IV. Questions and Answers

Q1. Multi Mission Building

(a) Will the building be occupied during construction? Once the systems are down they will be without conditioned air until all work is completed.

mailto:kathleen.m.flemingosborne@uscg.mil

Yes, the Multi Mission Building will be occupied during construction. Contractor is responsible for temporary heating and/or cooling.

(b) Will the temporary chiller stay during the construction project?

Yes.

(c) Will any portion of this work need to be done afterhours or in a phased approach?

No afterhours anticipated. The phasing will be left to the contractor and unit to agree to.

(d) In order to replace the HVAC system as shown the acoustical ceilings will need to be removed. The 095100 spec states to match the existing system but also states to treat ceiling components to inhibit corrosion. The current system is a standard grid system that is not corrosion resistant. Would it be preferred to install aluminum cap or aluminum grid in the kitchen and dining areas or throughout the facility to meet the requirement for being able to inhibit corrosion? Also, the ceiling tile in place is a mineral fiber tile throughout. Would it be desired to install a kitchen grade tile in lieu of the mineral fiber tile in place at the dining and kitchen areas?

In these areas utilize Armstrong Prelude Plus XL aluminum 15/16 exposed Tee grid (or approved equal) with Armstrong Kitchen Zone square Lay-in smooth texture ceiling tiles (or approved equal) to match existing layout.

Q2. Who is the DDC controls of choice for this project/facility?

A2. Specification 23 09 53.00 20 is not manufacturer specific as long as it is BACnet.

Q3. ISD Building. This building gets raised. Do not see any notes concerning the ductless system which appeared to be attached to the building. Is it to remain as is?

A3. Ductless split system is to remain and be raised along with the building.

Q4. I do not see any notes to provide corrosion coating on any of the new outdoor equipment.

Will this be required as this is typically a requirement based on this facilities location?

A4. Specification 23 64 1, 2.6. Specifies finishes and coil coating requirements for the

Chiller. Specification 23 74 33.00 40 specifies finishes and coil coating requirements for the

Make-up Air Units. Specification 23 30 00 specifies prevention of corrosion protection and factory painting requirements for equipment installed outdoors.

Q5. New Public Works Shed

(a). Can we substitute insulated metal roof panels for the metal panels, rigid board, and decking? If so, what is the required R-value for the roof?

A5. (a). Insulated metal roof panels are acceptable provided the whole system meets the specifications. Required roof total R-value is R-13.

(b). To confirm, are the wall panels R-13 insulated metal panels?

A5. (b). This is correct.

Q6. They are calling for 2.5” of S9.5B. In accordance with NCDOT Specs this can only be achieved in 2 lifts, which will be more expensive. Please clarify that this is indeed what is desired or if we could go down to 2” of S9.5C so that would be a single lift which would be less expensive.

A6. The use of 2.0” of S9.5C surface course would be an acceptable alternative to 2.5” of S9.5B.

Q7. Can the government provide Drawing for the Trusses of the Pavilion?

A7. Truss drawing for the existing pavilion do not exist.

Q8. Will a Pre Manufactured Pavilion package be acceptable?

A8. A premanufactured pavilion package will be acceptable.

Q9. How many generators does the government want for the lift station? Are the generators mobil or permanent?

A9. Generators are not to be provided by the contractors. Only the connections for generators.

Q10. IPD Boat Haul Out Building Architectural (Floor Plans & Detail) Sheet 131 of 134 does not have any specifications only drawings. Can the drawings be provided or will this building be excluded?

A10. IDP Boat Haul Out Building: Remove and replace two (2) doors and frames.

Drawing and door schedule is provided on sheet 131 of 134.

Q11. Drawing Sheet #120 A-4102K New Work Note 13 calls for steel piping on the mezzanine.

Does the government only want steel safety railing around the mezzanine instead of walls?

A11. The guardrail is only required on the open side of the mezzanine.

Q12. Outside Pavilion Architectural (Plans & Elevation) Sheet 132-134 does not show any details regarding the wood structural members or tie-ins to the existing concrete slab. Could the government please provide this details.

