SECTION M
EVALUATION FACTORS FOR AWARD
M.1 NOTICE TO OFFERORS
The Government intends to make award without discussions. Therefore, proposals should be initially submitted on the most favorable terms, from a price and technical standpoint.
However, the government reserves the right to open up discussions should it be determined to be in the best interest of the government. The government will analyze the price proposals in accordance with FAR 15.404-1 to determine the price reasonableness of the proposals received in response to the solicitation.
M.2 EVALUATION FACTORS FOR AWARD
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the Lowest Price Technically Acceptable Offer (LPTA). Only the lowest priced offer will be evaluated for technical acceptability. If the lowest priced offer is found not to be technically acceptable, then the next lowest priced offer will be evaluated. This process will continue until a technically acceptable offer is identified; not all offers will be evaluated. The total evaluated price shall consist of the Base Items. Offerors are cautioned that the government intends to elect to award the contract without discussions; therefore, initial proposals should represent the best possible effort. To make a determination, the Government shall evaluate each offeror on the following criteria:
1. TECHNICAL AND PAST PERFORMANCE
Factor 1: Contractor and Sub-Contractor Experience
Evaluation Method:
To be determined technically acceptable as to contractor or subcontractor experience, the representative construction project submitted must demonstrate the capabilities of the contractor or subcontractor to complete a fire protection construction project in a remote austere environment and have been completed or substantially completed within the past ten years. The project shall demonstrate fire protection (both suppression and detection) experience performed for a similar relevant aircraft hangar, or a large (greater than 20,000 SF) industrial facility.
To be considered relevant the representative construction project shall be similar in project scope (fire suppression and detection) in hangars or large (greater than 20,000 SF) industrial facilities, dollar value (greater than $1M) and location (remote austere environment). The entire State of Alaska will be considered as meeting the remote austere requirement. The term “substantially completed” shall mean a construction project more than 80% complete.
Factor 2: Key Personnel Experience
Evaluation Method:
• Overall in this factor the Government will evaluate the proposed resumes as related to the following key personnel’s experience:
o Designer of Record o Fire Protection Engineer o Environmental Professional o Construction Superintendent.
Designer of Record: To be determined technically acceptable, the resume of the Designer of Record shall demonstrate that the Designer of Record is a licensed Alaska engineer or Architect, or is an Architect with Cold regions training. The DOR shall have 10 years responsible experience on projects of similar complexity and scope, and on two multi-discipline projects greater than $1 million in construction costs performed in a remote environment.
Fire Protection Engineer: To be determined technically acceptable, the resume of the fire Protection Engineer shall demonstrate that the Fire Protection Engineer is a licensed Alaska engineer, has 5 years experience on projects of similar complexity and scope, and on two projects greater than $1 million in construction costs performed in a remote environment.
Environmental Professional: For the Environmental Professional to be determined technically acceptable, the Environmental Professional’s resume shall show 5 years experience with contaminated sites in the State of Alaska, and completion of one project of similar complexity and scope. In addition, the Contractor shall acknowledge the requirement for the Environmental Professional’s resume to conform to 18 Alaska Administrative Code
(AAC) 75.333.
Construction Superintendent: To be determined technically acceptable, the resume of the Construction Superintendent shall demonstrate five years responsible experience managing projects of similar complexity and scope, and has general multi-trade construction experience on a project greater than $1 million in construction costs performed in a remote environment.
Factor 3: Conceptual Design and Construction Schedule
To be determined technically acceptable, the Conceptual Design and Construction Schedule shall show completion by the contract complete date. It shall logically, adequately, and reasonably recognize the seasonal and weather limitations of Base Kodiak. It shall contain design and construction activities that logically, adequately, and reasonably define the project, including critical activities, key milestones, and realistic durations for design and construction activities.
Factor 4: Past Performance
Past performance will be evaluated in accordance with FAR 15.305(a)(2). To be determined technically acceptable, all ratings for submitted past performance for the project provided under Factor 1 must be Satisfactory or better.
2. PRICE
Price Evaluation:
The lowest priced offeror shall be determined by Section B, Supplies or Services and Price/Costs, (Sum of Item 0001 and 0002).
SECTION B
