allow this deliverable to be submitted within 24 hours of the proposal, or as a condition as the successful offeror.

The Government will allow the submittal within 24 hours of bid submission. Note that the HHS established small business subcontracting goals are identified as the minimum goals to be achieved in the resulting subcontracting plan for the contract. Plans that do not have a goal of meeting HHS goals may not be approved by the HHS SBA

PCR.

Please confirm whether it is acceptable for contractors to use their own format of the HHS Subcontracting Plan Template, as long as it meets the minimum requirements of FAR Subpart 19.7, and includes all requirements included in the HHS Subcontracting Template. This is a standard allowance by the federal government, and will enable offerors to complete the plan more efficiently and in a format that is easier for the government to review (as the nature of the template can result in lines moved, etc in awkward ways that will make it difficult to review).

The contractors can use their own format of the HHS Subcontracting Plan Template, as long as it meets the minimum requirements of FAR Subpart 19.7, and includes all requirements included in the HHS Subcontracting Template.

Where in the specs does it say the time frame for review of submittals by the Government? How long does the contractor have to resubmit a submittal if needed.

Government will try to responsd within 14 days with submittal reviews.

Allow 21 days if sequential review of submittals are needed for multiple submittals. Government will try to review each resubmittals within 14 days. No time extension or cost will be allowed for the time it takes to review submittals. Allow enough time to maintain construction schedule.

Is there any hazardous material report on the underground piping that has to be removed in the demolition phase of the chiller construction?

The district cooling pipe was installed around 2005 and does not contain hazardous materials.

11 Is there a preferred alarm or building controls company that the owner would like to use for the work?

Siemens - Powers of Arkansas for BMS, Fire Alarm is Johnson Controls/Siemens

12 Are there any restrictions on salvage of metal demolished on the project? There is no restrictions. Please keep record of recycled metal.

13 Is there a preferred waste disposal company that is working for NCTR? No preferred waste disposal company.

Both million gallon fuel oil tanks were drained and cleaned in 2003 - 2004. Documentation is not available.

Please confirm that the solar system has been drained and cleaned. If not, please provide a list of chemicals and concentrations added to the water.

Building 2 Campus Chiller Plant, Drawing MD2.07 indicates the tanks in room 22 are waste drain tanks; were these tanks converted to solar hot water tanks as shown on Drawing MD2.04? If not, please provide the installation drawings for the solar hot water tanks.

Those two tanks were solar hot water tanks then they were converted into waste drain tanks.

Building 2 Campus Chiller Plant, Drawing MD2.07, Section C-C and Section D-D indicate a concrete floor/roof deck above the tanks. If this is the correct, it may not be possible to remove the tanks through the metal plated roof as discussed at the site visit. Please provide the building structural drawings for this area of Building 5.

There is metal plates exactly above those of two tanks. Metal plates can be removed with help of crane and both the tanks can be removed through the opening of metal plates with help of crane. There is no drawing providing details of roof over those of two tanks.

Building 2 Campus Chiller Plant, Drawing MS1.01, clouded note near keyed note 6 indicates a new 10” steam valve is to be installed in the existing steam piping during the campus wide steam outage in April 2022. Please confirm if this valve was installed during the April 2022 outage. If not, please provide the expected campus wide steam outage date.

New 10" steam valve need to be installed. NCTR has a center wide steam outage every spring and fall, usually in April and September on a Saturday for maintenance. The replacement of this valve shall be done on either of these scheduled shutdowns.

If all piping/chiller removal options are not awarded, please provide a statement of work indicating how the new piping is to be terminated at the existing building chilled water systems.

In case of options of removal of existing chiller and chilled water piping inside and near the existing building are not awarded, connect new piping as shown on the plans. If necessary, remove enough of the existing piping to make the new connections. Cap existing chilled water piping and leave them abandon in place if they are not hindering the path of new piping as shown in plans.

Please confirm that the contractor is to provide only the fuel required for testing the new generators and that filling the fuel tanks will be by others.

NCTR would expect that the equipment would be turned over fueled and ready to run.

27 Please provide the delivery date of the Government furnished equipment (chillers, cooling towers, etc.)

Purchase order shall be placed once project is awarded. The Contractor and the Manufacturer shall set the delivery date. The contractor shall receive and install the machine.

Will pre-construction chilled water flow testing/measurement at the point of connection between the building chillers and the campus distribution piping be required?

Will post-construction chilled water flow testing and balance at the point of connection between the building chilled water system and the campus distribution piping be required?

Sheet E2.01- There are (2) 400amp disconnects shown at the cooling tower (same for Phase 2). Note says “verify provided with unit”…. Will these be supplied with the cooling tower? Or will the electrical contractor be responsible for these?

