Chiller Plant - Post Site Visit Questions & Answers
No. Question Answer 1 I wanted to clear something up wrt the main piece of new electrical gear on this project.
Is the 6000 Amp gear such that you are employing – On Generator Set Paralleling Controls or Paralleling Controls Only in a Separate Cabinet or Paralleling Switchgear. Which method is the intent on this project?
Keyed note 2 on drawing sheet E6.02 says:

Now, how this is accomplished is up to the bidder – the controls can be in the switchgear or in a separate cabinet – no method is preferred and the controls would need to tell the generators to start and synchronize (if they do it by outside controls or by self paralleling is up to the bidder, (our understanding is the most gen sets today will have on board synchronization) – but in any case, the generator / switchgear combination will have to coordinate in order to automatically accomplish keyed note 2. The Load bank would be available for manually testing each individual generator under load.
2 Please clarify the submittal requirements outlined in L-5 General Proposal Instructions, page 49. Is the intent to place Part I, II and III in the same document, but separately tabbed within to divide the parts? Or, is the intent to have three separate files, each dedicated to the respective part? (Part I
– Technical, Part II- Past Performance, Part III- Price).
The intent is to have three separate files dedicated to each part.
3 Please confirm that tabs/divider pages to facilitate organization will not count against the page limit.
Tabs, Divider, Index, Identification, etc. pages do not count against total page count unless information regarding the proposal is included on those pages.
4 Referencing the following RFP requirement in L- 6 Submission of Offers, Part II, item d. “Any finalized, applicable Contractor Performance Assessment Reports (CPAR) from the CPARS.gov website may be provided in lieu of submitting to the Client the Sample Client Letter and Past Performance Questionnaire for completion. If a CPARS report is used the Offeror shall still complete the Relevance of the referenced contract to the current requirement in the PPEQ and shall compare and contrast their completed contracts described in the “Description of Work” addressed in Paragraph 1 of that same Questionnaire response required under Paragraph 1 of the Attachment J-11: Past Performance Evaluation Questionnaire.” Please clarify the intent of this. For those offerors providing a CPARs in Questionnaire, is the intent to provide a narrative of the “Relevance to the Required Contract,” and address that relevance in the first paragraph when describing the description of work? Or, is the intent to complete Section 1.
Contractor Identification of the Past Performance Evaluation Questionnaire, but not sections 2 and 3? We assume the intent is the former but will need government confirmation.
The Offeror shall complete Section 1 of the questionnaire.
5 It appears that qualifications for key personnel are requested in both the Part II – Technical proposal (item b.) and Part III Price Proposal (item g.).
Please confirm this is the intent.
To prevent duplication provide the names of key personnel in the Part III Price Proposal. Part II required information remains unchanged.
6 Part III, Price Proposal indicates in regards to the Bid Guarantee to Submit original signed copies by mail to be received within 2 business days of solicitation close date. Please identify the postal address that these should be sent to, as only the address for the electronic submission of the proposal is identified in the RFP

7 With the design-bid-build nature of the procurement, typically qualified subcontractors will not receive vendor pricing for major components until the last minute. The Subcontracting Plan cannot be started until the bids are in and all proposals can be evaluated to assess qualifications and pricing. This will require the offeror to exclude many qualified bids that would otherwise benefit the government with a more cost-competitive price in an effort to complete and return this deliverable in time to meet the deadline. Because of this, many government entities instead either allow offerors to submit this within 24 hours of bid submission, or relegate this to a requirement for just the successful offeror. Therefore, with these circumstances, and the mutual interest of securing a best value, cost competitive pricing for the government, we respectfully request the government either allow this deliverable to be submitted within 24 hours of the proposal, or as a condition as the successful offeror.
The Government will allow the submittal within 24 hours of bid submission. Note that the HHS established small business subcontracting goals are identified as the minimum goals to be achieved in the resulting subcontracting plan for the contract. Plans that do not have a goal of meeting HHS goals may not be approved by the HHS SBA
PCR.
8 Please confirm whether it is acceptable for contractors to use their own format of the HHS Subcontracting Plan Template, as long as it meets the minimum requirements of FAR Subpart 19.7, and includes all requirements included in the HHS Subcontracting Template. This is a standard allowance by the federal government, and will enable offerors to complete the plan more efficiently and in a format that is easier for the government to review (as the nature of the template can result in lines moved, etc in awkward ways that will make it difficult to review).
The contractors can use their own format of the HHS Subcontracting Plan Template, as long as it meets the minimum requirements of FAR Subpart 19.7, and includes all requirements included in the HHS Subcontracting Template.
9 Where in the specs does it say the time frame for review of submittals by the Government? How long does the contractor have to resubmit a submittal if needed.
Government will try to responsd within 14 days with submittal reviews. Allow 21 days if sequential review of submittals are needed for multiple submittals.
Government will try to review each resubmittals within 14 days. No time extension or cost will be allowed for the time it takes to review submittals. Allow enough time to maintain construction schedule.
10 Is there any hazardous material report on the underground piping that has to be removed in the demolition phase of the chiller construction?
The district cooling pipe was installed around 2005 and does not contain hazardous materials.
11 Is there a preferred alarm or building controls company that the owner would like to use for the work?

12 Are there any restrictions on salvage of metal demolished on the project?
There is no restrictions. Please keep record of recycled metal.
13 Is there a preferred waste disposal company that is working for NCTR?

14 Can you issue the federal wage rates that are for this project?

Both million gallon fuel oil tanks were drained and cleaned in 2003 - 2004. Documentation is not available.
16 Please confirm that the solar system has been drained and cleaned. If not, please provide a list of chemicals and concentrations added to the water.
This system was drained and decommissioned in 2000. No documentation is available.

