| Question No. | RFP Attachment No. | REFERENCE | QUESTION | Government Response | ||
| Page | Section | Para. | ||||
87 | M.1.0.c | 7 | Under point (2), it states Contractor’s Technical Approach which encompasses all non-price factors listed below – limitation of 25 pages, minus resumes, letter of commitments, tables, graphs, illustrations, and past performance are not part of the page count. How will/does the SBA calculate page numbers considering the presence of excluded material, such as tables, graphics, illustrations in the Contractor's Technical Approach? | |
87 | M.1.0.c | 7 | Under point (1), it states that Signed SF-18 is required for submission. We are unable to located SF-18 within the attachments. Can you please clarify? | |
87 | M.1.0.c | 7 | If SF-18 is a required attachment form, please confirm what blocks need to be completed as there are no blocks listed as 14b and 14c, as shown on the GSA.gov website. | |
17 | C.4.0 | 3 | The Subject Matter Expert labor category description states "Serves as a subject matter expert in a specialized topic that supports health and social services recovery. " To provide the full range of expertise to SBA that may be required under this contract, would SBA consider broadening the definition to include "disaster resilience and recovery" rather than "health and social services recovery"? | |
5 | 3.2 | Deliverables: a. Phase 1 Items 19 and 20 | To ensure vendors are pricing the proper scope of work for this firm fixed price task order, would SBA clarify Items 19 and 20? Is the intent of this item to standardize the briefing templates for Regional Administrators (RA)/District Directors (DD), whole of community briefs, and director briefs? How many different briefings would need to be standardized? | |
5 | 3.2 | Deliverables: a. Phase 1 Items 21 | Item 21 is an open-ended list of "Officer in Charge (OIC) briefs, briefing books, process and procedure reports such as but not limited to" 23 broad categories of plans, strategies, campaigns, actions, and topics that are very difficult to price in a firm fixed price task order without more details about each item/topic. Would the government consider replacing this item with a task to develop a workplan or scope of work for these items which would be addressed in a subsequent task order? | |
5 | 3.2 | Deliverables: a. Phase 1 Items 22, 23, 24 | To ensure vendors are pricing the proper scope of work for this firm fixed price task order, would SBA clarify Items 22-24? It appears that SBA is asking vendors to standardize the trainings for FOC-East and West for three roles: Recovery Coordinator, Customer Service Representative, and Public Information Officer. What is the current delivery method and approximation duration of those three training courses? | These can either be new employee training or refresher trainings. Most of the trainings are virtual and can be accomplished in a few hours. |
Column B | Column B has 5 cells labeled with "Additional LCAT (optional). Is the SBA asking for recommendations from the offerors on what additional LCATS should be added to the IDIQ RFP? | If the contractor makes a business decision that possibly another labor category would be needed that is what that is for. | ||
N/A | N/A | N/A | This spreadsheet is labeled Attachment 4 in the file name, however, it is labeled Attachment 3 in the first row. Can you please clarify? | Corrected, the naming of the document was correct |
N/A | N/A | N/A | In response to a request to fill out the Attachment 10 PPQ, a federal agency informed us that they have a policy of NOT filling out PPQs, because they provide CPARS reports. We are requesting the SBA permit the use of CPARS scores and reports in lieu of Attachment 10. | The contractor can submit CPARS