A12. The pavilion is to be replaced in kind. Details are unavailable.

Q13. Multi-Mission Building plan set details First Floor Demolition Plan on sheet 44 of 134.

Per note 5 of the Demolition Key Note, contractor is to remove approximately 12SF of existing damaged VCT flooring and prepare for new VCT flooring. During a site visit, it was discovered that the Lobby (130) flooring is terrazzo concrete. Please confirm contractor is not to remove terrazzo concrete at this location or prepare the surface to receive new VCT.

A13. Contractor is to prepare the terrazzo for new VCT.

Q14. Considering the extent of demolition activities under this solicitation, please confirm that asbestos containing materials (ACM) and lead based paint (LBP) is not present at any facility or will not be disturbed because of construction activities.

A14. Asbestos and LBP was tested for during the preparation of the contract documents. None was detected.

Q15. If available, please distribute a Hazardous Materials Survey (to include a survey for ACM

& LBP) for each building under this solicitation.

A15. See Attachment J15. C8601 D Pre-alteration Hazardous Materials Survey Report

Q16. Per the plans and specifications, only the cracked mortar is to receive replacement/repairs.

Upon visual inspection it was discovered that the Northeast and South side of the ANT building had extensive cracking through the brick and mortar. Please confirm that replacement of any brick at all buildings is not required as a part of this solicitation.

A16. Replacement of brick is not required.

Q17. Per the plans and specifications, the lintel above the existing louver on the West side of the exchange building is not scheduled to be replaced. Per a visual inspection it was discovered that the lintel is severely corroded, and the surrounding brick and mortar is severely aged. Please confirm that the lintel at this location is not to be replaced under this solicitation and that no brick is to be replaced whatsoever.

A17. The brick and lintel at the West side of the Exchange Building is not to be replaced under this solicitation.

Q18. Please confirm that all the precast lintels where required are to be reinstalled, not replaced, under this solicitation.

A18. All precast lintels are to be reinstalled under this solicitation.

Q19. Plans sheet A-201D mention stainless steel load bearing foundation vent, total of only 8 altogether, as well as a stainless steel access door. Please confirm that no flood gates will be required.

A19. No flood gates are required.

Q20. If stainless steel foundation vents are not readily available, could stainless steel venting flood gates be provided in lieu of just a vent?

A20. The flood gates would need to be submitted as a deviation and the government approve/disapprove after review.

Q21. Page 46, New Work Keynote #1 requires us to “Provide Sealant…Around Window interior and exterior” but no size is provided for the existing windows. Please provide sizes of windows.

A21. Typical window size is 5’-2”x5’-1”

Q22. Page 46, New Work Keynote #3. requires us to “Provide Soffit where missing to match existing.” But no amount or type soffit is provided. Please quantify and provide a specification for the existing.

A22. This is an incorrect statement and question. Keynote #3 references ceiling tiles

Q23. Page 46, New Work Keynote #9. requires us to “Provide new Door and Hardware to match existing.” But no size or type is provided. Please provide the size of the existing door and a specification for the new hardware.

A23. This is an incorrect statement. Keynote #3 references painting a scraping a door frame.

A24. The existing soffit above each entry is approximately 26 sf.

Q25. Page #48. New Work Keynote #3. requires us to “Provide Soffit where missing to match

A25. This was answered in question A27.

Q26. Page #49. New Work Keynote #3. requires us to “Provide Soffit where missing to match

A26. This was answered in question A27.

Q27. Amendment 001 has to remove Racquetball, Medical/Dental, and Prevention buildings from the scope. Please clarify that just the items listed are being removed or all work for each building is being removed?

A27. All work listed that reference the three buildings is removed.

Q28.At our walk through yesterday it was understood that each building was being descoped from the project complete. We did not tour those buildings.

A28. No work is to be done to the Racquetball Building, Medical/Dental or Prevention buildings.

These building are slated for demolition at a later date.

Q29. Are there any hazardous material reports for any of the buildings?