As the drawings currently indicate, the contractor should be prepared to provide 400 amp disconnects (the same for phase 2) – NEMA 3R stainless steel to match controls box.

Bld. 53 Demo sheet E6.04- Note says to “ remove dashed items within switchgear enclosure and turn over to NCTR for disposition”. The breakers are dashed, are they to be removed from the gear and turned over to NCTR? Or remain in place? If breakers are to be removed, what is the preferred method of covering the openings left once the breakers are removed?

The equipment referred to shall be abandoned in place. Contractor shall install permanent label on equipment stating that it is inactive and lock out.

Bld. 53 Sheet E2.06 shows the new generator and associated electrical gear in the area where the existing generators sit now. Please provide thoughts on how to maintain generator back up to the building while the new construction takes place

New generator shal be installed across the street to maintain the back up power requirement.

Please Clarify- Will ALL underground conduits need to be concrete encased? Including branch circuits, communications, etc…

Main circuitry, medium voltage and circuits serving distribution equipment

What is to happen with the existing generators when they are removed from Bld. 26, and Bld. 53? Are they to be turned over to the owner? If so, will the contractor be responsible for relocating them to a storage space on the facility? Please advise

NCTR will retain generators, please have them set in rally yard just North of Bldg 85.

35 Who is responsible for the fuel in the new generators? Contractor will be responsible.

36 Will there be generator load bank testing required? Is this paid for by the owner, with the purchase of the generators?

NCTR expects this will be performed by the installing contractor as proof of function. NCTR will order the generators and they will be installed by the supplying contractor.

37 Are the pad mount transformers at Buildings 26, and 13 to remain in place? If not, please elaborate. These are to remain in place.

Please clarify- Is the work shown on Sheets ED1.04 and E2.08 to be included in OPTION #6? These sheets are labeled “Bld. 5 roof”, but the work is associated with the solar plant demo, which is OPTION #5. Please advise

The work shown on Sheets ED1.04 and E2.08 to be included in OPTION #6. The work has nothing to do with solar plant demo.

Will the new 13.8kv Vista Switches need to be connected to the fiber loop that the existing switches have throughout the campus? If so, please provide conduit path, fiber type, software required etc…

Contractor shall bid this work as an additive alternate to the base bid.

There is no price request in original solicitation for new 13.8kv Vista Switches and related conduit and wiring. But bidder can submit the price as separate document along with their base bid.

Bld 5 Basement Lights- Note #4 Calls for one for one replacement of light fixtures, it also states approximately NINE, there are NINE fixtures in the walkway heading down to the basement, but there are several more in the basement tank area, are ALL of the fixtures to replace? Or only the NINE in the walkway?

Only the NINE in the walkway. Additional work may be addressed later on through change order

In regards to the existing generators being removed at Buildings 26 and 53, will NCTR be removing the fuel? Or is this the contractors responsibility?

It is the contractors responsibility

Will government require a dedicated on-site Quality Control Manager (QCM) and Site Safety Health Officer (SSHO) during construction?

It is the contractor decision.

43 Since the Trane chillers are being purchased by the government, we have several questions:

a. Have they been ordered? No

b. In order to provide a detailed schedule for the RFP what is the current lead time for the Trane chillers? No

c. Can the government provide preliminary submittal data for bidding purposes? Refer to "J-1a. Bldg. 2_Design Analysis.pdf" in DVD so provided

d. As it relates to the Factory Witness Testing of the Trane chillers, should the Prime contractor budget to attend the Factory Witness Testing?

No contractors at all will be required or invited to the testing by the gov.

e. Based on Drawing M6.01 (Chillers-Water Cooled Schedule) Note # 4 – “The contractor will be responsible for the full warranty of the chillers” and Specification Section (23 64 16 1.07-B) ‘Chiller manufacturer shall provide full ten (10) year parts, labor and refrigerant warranty’ and Specification Section (23 64 16 3.03) Manufacturers Field Services to include monitoring and maintenance services. This would result in the construction contract between the Government and Contractor to remain open for ten (10) years. Not to mention the contractor would need to have a bond open for ten (10) years, builders risk policy open for ten (10) years, etc. The Government is providing Trane with a Purchase Order for the chillers, extended warranty, maintenance and monitoring services not the contractor. The contractor can manage the one (1) year warranty but will find it difficult to manage the other nine (9) years as listed above. We formally request this be removed from spec.

The purchase of the chillers by the government will come with a warranty and startup. The standard warranty, as specified, will be sufficient. The spec will not be modified.

The construction contractor’s standard one year warranty is acceptable.

Extended warranties purchased by the government will be held between the government and the chiller manufacturer.”

f. Typically, the chiller refrigerant monitor and sample gas kit(s) are provided by the chiller manufacturer. Will this be Government furnished contractor installed?

