1. QUESTION: Paragraph 3.3.1 directs the contractor to “Empty, clean, and certify “SAFE FOR WORKERS” all tanks (fuel, potable water, ballast, lube oil and sewage) and all voids on the cutter”. What is the expected liquid load in each tank and void that will be required to be removed?
ANSWER: Expected load cannot be determined until closer to availability. Normally, once awarded, cutter will send contractor liquid load before they sail for facility. Currently, unable to answer. In accordance with drydocking procedures, all ballast tanks will be emptied prior to dry docking. All other tanks can safely be assumed to be 95% full.
2. QUESTION: Paragraph 3.1.2 directs the contractor to supply the services of an OEM authorized / Licensed Tech Rep for the MPCMS and TANOnet. Please provide a suggested source for the OEM Technical Representative services.
ANSWER: Suggested source is L3.
3. QUESTION: Paragraph 3.3.2.2 directs the contractor to “perform UT inspection of the affected plating in the area described above”. What is the number of UT measurements that the contractor should bid on completing?
ANSWER: 10 UT shots should be all that is necessary. If more UT is needed upon opening WI, KTR can submit CFR for additional UT.
4. QUESTION: Paragraph 3.3.3 directs the contractor to perform weld repair to areas where “corrosion is limited to small areas (less than 2 sqft)” and a pit is 2 inches or less in diameter”. For bidding purposes, what is the total number of square inches of clad welding that the contractor is to bid on?
ANSWER: KTR can assume up to 2 sqft of clad welding will be necessary.
5. QUESTION: Paragraph 3.3.1 directs the contractor to “Empty, clean, and certify “SAFE FOR WORKERS” all tanks (fuel, potable water, ballast, lube oil and sewage) and all voids on the cutter”. The contractor could not find a reference that indicates the tank capacity in total number of gallons each tank is capable of holding. Please direct the contractor to the correct reference, or provide this reference if not included in the download.
ANSWER: Coast Guard Drawing 175-WLM 801-25, Rev -, Tank Curves (557) shows tank capacities for tanks onboard FRANK DREW.
6. QUESTION: Work Item D-021 does not require the contractor to re-certify each CO2 system after the completion of hydrostatic testing and restoration of each system. Does the government want each fire-fighting system re-certified by a fire protection company?
ANSWER: Fire suppression system will need to be certified by authorized company (e.g. Hiller).
7. QUESTION: Paragraph 3.3 directs the contractor to renew the chain hawse pipe deck cover in accordance with CG Drawings 175 WLM 920-002 and 175 WLM 130-001. Drawing 130-001 identifies and provides a graphical representation of what is to be a manhole similar to Freeman Marine Model 305. Please see the attached drawing of the Freeman Marine Manhole available. The manhole available is not similar to the manhole depicted in the government drawing as the dimensions and coaming are incorrect and the manhole does not come with a fold down handle. If the government has a source of supply for the manhole they require in drawing 175 WLM 130-001, please provide this source of supply.
ANSWER: Cutter WILLIAM TATE just had this item installed after ordering the referenced part from Freeman. Information was provided to FRANK DREW; will work to find information again.

11. QUESTION: Paragraph 3.1.1 calls out a Critical Inspection Report for the final operational testing of the MPCMS system. A CIR is issued to determine problems with the equipment at the beginning of the repair availability, not at the end. It also references the operational testing is paragraph 3.12. This is incorrect, the paragraph number is 3.11. This contractor recommends eliminating the CIR requirement as the work item directs the OEM to submit several CFRs as they progress through the testing phase.
ANSWER: The CIR will not be removed.
12. QUESTION: Work Item D-057 Thruster Pinion Seal, Renew and Work Item D-022 Thruster Unit (General Overhaul) both supply the same seal kit which would replace the Thruster Pinion Seal. The work completed in Work item D-057 would be a duplicate of work being completed in Work Item D-022 for the replacement of the pinion seal. Will the government consider deleting Work Item D-057?
ANSWER: If necessary the Coast Guard can descope this WI or move to Option Item.
13. QUESTION: To date the government has not responded to bidder’s questions submitted on March 17, 2021.