A29. A hazardous material survey was done and the report of findings is attached. See attachment J 15 C8601 D Pre-alteration Hazardous Materials Survey Report

Q30. Are there any phasing requirements or time restrictions on any of the buildings?

A30. The Multi-Mission Building will be occupied during construction. Phasing of HVAC replacement is anticipated, however, the phasing will be left to the contractor and unit to agree to.

Contracting Officer as sufficient to act as the Quality Manager". Please clarify.

A31. The QM should have a combination of a PE and construction experience or extensive proven construction experience that the government deems sufficient.

Q32. Please clarify the intent of the government is for the prime contractor to hire a third party

CEI Firm to address the special inspection in section 01 45 35. Is the inspector required only to be there during certain phases of the trades or present on a daily basis?

A32. Please refer to the Statement of Special Inspections and Schedule of Special Inspections attachment included with Section 01 45 35 (ref. Page 59 of 852). The Special Inspector(s) must be present to conduct the indicated inspection tasks listed as applicable in the Schedule of

Special inspections. The frequency of indicated inspection tasks are as indicated by the listed

“Inspection Type” (Perform, Observe, Document, and/or Continuous). Ref. Page 65 of 852 for definitions of each “Inspection Type,” or as listed at the bottom of each page of the Schedule of

Special Inspections.

Q33. Solicitation states that project must be completed within 330 days (47 weeks). We are getting initial responses from manufacturers are stating that the chiller currently has a 30 week lead time and the DOAS units have a 40 week lead time and the PEMB currently has lead time of 22-24 weeks all from approval of submittals. This does not take into account initial down time after award to issue contracts, collect submittals and submit to government. Base on the above nearly all of contract duration will be passed before contractors can receive delivery of some of the major components of this project. Please extend contract completion date due to the current lead times.

A33. The POP will remain as stated. If necessary, time extensions will be done after award.

Q34. Please confirm that a JV between a large and small business does NOT qualify as a small business UNLESS both entities have entered a SBA-approved mentor-protégé agreement

(MPA)? The reasoning is that this project is being solicited under NAICS code 236220, with a size standard of $39.5M. Per 13 CFR § 125.8: "a joint venture... may submit an offer... so long as each concern is small under the size standard" and 13 CFR §121.b.6 "A firm that has an SBA-approved mentor-protégé agreement (MPA)... is not affiliated with its mentor."

A34. IFB 70Z08321BPAC13100 is an 8(a) Set Aside (FAR 19.8)

Q35. (a) Solicitation states the bid must be hand delivered or mailed to Cleveland, OH. Please allow bid to be submitted by due date via email (electronic submission) with hard copy of proposal to include bid bond to be sent as follow up after submission of electronic copy due the current due date.

(b) We respectfully request that electronic submission, in lieu of hard copy, proposal submission be acceptable. We can ship in the the original hard copy bid bond the day before the bid to ensure it gets there. As you may be aware, the electrical and mechanical subcontractors will not release their final pricing until 12pm the day the bid is due which would preclude contractors from shipping a proposal to be there on time for submission.

(c) Would the USCG consider allowing bidders to use a DoDSAFE site to upload proposals on the required bid date followed by a hard copy of the proposal to be received within a specified amount of days?

A35. Electronic copies will not be accepted on this bid.

Q36. Will the sign in sheets for the site visits be provided?

A. Reference attachment J9. Site Visit Sign In Sheet March 14, 2022 and attachment

J10. Site Visit Sign In Sheet March 22, 2022.

Q37. Page 51 and 52, Demo Note #1. Requires us to “Remove Ceiling Tile and Ceiling Grid to the extent necessary to remove FCU.” The provided Reference Drawings A-3, A-4, A-5 & A-6 show that some of the ceilings are Suspended Gypsum Board, and some are Suspended Plaster.

In addition, no finish schedule is provided for the first floor, West Wing. Please provide an accurate and up to date finish schedule of the entire building.

A37. Refer to attached original finish plans. Contractor to verify actual finishes and actual ceiling system to be removed and reinstalled.