Those items listed should be provided by the controls contractor since they control exhaust fans, louvers etc…

Are any other Major Assets (cooling towers, pumps, generators etc.) being purchased by the government other than the Trane Water Cooled Chillers?

Cooling towers and generators shall be purchased by government.

It is mentioned in several locations in the specification to ensure the roof warranty is not voided. Please provide contact information for the roof warranty holders.

Referring to new roof of Bldg. 5D and Bldg. 53s, NOACON construction is roof warranty holder.

Specification section (27 10 00 1.08-B) - Structured Cabling – Please clarify “Correct defective work within a two (2) year period after the Date of Substantial Completion (DOSC). All defective work should have been completed prior to the issuance of the DOSC.

Agree that any obvious defective issues would be found and corrected by date of substantial completion (DOSC), however, especially on structured cabling, some cables may go intermittent after DOSC due to pinching, etc. and this covers undiscovered issues or things that go wrong after DOSC up to 2 years.

Specification section (31 31 16 1.04-B) – Termite Control – Please confirm that the Termite warranty and the $25,000 repair threshold will be in the government’s name.

There are currently no EPA regulations or standards for airborne mold contaminants. Unlike asbestos and lead paint, mold is not a regulated hazardous material that requires disposal in a certified hazardous landfill.

Mold spoors pose a hazard to building occupants with specific mold allergies. The building can be demolished and disposed of in a standard construction landfill just like any other building without removing the mold in advance.

If the contractor’s means and methods for removal involves sending workers in the building prior to or during demolition, those workers must be given proper personal protective gear to meet all OSHA guidelines for worker safety.

Building 26 project scope calls for the direct replacement of an existing 1,000kW Caterpillar generator with a like kind. Inside the existing generator enclosure, there is an aftermarket Cutler Hammer breaker distribution cabinet. This is not a Caterpillar provided breaker line up. Please see attached photo. This cabinet contains a 2,000A breaker labeled “generator breaker”, a 1,600A breaker labeled “ARL Breaker”, and a smaller breaker at the bottom (amperage not listed), labeled “building 50 breaker”. This distribution cabinet will not be included in our generator package. We request that this be included in an RFI to the design engineer to address how they would like to handle this. It is our opinion that this existing breaker line up should be reproduced in a Nema 3R enclosure and placed outside of the new generator enclosure between the new generator and whatever loads it will be serving. It is our intention to provide a 1,000kW replacement generator with one (1) 1,600A gen mounted circuit breaker, which is the maximum amperage output capability for a 1,000kW generator when configured at 480V. If multiple loads are to be fed from this 1,600A gen mounted breaker, there must be some type of distribution between our generator output breaker and those downstream loads. This is not something we provide, but should be included in the installing electrical contractor’s scope of work. We are requesting the engineer to recommend how they would like for this additional distribution to be configured by the installing contractor based on the knowledge that it is our intention to provide a single 1,600A gen mounted circuit breaker.

Keyed note 3 says to “REPLACE EXISTING 1000 KW DIESEL GENERATOR

WITH NEW. MATCH GENERATOR RATING, DIESEL FUEL CAPACITY, AND

ANY OTHER SPECIAL EQUIPMENT PROVIDED WITH EXISTING

Contractor should replace the existing distribution panel with new NEMA 3R 2,000 amp distribution panel fitted with 1,600 amp breaker for Bldg. 26 and matching unknown breaker rating noted in RFI listed as “bldg. 50 breaker”. The bldg. 50 breaker is required.

Building 2 one line drawing E6.02 calls out a withstand rating of 100kAIC on the new 6,000A switchgear. Based on the size of the utility transformers, we are concluding this switchgear is to be “open transition”. Please confirm open transition is the intent of the design, or clarify if otherwise.

Correct – Open transition switches were expected. The system as noted on the sheet should be able to open a transformer feed in the event of a failure, start generator(s), synchronize, and connect to bus all automatically. The load bank would be used to manually test the generators.

Please clarify on Bld2 Plan sheet E6.01 if the 12 Strand Fiber is to be MultiMode and not singlemode like what is being installed from BLD 14. If Multimode please clarify what OM factor is being requested. OM1, OM2, OM3,OM4

On plan page M1.01 the design team did not size or show the pipe route for the chiller refrigerant relief piping for 2-CH-5.

Can you have them give us direction for this please?

Provide a maximum 15’-0” 1.25” relief line off the evaporator relief valve and a maximum 15’-0” 0.75” relief line off the condenser relief valve and combine into a 2” common relief. Run the 2” relief to the plan west directly below the overhead 30” CWR and terminate in a similar manner to 2- CH-1 and 2-CH2 relief vents.

Is there an undercut allowance? Soil report references a recommended undercut, but cannot find anything specifically telling the contractor what to do.
