A. CHANGES TO SPECIFICATIONS AND CLARIFICATIONS:
1. The following is provided to clarify requirements regarding post-award HAZMAT survey and abatement requirements:
For work inside Hangar 1 and Building 24: A post-award HAZMAT survey is required, and, the contractor is responsible for abatement and all resultant cost. The survey is included in Line Item 0001. HAZMAT removal is included in Line Item 0002.
The government anticipates that a majority of demolition work performed for this contract will be accomplished under abatement conditions, however, means and methods are the contractor’s responsibility. Therefore all HAZMAT abatement, which includes dust pre-cleaning related to the buildings is included in the lump sum initial proposal price.
The extent of abatement is dependent upon the contractor’s design.
2. Add the following to Specification Section 015600; Paragraph 1.10:
“1.10 Pre-abatement of work areas.
Under all circumstances, the Contractor shall take precautions required to minimize the disturbance of dust in the high bay, or anywhere in the Hangar. Results of prior HAZMAT surveys and testing indicate elevated levels of lead exist in dust on high bay structural steel, equipment/piping, and on top of ceiling tiles in occupied spaces.
The intent is to protect USCG personnel from accidental release of dust with elevated lead levels.
Regardless of whether or not the Contractor chooses to conduct their own sampling and testing;
pre-abatement cleaning, including air monitoring, of high bay work areas and disturbed occupied space ceilings or other equipment, shall be performed. Except for sampling, testing, air monitoring, and pre-abatement cleaning, no work that has the potential to disturb dust may proceed until the work areas have been pre-cleaned, or determined to be lead free.
All activities related to sampling, testing, and pre-abatement cleaning shall be conducted in accordance with the contractor’s Environmental Professional’s requirements, and the following:
Pre-abatement cleaning shall consist of using HEPA vacuums to remove dust from the horizontal surfaces in the vicinity of areas that are expected to be disturbed by construction activities. The extents of pre-cleaned areas shall extend out from the area to be disturbed such that the total area cleaned is approximately twice the area expected to be disturbed.
Air monitoring shall be performed by qualified technicians in the immediate vicinities of areas that are being pre-cleaned. Work other than sampling, testing, or pre-abatement shall not proceed until air monitoring procedures are in place and properly supervised.
The removal of lead dust and loose paint shall be performed within an area demarcated with warning signs. Only fully trained and properly protected employees shall be allowed in the immediate work area during the lead dust removal activities. Signage will be placed at all possible entry points to the work areas. Critical barriers will not be required unless air monitoring indicates a reasonable likelihood that the Action Level or PEL for airborne lead will be exceeded.
When work is being performed at heights, a safety observer shall be continuously present on the ground, per Section 011500.
The lead waste (vacuum bags, paint chips, rags and PPE) generated from the operation will be placed in 55-gallon drums. The drums will be labeled then placed and secured in a secure location for contractor TCLP testing. A drum log will be kept and the drums will be tracked as to the material within each drum, date materials placed in the drum and the current fullness of the drums.
Drums that become full will be taking to Building N48 within 24 hours of becoming full. Follow Base Kodiak Procedures for packaging and delivering wastes to the Coast Guard TSDF.”
3. For clarification purposes regarding overhead work requirements, add the following to Specification Section 011500;
Paragraph 1.3N:
“N. OVERHEAD WORK
Under no circumstances will the Contractor be permitted to perform work directly above aircraft or unprotected USCG personnel.
Therefore, to reduce hazards related to falling objects, the Contractor shall use a combination of methods (signs and barriers, and a full time ground supervisor, or other methods) as described below.
Warning signs, cones, candles, barricades, or similar devices shall be used keep people and equipment from beneath the locations of overhead work. In cases where prohibition of personnel from the beneath the work area is impractical, suitable temporary canopies shall be used to protect personnel from falling objects.
In addition to signs and barriers, the Contractor shall use a full-time, ground-based safety observer whose sole duty is to monitor hangar deck activities and help divert personnel and equipment from beneath overhead work areas.”
4. Informational drawings are enclosed with this amendment. This information has not been field verified, and is provided for general information (not design) purposes only. Field verification of as-built conditions is the contractor’s DOR’s responsibility.
B. ANSWERS TO PROPOSER QUESTIONS:
(Outstanding Questions &Answers to be posted early next week.)
Q11. For bldg. 24 001800 D 1.7.2.b calls for new infill walls shall be of concrete or masonry construction, 6” minimum in thickness, designed to maintain the minimum R-value requirements per code (ASHRAE 90.1). 1.7.5.c calls for 6” minimum roof insulation and refers to 1.7.6 while 1.7.6 calls for R-5 per inch roof insulation thickness necessary to assure overall roof system R-value stated above.
Is it the intent for bldg. 24 interior wall to be insulated and finished the with gypsum wallboard? What is the desired R value or roof and walls?
A11: This is a minimally heated, non- occupied space. The interior walls are NOT to be insulated, or finished with gypboard.
Modify specification requirements for Bldg 24:
• Wall insulation, or target R value for walls is NOT required.
• Achieve minimum R19 for the roof.
• Interior concrete wall surfaces shall be repaired and painted (repainted as part of the work).
• Coordinate design with Historic Professional and Section 106 requirements.
Q12. 001111 CR 1.1.D states work shall be performed such that there is no lapse in fire detection or protection coverage and 1.1.F states the contractor will normally be able to work in only one hangar bay at a time… for a period of 30 calendar days each. To maintain fire protection coverage, the existing system will need to remain in place until the new system is on line. To remove the old system after new work is completed will necessitate a second phase of work in the high bays outside of the original 30 day period.
Please confirm this approach is desired/acceptable.
A12: SECTION 001111 CR, paragraph 1.1, add:
“N. Final demolition of the existing fire suppression system in the entire high bay, may occur outside of the 30 day dedicated periods.
Work will be performed on a space available basis, and shall be completed within 45 days of final commissioning and acceptance of the entire new system.”
