The performance period is from June 15, 2021 through August 24, 2021 at the contractor's facility. The solicitation is set aside for small businesses as a total small business set-aside and issued as a request for quotes that will result in a firm fixed price contract. Questions and Answers to Request for Clarification for Solicitation 70Z08521QP4533000 USCGC Frank Drew
ORIGINAL QUESTION: Paragraph 3.2 directs the contractor to “renew and test the designated strainers (see paragraph 1.1(Intent))”. These strainers are (2) each, 8 inch Simplex Model 72-44F, Flanged Krassil Strainers. Paragraph 1.2 Government Furnished Property indicates that the government is supplying (1) each 3 inch duplex Mueller strainer. Is the contractor to remove (2) each 8 inch simplex strainers and install (1) each, 3 inch duplex strainer? This would require extensive piping modifications.
ORIGINAL ANSWER: The 8” strainer should be replaced with an 8” strainer. The government will determine action to correct Work Item verbiage and way forward following award.
FOLLOW-UP QUESTION: The government’s response is unsatisfactory. The government is telling the contractor that they understand that the work item is incorrect, but they are going to wait until after award to correct the issue. The time to correct the issue is prior to making the award, not after. The contractor should be providing their estimate to complete work that is correct, not wrong. This contractor requests that the government make the necessary corrections to Work Item D-018 to make the repairs correctly.
FOLLOW-UP ANSWER: The contractor should make estimates to replace the 8” strainer with a government furnished 8” strainer.
ORIGINAL QUESTION: The government has assigned a normal OCCM performance period of 71 days to this solicitation. In this instance, the vessel is getting two GFM Z-drives installed. The vessel is also having preservation completed in some fashion to the underwater hull, freeboard, buoy deck and buoy port areas. This package also includes a SSMEB inspection which will disrupt production work. The contractor requests that the performance period be extended to 150 days to accommodate those items that conflict with the completion of other work items in this package.
ORIGINAL ANSWER: Extension of the contract to 150 days is very unlikely at this point in the planning process. If justifiable, a shorter extension may be considered.
FOLLOW-UP QUESTION, with The Government’s responses: The government has indicated by their response that a shorter extension may be considered if justified. The following is submitted for consideration;
Current performance period of this availability is 71 days. At a minimum, docking will occur within 72 hours after the vessel arrives. Experience has shown that the docking could take as long as 120 hours after arrival.
Reply: Standard specs state vessel will be DD within 72 hours of arrival. In past experience, if vessel was docked after 72 hours CDRs were issued to the contractor.
Most small business contractors cannot work seven days a week and maintain the same performance level.
Response: Contractor production schedule is not determined by CG.
The Main Propulsion Control and Monitoring System requires the vessel be completed and available for the system groom only for three days.
Dock and sea trials require two days to complete.
There is one federal holiday during this performance period (the 4th of July).
Work Items 1 and 2 require the contractor to complete 500 UT measurements on the underwater hull, and 500 UT measurements on the freeboard. Working concurrently, these items could be completed in 4- 6 days.
Response: Same work item is normally completed in 2-3 days including hull mark up. One additional day for documentation to be submitted.
Work Item 51: Provide Access to Various Compartments for SSMEB Inspection is to take place over three days and will limit the spaces that the contractor can work in or around.
The contractor believes that this leaves less than 44 days to complete the change out of the Z-drive units, overhaul of the bow thruster, replacement of the underwater doppler speed log, complete exterior preservation of the underwater hull, freeboard, buoy deck, buoy deck ports, and possibly preservation of the chain locker, ballast tanks and/or voids. The buoy deck preservation cannot be completed until all cross deck winches, the take-up winch and slack cylinder are removed from the buoy deck.
The contractor strongly recommends extending the performance period to 150 days.
Answer: Other concerns have been addressed in previous answers. There is not a strong enough need to adjust the POP. During the course of work, if an extension is needed, a CFR can be submitted for consideration, however to extend contract before project starts is not recommended.
QUESTION: How do we request a site visit/ship check?
ANSWER: Per page 51 of the solicitation, the POC for site visits is: EMCS Neacewa K. Hunter; Phone Number: 757-630-2700; Email: Neacewa.K.Hunter@uscg.mil
QUESTION: The intent of the specification CO2 bottle testing is clear, however it is not practical. It requires the contractor to provide a spare set of CO2 cylinders for the ship. Instead, standard shipyard practice is locking out the system in its entirety and providing firefighting equipment such as portable extinguishers or a fire main connection. Would this be acceptable in lieu of new cylinders?
ANSWER: The Coast Guard will not lift the requirement to provide temporary CO2 bottles as is written in the spec. This is an ESD work item that is applicable to all SFLC cutters.
QUESTION: Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?
ANSWER: CGC HARRY CLAIRBORNE had this done in 2017 at International Ship Repair. It is not a new requirement.
QUESTION: On the solicitation foreseeable costs section, subsection 2(i), Family Separation Allowance, and 2(ii), Homeport Travel, call to provide this service for 13 crew members, while subsection 3(iv), Crew Dining and Lodging, mentions 24 crew members. Please clarify if this is correct or what number of crew member should be considered for these calculations.
ANSWER: Family separation allowance, homeport travel, and crew dining and lodging should not be quoted by the contractor. These will be addressed in separate contracts.
The information was provided in the solicitation for understanding that such costs will be considered when awarding the contract. Shipyard location will affect total cost to the CG, and may be a consideration prior to contract reward.
