DESIGN BUILD GENERAL PARAGRAPHS

PART 1 - GENERAL

1.1 SCOPE OF WORK

A. Design and Build repairs to the Kodiak Hangar I Fire detection and protection systems, as described, at USCG Base Kodiak Alaska. Do the work according to this specification and as described in the contract documents.

The scope of work includes both the design and the construction of modifications to existing USCG facilities. In general:

In Hangar 1, USCG Base Kodiak demolish the existing high bay sprinkler and deluge systems, and install a new wet pipe sprinkler protection and a high expansion foam (HEF) system. Replace the existing addressable fire alarm system with a Base Kodiak standard King Fisher conventional fire alarm system. Modify Building 24 to house fire pumping equipment. Install fire suppression system piping between Hangar 1 and Building 24. Perform other work; including environmental services, abatement, inspections and assessments of existing facilities, demolition and restoration of affected areas, including re-paving a parking lot affected by excavation.

Refer to Appendices for the project description.

Performance Based Statement of Work: The Contractor is required to perform design and construction from this performance-based Statement of Work. The extent and requirements of all work is not necessarily shown or indicated (particularly true for abatement, demolition, fire suppression, and integrating new work with existing conditions). The contractor is responsible for interpreting the performance based requirements from the specifications, plans and reference documents, including the Base Kodiak Standard Specifications and other reference documents, to provide a complete and useable end product. The Statement of Work and reference documents, including the Kodiak Standard Specifications may not provide complete instructions on how to perform the work, or detail/integrate all associated components of the work. The contractor shall apply their experience and judgment in performing typical commercial construction practices to complete the work with limited additional Government guidance.

1.2 ITEMS FURNISHED TO CONTRACTOR

A. One electronic copy of all forms referred to herein.

B. Access to existing as-built of the facilities will be made available to the contractor.

Accurate and available CAD as-built are limited, and are for reference only. Verify actual conditions. Some of the documentation may be PDF/TIF or paper format. The

DESIGN BUILD GENERAL PARAGRAPHS 0011110 CR - 4

contractor may need to research plans rooms documents on their own, and reproduce drawings to obtain all needed information.

C. Publications incorporated into the technical provisions by reference will not be provided by the Government. The contractor provides those references at the project site when necessary for clarification, or if required for reference to assist with quality control.

1.3 CONTRACTOR RESPONSIBILITY

SECTION 001111 CR

SPECIAL PROJECT PROCEDURES

PART 1 - GENERAL

1.1 CONSTRUCTION PHASING & CONSTRAINTS

This section lists the constraints and phasing requirements that must be incorporated into the schedule and work activities.

A. Do not mobilize to the project site until design documents complying with the requirements of other sections of this RFP are complete.

B. No COR office is required.

C. Refer to the contract documents for performance period.

D. Work shall be performed such that there is no lapse in fire detection of protection coverage. This is an integral part of the Design process, to “design” the construction sequencing for continuity of protection. Limited duration of total outages may be approved by the COR.

E. The contractor shall complete all work outside of the Hangar (buried piping, and Bldg 24 work) prior to disrupting the Hangar High Bays. The contractor may work in the high bays on a not-to-interfere basis, prior to completing Bldg 24.

F. The contractor will normally be able to work in only one hangar bay at a time. The USCG will move aircraft from the designated bay on a daily basis, to facilitate the contractor’s work. The contractor shall relocate/move non-mission critical/sensitive other items (check stands, portable equipment, etc) on the Hangar deck to facilitate their work.

Work in the hangars may require removal of C130 aircraft from the Hangar.

General Work permissible work hours are 07:30 – 18:00, seven days per week, however the contractor shall expect that planes will not be removed before 0830, and will return at 1800. Because the active working hangar bay will likely be utilized by the AIRSTATION outside of these work hours, the Contractor shall complete all clean-up, and clear the active bay by the end of each day’s work window.

Hot work in the Hangars typically requires all planes to be removed from the hangar, or tugged up and ready to move.

Each of the 4 bays will be made available to the contractor on a daily basis, for a period of 30 calendar days each. Note: the NW bay (wash bay) is required to be used every evening for washing planes.

The available hangar bay’s location will be determined through coordination with the OSR and AIRSTATION personnel, once the contractor provides a schedule of activities. Once a bay is selected, the Contractor shall complete all work in the designated high bay within 30 consecutive calendar days. The High Bay work requiring USCG vacating a bay shall occur during the months of May thru September.

SPECIAL PROJECT PROCEDURES 0011111 CR - 10

This is the optimal time for temporarily relocating aircraft out of the contractor’s work area.

Some parallel activities may be conducted in other Bays /other locations than the currently designated work Bay. This work is on a space available basis, will be specifically approved by the COR.

The COR may authorize adjustments to sequencing and performance period, depending on operational/aircraft requirements.

G. After hours or weekend work will be required to allow coordination with ongoing A/S operations. Work prohibition in excess of 2 days within each 30 day period shall be treated as a contract change.

During each 30 calendar day work window for each high bay, the USCG may delay, or prohibit work entirely for 2 days out of the 30. Any delays beyond 2 days per 30 day period will be subject to the changes clause.

