Q&A Solicitation RFQ-73351024R0006 Disaster Recovery, Mitigation, Policy, and Data Analytics Support Services Attachment 11 Questions and Answers
| Question No. | RFP Attachment No. | REFERENCE | QUESTION | Government Response | ||
| Page | Section | Para. | ||||
| 1 | Attachment 2 | Does the offeror need a GSA MAS Schedule to respond to the solicitation? | No | |||
| 2 | Attachment 2 | Will the SBA accept proof of 8a certification from the Protégé since the SBA has not updated JV profiles in the Dynamic Small Business Search tool? | No | |||
| 1 | Attachment 12 | 88 of 92 | M.1.2 | Down Select Phase One (1) Evaluation | This paragraph reads "Down Select Phase One (1) Evaluation - Compliance Requirement and Experience (see Attachment 12). Phase One has two submissions being evaluated in sequence. The first evaluation is the submission of the Compliance Review Form (see Attachment 12), which will be used in making an initial evaluation of “Go/No Go”. Those contractors that receive a “Go” evaluation with the Compliance Review would then be evaluated for Experience. The evaluation of Experience will give the Government the opportunity to advise the contactors about their potential to be viable competitors and advises a potential offeror to make their own decision about whether to continue with the remaining down-select evaluation phases of the RFP process. The intent of this advice is to minimize proposal development costs for those contractors with little to no chance of receiving an award. Regardless of the agency’s advice on viability, any contractor can choose to continue with the competitive process. If your submission receives a “Go” in compliance and experience, then you will be advised to participate in the next down select phase." |
We greatly appreciate and commend the SBA for creating this procedure to minimize valuable costs and time for small business 8(a) participants.
However we're greatly concerned as there is some confusion. There is only one due date on this RFP. When is Attachment 12 due? How quickly will the SBA reply with the viability Go/No Go evaluation? We believe this information is missing from the RFP as it currently stands, making our 8(a) small business team very nervous about meeting the deadlines. Can you please advise as soon as possible?
