1 TOA PG. 3 RFP Part 1 PoP

The current period of performance of 389 calendar days will not be adequate to satisfy the Government’s design submittal requirements, manage the procurement of long lead items and perform the construction works. To mitigate this risk to the Government, and to enable the offeror to complete the design and construction in accordance with the Government requirements, will the Government please consider increasing the overall period of performance to a minimum of 831 calendar days?

The period of performace has been extended to 783 days. 6/21/24 8/7/2024

Task Order

Announceme nt

Subcontractors and suppliers have notified us that preparations of quotations for this Design-Build project will take more time than projects that are already fully designed. Information obtained from the site visit last week is being analyzed and incorporated into project narratives and estimates. Please consider extending the proposal due date by two weeks to allow for development and submission of accurate and cost competitive proposals.

Original proposal due date was extended to 9 August 2024. Please monitor

SAM.gov and email for amendments to orignal solicitation.

3 Contracting

Task Order

Announceme nt

The Contract performance period is identified as 389 calendar days.

This performance period is insufficient for a Design-Build project with significant long lead equipment such as transformers and generators.

Assuming nine months for design, 12 months for long lead equipment, and six months for contract completion beyond delivery of long lead equipment, please revise the contract performance period to 27 months / 821 calendar days.

The period of performace has been extended to 783 days. 7/16/24 8/7/2024

4 Electrical E-601

For reconnection purposes, please provide the size/description of the existing electrical feeders (Sheet Key Note #2) that runs from SU-1 &

SU-2 up to existing Pad Mounted Transformers (Housing Cluster)

Exisiting sizes will need to be investigated by the design builld contractor. A separate site visit can be arranged to confirm this information.

7/16/24 7/30/2024

5 Electrical E-606

Is the Contractor required to conduct elecrical testing on the existing primary feeders (that will be reconnected) running from SU-1 & SU-2 up to the new Pad Mounted Transformers? Please advise.

No, testing the existing cables is not part of the scope, however this was discussed with the Government during RFP document phase. "High Pot" testing may damage the existing cables. IF the DB believes cables should be tested this will require further disucssions with the government.

6 Electrical E-003

Since it is not shown or defined on the One Line Diagram (Sheet E-

610), Please clarify the purpose of the ''electrical feeder'' running from the Gate House up to the Lift Station Pump Vault shown on the Partial

Electrical Site Plan (Sheet E-003) and also provide the description and size (conduits & wires) of this ''electrical feeder''.

Its for continuity of service to the gate house to correct the voltage issue at the gate house, as they it currently gets two different voltages from the generator and source transformer.

Table 2-1 Generator Noise Level Regulation

a) Would the Noise Zone for this Project be considered Residential for both Generators to be installed; or will the Generator located at the

Pump House be classified differently? The site is mainly residential, however the Government may clasify it differently to allow for greater dB levels. Final decision by the Government.

Table 2-1 Generator Noise Level-

The max Dba for any noise zone is 72 Dba. All Major manufacturers we have contacted state the best Dba they can achieve will be 72.

a) Will this meet the requirement of the project?

b) If not, will Table 2-1 be the only basis considered?

Utilize sound attenuating enclosure providing the best practical attenuation.

Notify the Government that 72 Dba is the max achievable attenuation. The

Government will need to evaluate table 2-1 vs. other site dBA requirements.

Will the Government please provide a technician to integrate

Advanced Metering Infrastructure data points from the new installed meters to the existing DAS Obvious Model A8812? The RFP calls for the provision of MODBUS current transformers / meters compatible with the existing (AMI) but does not specify who is responsible for integrating the new data points (metering data) with the existing system.

The contractor is responsible for installation of equipment. USCG and this contractor will need to coordinate with "Obvious" for a technicion to integrate the new componenents into the existing system.