21 Building 2 Campus Chiller Plant Project Manual and Building 53A MMC Breaker Maintenance Project Manual; These project manuals do not contain Section 01 0913 General Commissioning Requirements. Please confirm no equipment/systems with respect to these scopes of work are to be commissioned.

22 Building 2 Campus Chiller Plant, Drawing MD2.07 indicates the tanks in room 22 are waste drain tanks; were these tanks converted to solar hot water tanks as shown on Drawing MD2.04? If not, please provide the installation drawings for the solar hot water tanks.
Those two tanks were solar hot water tanks then they were converted into waste drain tanks.
23 Building 2 Campus Chiller Plant, Drawing MD2.07, Section C-C and Section D-D indicate a concrete floor/roof deck above the tanks. If this is the correct, it may not be possible to remove the tanks through the metal plated roof as discussed at the site visit. Please provide the building structural drawings for this area of Building 5.
There is metal plates exactly above those of two tanks. Metal plates can be removed with help of crane and both the tanks can be removed through the opening of metal plates with help of crane. There is no drawing providing details of roof over those of two tanks.
24 Building 2 Campus Chiller Plant, Drawing MS1.01, clouded note near keyed note 6 indicates a new 10” steam valve is to be installed in the existing steam piping during the campus wide steam outage in April 2022. Please confirm if this valve was installed during the April 2022 outage.
If not, please provide the expected campus wide steam outage date.

31 Bld. 53 Demo sheet E6.04- Note says to “ remove dashed items within switchgear enclosure and turn over to NCTR for disposition”. The breakers are dashed, are they to be removed from the gear and turned over to NCTR? Or remain in place? If breakers are to be removed, what is the preferred method of covering the openings left once the breakers are removed?
The equipment referred to shall be abandoned in place. Contractor shall install permanent label on equipment stating that it is inactive and lock out.
32 Bld. 53 Sheet E2.06 shows the new generator and associated electrical gear in the area where the existing generators sit now. Please provide thoughts on how to maintain generator back up to the building while the new construction takes place
New generator shall be installed across the street to maintain the back up power requirement.
33 Please Clarify- Will ALL underground conduits need to be concrete encased? Including branch circuits, communications, etc…

39 Will the new 13.8kv Vista Switches need to be connected to the fiber loop that the existing switches have throughout the campus? If so, please provide conduit path, fiber type, software required etc…

40 Bld 5 Basement Lights- Note #4 Calls for one for one replacement of light fixtures, it also states approximately NINE, there are NINE fixtures in the walkway heading down to the basement, but there are several more in the basement tank area, are ALL of the fixtures to replace? Or only the NINE in the walkway?

41 In regards to the existing generators being removed at Buildings 26 and 53, will NCTR be removing the fuel? Or is this the contractors responsibility?

43 Since the Trane chillers are being purchased by the government, we have several questions:
a. Have they been ordered? No
b. In order to provide a detailed schedule for the RFP what is the current lead time for the Trane chillers?

d. As it relates to the Factory Witness Testing of the Trane chillers, should the Prime contractor budget to attend the Factory Witness Testing?
No contractors at all will be required or invited to the testing by the government.
e. Based on Drawing M6.01 (Chillers-Water Cooled Schedule) Note # 4 – “The contractor will be responsible for the full warranty of the chillers” and Specification Section (23 64 16 1.07-B) ‘Chiller manufacturer shall provide full ten (10) year parts, labor and refrigerant warranty’ and Specification Section (23 64 16 3.03) Manufacturers Field Services to include monitoring and maintenance services. This would result in the construction contract between the Government and Contractor to remain open for ten (10) years. Not to mention the contractor would need to have a bond open for ten (10) years, builders risk policy open for ten (10) years, etc. The Government is providing Trane with a Purchase Order for the chillers, extended warranty, maintenance and monitoring services not the contractor. The contractor can manage the one (1) year warranty but will find it difficult to manage the other nine (9) years as listed above. We formally request this be removed from spec.
The purchase of the chillers by the government will come with a warranty and startup. The standard warranty, as specified, will be sufficient. The spec will not be modified.
The construction contractor’s standard one year warranty is acceptable. Extended warranties purchased by the government will be held between the government and the chiller manufacturer.”
f. Typically, the chiller refrigerant monitor and sample gas kit(s) are provided by the chiller manufacturer. Will this be Government furnished contractor installed?
Those items listed should be provided by the controls contractor since they control exhaust fans, louvers etc…
44 Are any other Major Assets (cooling towers, pumps, generators etc.) being purchased by the government other than the Trane Water Cooled Chillers?
Cooling towers and generators shall be purchased by government.
Once government purchased equipment is shipped from vendor location, contractor will unload, store on campus, weather proof, and relocate them to their final place.
45 It is mentioned in several locations in the specification to ensure the roof warranty is not voided. Please provide contact information for the roof warranty holders.
Referring to new roof of Bldg. 5D and Bldg. 53s, NOACON construction is roof warranty holder.

There is no underground fuel storage tanks in this project.

The Government will provide an editable Form. In addition, the contractors can use their own format of the HHS Subcontracting Plan Template, as long as it meets the minimum requirements of FAR Subpart 19.7, and includes all requirements included in the HHS Subcontracting Template.
67 The new generator for Building 53 is shown in the same location as the existing generator that needs to remain in service during construction.

Submit original signed copies by mail to be received within 2 business days of solicitation close date.” Please confirm that the government is requesting hard copies of the bid guarantee to be submitted. If hard copies of the bid guarantee are required, will the government consider accepting bid guarantees that are postmarked prior to the proposal due date?
