70Z08718RPJT900 Q&A Set #1, Questions 1-10.
Q1. Would you please confirm the date of the site visit, January 9 or 10?
A1. The Site Visit is occurring on both days. The contractor may attend either day or both days. However, if the contractor chooses to attend only one day they will have less time to view the hangar and walk the spaces.
See Amendment 0001 Section L.6.
Q2. May we submit an alternate equipment type, vs. Kingfisher?
A2. Alternate equipment is not permitted. Non-addressable King-Fisher Fire Alarm Control Panels are required.
Q3. Should we register now through RapidGate, to save time in the event we receive this award?
A3. Registering through Rapid Gate prior to contract award is a business decision to be made by the contractor. The Government will not reimburse for any costs associated with responding to the solicitation.
Q4. Please confirm that it is permissible for the Representative Construction Project to have been completed by a subcontractor that is part of the Prime Contractor’s Team? The information below (FACTOR 1) shows that subcontractor experience is permissible, but the PPQ information suggests otherwise.
A4. The experience and past performance are separate evaluation factors. If you are providing the past performance as a subcontractor then a PPQ will need to be submitted.
Please see Amendment 0001 for updated of Sections L & M.
Q5. Will there be a site visit or do we need to schedule it up.
A5. See Amendment 0001 Section L.6. A site visit has been scheduled.
Q6. Specification 0018 00, Section 1.8.A indicates; “available record drawings for the existing building structure including foundations are provided in the RFP”. These drawings could not be located; please provide.
A6. Delete these words from the Specification 0018 00, Section 1.8.A: “Available record drawings for the existing building structure including foundations are provided in this
RFP.”
See Section 0011110 CR 1.2 B, for additional information regarding drawings.
Q7. Specification 00 18 00, Section 1.8.C – Confirm that most recent UFC’s (and other codes by reference) as published on www.wbdg.org <http://www.wbdg.org> as of
12.14.2017 are applicable.
A7. This website may be one source for this information. We cannot confirm the completeness, accuracy or applicability of what resides there.
Q8. Specification 00 18 00, Section 1.8.A.4 and Section 1.8.D.3.a – please confirm whether an 18” thick concrete raft foundation for the vertical foam concentrate bladder tank, isolated from the adjacent existing slab on grade would be acceptable, or if the Owner is expecting a driven pile foundation for this small section of interior slab.
A8.Means and methods to achieving the contract requirements are to be determined by the contractor. The existing slab and underlying soils condition, and suitability for structural support is unknown. Voids have been discovered below the exiting slab in other locations in the Hangar.
Q9. Prior to the site visit, will you provide structural drawings, to include sections and elevations?
A9. No additional drawings will be provided.
Q10. Buried fire lines call for ductile iron pipe and during the last several years they have been using HDPE pipe and that is what base standards call for that were in bid packet.
What shall the buried fire lines be Ductile Iron or HDPE?
A10: Per Specification Section 0011110 CR 1.7, the RFP Specification takes precedence over RFP Attachments (reference specifications).
SECTION 1.4 001800 D E.1.a. requires ductile. The explanation is: ductile iron is required due to potential soil contamination, and ADEC preference for ductile vs HDPE in this situation.