Q38. MAU-1 is specified in 23 74 33.00 40 with an exterior cabinet paint to meet 2,500 hour and coil corrosion coating to meet 10,000 hour salt spray ratings per ASTM B117. Conversely, the air cooled chiller (CH-1) is specified with an exterior cabinet to meet 1,000 hour and coil corrosion coating to meet 6,000 hour salt spray ratings per ASTM B117. Therefore, is it acceptable for MAU-1 to meet the 1,000 hour exterior cabinet and 6,000 hour coil corrosion coating ratings per ASTM B117, similar to the chiller since both units sit outdoors and operate at

100% outside air?

A38. All corrosion coatings for each equipment shall meet their respective specification requirements.

Q39. CH-1 is scheduled on plan sheet M-602B with 10.3 EER and 17.8 IPLV. Is it acceptable for a chiller manufacturer not to meet these ratings if instead they meet or exceed ASHRAE 90.1

– 2016 minimum efficiency requirements?

A39. Chiller schedule defines project's minimum requirements. Chiller manufacturers shall meet or exceed these requirements.

Q40. CH-1 is scheduled on plan sheet M-602B to have hot gas bypass. ASHRAE 90.1 discourages the use of hot gas bypass on systems with multiple stages of compressor unloading.

The scheduled chiller has 4 compressors/stages. Therefore, is hot gas bypass required on CH-1 if the chiller can turn down its capacity to 25% without the use of hot gas bypass?

A40. Specification 23 64 10, 2.5.E.1 requires continuous compressor unloading to 10 percent of full-load capacity by way of variable speed compressor motor controller, variable unloading of the scroll or using hot gas bypass on lead compressor.

Q41. Specification Section 05 12 00 para 1.2 requires the structural steel to be fabricated and erected by an AISC certified fabricator & erector. Would the government consider waiving this requirement?

A41. No, the government will not waive this requirement. Steel fabrication from non-certified fabricators changes the nature of the third-party Special Inspections for structural steel fabrication and erection. With an AISC Certified Fabricator, the fabricator will only need to provide the third-party Special Inspector(s) with a certificate of compliance at the end of fabrication to document all shop fabrication QA/QC and the inspection tasks indicated in the

Schedule of Special Inspections. For non-certified fabricators, the third-party Special

Inspector(s) must be present at the fabricator’s shop during fabrication to perform and document all shop fabrication QA/QC and the inspection tasks indicated in the

Schedule of Special Inspections.

Q42. Amendment #1 Removes from Section 01 11 00, Scope of Work, specific verbiage for

Racquetball Building, the Medical/Dental Building, and the Prevention Building. Are we to assume that all the work listed on the individual Drawings is removed as well only if the verbiage is exactly the same? Please advise.

A42. All work listed that reference the three buildings is removed.

Q43. Can the government provide Stair and Wire Mesh details for the Pre- Manufactured

Metal Building? In addition, for the storage room in the Pre- Manufactured Metal Bldg.

Storage Room is the ceiling going to be open or is it going to be enclosed with Gypsum

Board? If so please provide details of the ceiling.

A43. The stairs shall be part of the delegated design by the PEMB. Specification sections

05 51 00 and 05 52 00 will be provided and shall be the basis. The wire mesh partitions shall be 8’-0” high and per specification section 10 22 13. The storage room ceiling shall be enclosed with 5/8” painted gypsum wallboard fastened to hat channels supported by the mezzanine framing above.

Q44. Is there any requirements for termite treatment?

A44. Yes, provide termite protection in locations where new exterior wood is being installed next to the ground and at concrete slabs and piping/duct penetrations near the ground. Reference

Section 31 31 16.13 and 31 31 16.19

Q45. Prime coasting, as it relates to asphalt, is not a typical practice for eastern NC. Can this be removed as we usually just pave on the ABC stone?

A45. No, we want to maintain the use of Prime Coat when we have asphalt surface over ABC especially in the areas we have on this job.

File details come from the government source that posted it. Updated .
