U.S. Coast Guard FD&CC Det. Seattle ATTN: Heather Brubeck 915 2nd Ave., Room 2664 Seattle, WA 98174
(c) Proposal Format: Do not exceed the page limitations set forth below. Technical Proposals shall be printed 8 ½” x 11”. A page is defined as one face of a sheet of paper containing information. The construction schedule may be presented on 11-in. by 17-in. page size. All pages submitted will be considered as part of the page count with the following exceptions: cover letter (limited to 1 page), schedule, resumes, JV paperwork, front cover, back cover and divider pages/tabs, pages defining acronyms, and past performance submissions. Typing shall not be less than 12 font.
Total page limitation for technical proposals is 20 pages. Individual resumes shall not exceed 2 pages.
(d) Requirements for Proposal Content: The proposal shall concisely describe the Offeror’s response to the requirements of the solicitation. Elaborate artwork or other aids are not necessary. Additionally, use of general or vague statements such as “standard procedures will be used” or “good business practices will be employed” is not acceptable.
B. CHANGES TO SPECIFICATIONS AND CLARIFICATIONS: See upcoming Amendment 0006
C. ANSWERS TO PROPOSER QUESTIONS:
Q. Per the RFP, proposal packages shall be submitted to heather.s.brubeck@uscg.mil. Please advise on where to include the Bid Bond – Volume 1 or Volume 2. Also, are we required to submit the original bid bond?
A. See Amendment 005A2.
Q. Will Liquidated Damages be assessed as part of this project? If so, in what amount?
A. No.
Q. The solicitation page 37/39, paragraph L.8.1 calls for “Proof of Current VETS-100” to be submitted with the price proposal. An internet search found that the VETS-100/100A has been replaced by the VETS-4214 and that form must be submitted between Aug. 1 and Sept. 30 for all contractors that have contracts that meet the requirement for submitting reports.
A. See above section A.
Q. The Veterans' Employment and Training Service 4212 Service Desk was contacted (their response is attached for reference) and they advised that “If a company is not subject to the regulatory requirements under the Vietnam Era Veterans' Readjustment Assistance Act (VEVRAA), they are exempt from the requirement to file a VETS-4212. A notification informing the VETS-4212 Service Desk that a company does not have to file a VETS-4212 report is not required”. As a contractor that has not had a past contract requirement to submit a VETS-100 or 4214, please confirm proposals will be considered responsive. Is a brief explanation in the proposal acceptable?
A. Vets 4212 or an explanation for exemption is acceptable.
Q. Page 36 and 37 describe “Factor 3” submittal requirements as including “a conceptual design and construction schedule.” Are you asking for a conceptual design to be submitted with each proposal (if so, what are the requirements of the design – narrative, drawings, and otherwise)? Or are you simply asking for a schedule, and only a schedule, that includes both design phase and construction phase tasks?
A. A project schedule. See sections L and M for details and necessary items it should include to be considered technically acceptable.
Q. Is there any possibility of the closing date for the solicitation being extended?
A. See above section A.
Q. Do covers, title pages, tabs or table of contents count against the 20 page limit of the technical proposal?
A. See above section A.
Q. Within the solicitation, there is reference to both mailing the proposal, and emailing the proposal. Would you please confirm the manner in which proposals are to be submitted?
A. See above section A.
Q. For the purpose of this response, we have entered into a Teaming Agreement with our major sub-contractor.
Should the Teaming Agreement be included with our proposal? If so, we ask that this document not count against the 20 page limit of the technical proposal.
A. See above section A.
Q The solicitation requires submission of a 20% offer guarantee. Amendment 1 requires all proposal be submitted electronically via email. Will a scanned copy of the offer guarantee included in the electronic proposal be acceptable, or shall hardcopies be mailed? Where in Volume 1 or Volume 2 shall the offer guarantee be included?
A. See above section A.