H. The contractor shall maintain clear and safe pedestrian access to/from the Hangar and across the high bays.

I. The work is expected to disrupt the Passenger Terminal space. The Passenger terminal (PAX) may be disrupted for a total of 30 consecutive calendar days. The PAX terminal shall be restored to as-found conditions, at the end of the work.

J. For Fire detection system work, the contractor shall limit the work to 6 months disturbance of the Hangar. Fire detection system work may need to be performed in “Secure” spaces. Coordinate with COR.

K. Commissioning and acceptance testing requires the contractor to schedule activities, such that at the end of each work day, the system is restored so aircraft can be placed back into the Hangar.

L. The contractor shall assume they will be required to relocate/move non-mission critical/sensitive other items (check stands, portable equipment, etc ) on the Hangar deck, and office furniture and other items to facilitate the fire detection system replacement. The contractor shall provide labor and materials handling equipment.

M. No dedicated lay-down area will be provided on the high bay hangar deck. The parking lot immediately adjacent to the North side of Hangar will be made available to the contractor, to perform the work and provide a lay-down area in support of the project.

1.2 UTILITY SERVICES

Make all arrangements with the local utility providers and pay all fees, charges, and costs of any nature associated with establishing and installing new temporary (during construction), and the permanent services (if required). The contractor is responsible for coordinating the work with the utility provider to insure the utility connection to the site and facilities is completed and that there is no delay in the prosecution of the work or completion of the project.

Water and sewer utility distribution on the base is owned by the Government.

SPECIAL PROJECT PROCEDURES 0011111 CR - 11

Installation of new and temporary utility services within the Base shall at a minimum follow the local, state and federal codes governing the installation of the utility service being installed.

A. Water

There will be no charge to connect to the Government water lines. Usage is limited to the amount required to construct this project and manage the temporary facilities supporting this project.

Potable Water: Connections to potable water shall have an isolation valve and reduced pressure principal backflow preventer. Fire hydrants shall not be used as a source without the permission of the COR. The existence of Fire Hydrants in the area does not relieve the contractor of the responsibility of meeting the provisions of OSHA 29 CFR Part 1926 Subpart F.

B. Sewer

There will be no charge to connect to the Government sewer lines.

The contractor shall provide temporary toilet facilities for their workforce.

C. Telephone Service

Coordinate with the local telephone company for any required contractor phone service.

Pay all installation fees and telephone usage charges directly to the telephone company to provide the service.

D. Electrical:

Coordinate with the local Electrical Company for point of connection (POC) location for temporary electrical service and as needed to construct the project. Pay all installation fees and electrical usage charges directly to the electrical company to provide the service.

An RFI (Request for Information) is a request from the contractor or a subcontractor to the Contractors design team, seeking an interpretation or clarification of some requirement of the design deliverable.

A DCR (Design Clarification Request) is a request from the contractor to the Government seeking an interpretation or clarification of some requirement of the contract documents. RFIs and DCRs shall be submitted using form CM-06.

A. Log all RFI's and DCRS on separate Form CM-07s and e-mail status weekly to the COR/CI. (Review of the status shall be a bi-weekly look ahead meeting topic)

B. The contractor shall clearly and concisely (e.g. citing specifications and/or drawing references) set forth the issue for which clarification or interpretation is sought and why a response is needed from the Government for all DCRs. The contractor shall, in the written request, set forth their interpretation or understanding of the contract requirements, along with reasons why such an understanding has been reached.

Responses from the Government will not change any requirements of the contract documents, unless so noted in the DCR response by the Government.

C. RFIs once answered by the Designer of record and QCM shall indicate whether the direction given is a Variance from the Design documents. Variances may be indicated on RFI’s. A formal request for Deviation shall be submitted to the Contracting Officer for any deviation from the contract.

D. In the event the contractor, subcontractor, or supplier, at any tier, determines that some portion of the Government supplied; drawings, specifications, or other contract documents that require clarification or interpretation by the Government. The contractor shall submit a DCR on form CM-06 in writing to the Contracting Officer's Representative, with a copy to the CI. DCRs may only be submitted by the prime contractor. In the DCR, the contractor shall set forth their interpretation or understanding of the requirement, along with reasons why such an understanding has been reached.

F. Responses to DCRs shall be issued within 14 work days of receipt of the request from the contractor, unless the Government determines that a longer period of time is necessary to provide an adequate response. If a longer period of time is determined necessary by the Government, the Government will, within 14 days of receipt of the request, notify the contractor of the anticipated response time. The 14 days referred to herein will start on the date stamped received "in from the contractor" by the

Government. If the contractor submits a DCR on an activity with 14 days or more of float on the current project schedule, the contractor shall not be entitled to any time extension due to the time it takes the Government to respond to the request, provided that the Government responds in the days set forth above.

G. Responses from the Government will not change any requirement of the contract documents unless so noted in the response to the DCR. If noted as a change, the Government will issue either a no-cost Field Adjustment or formal modification under the Changes clause of the contract. If the contractor believes that a response to a DCR will cause a change to the requirements of the contract documents, the contractor shall immediately give written notice to the Contracting Officer stating that the contractor considers the response to be a change. Failure to give such written notice immediately shall waive the contractor's right to seek additional time or cost under the Changes clause of the contract.
