This document is an amendment to a solicitation for a design-build project to demolish and reconstruct family housing facilities at the U.S. Coast Guard Sector in Staten Island, New York. The project scope includes demolition of existing apartment buildings, carports, and infrastructure, as well as construction of new multiplex housing units, roads, utilities, landscaping, and entrance gates. The project consists of a base item and three option items. This amendment provides clarifying information and changes to various requirements in the original solicitation, including utility usage, demolition, LEED certification, and personnel qualifications. Key changes include revisions to the RFI deadline, LEED certification requirements, utility consumption responsibilities, demolition requirements, and personnel qualifications for the superintendent, quality assurance manager, project manager, and safety manager. The solicitation is only open to offerors on the current DHS/USCG National Multiple Award Construction Contract III - Pool One, and a project labor agreement is required.

Please confirm the use of natural gas as specified in 1.4.10 is compliant with EO 13514.
Comply with 01800-1.4.10 that specifies natural gas for residential appliances.
2 2-Oct-24 01 80 00, 1.3.2, and 1.4.10
1.4.10 specifies the use of natural gas for residential appliances (ranges/stoves and/or dryers), and mechanical and plumbing equipment. 1.3.2 LEED for Homes Certification specifies the Mandatory requirement EQc2.2 Enhanced Combustion Venting Measures - Install no combustion equipment in the homes. Natural gas appliances and mechanical and plumbing equipment are combustion equipment requiring combustion venting. Please confirm whether all electric appliances and mechanical and plumbing equipment are to be provided to comply with 1.3.2.
Due to site constraints, use of natural gas is authorized. 0005
3 2-Oct-24 01 80 00, 1.3.1 Please confirm whether the project site is located within an EPA radon zone, and if the buildings are to be designed and constructed with radon-resistant construction techniques in compliance with LEED for Homes v4.

Reference FAR 52.212-12, and our approrpropriate termination clause in the NMACC III-Pool 1 IDIQ.
9 2-Oct-24 Upon speaking to the NY Building and Construction Trades Council (NYBCTC), it is a lengthy process to get an executed Project Labor Agreement in place to include in our proposal. As of 10/1/24, we are still working to get a draft PLA from the NYBCTC. Once received, it will need to be reviewed and comments submitted to the NYBCTC, then negotiated, then approved by all the local trade unions, and then sent to DC for final approval by the North American Building Trades Unions, NABTU, (NYBCTC's parent company). Once we have a final PLA, we need to have our bidding subcontractors agree to the PLA prior to submitting our price proposal. This process can easily take two months from receipt of the draft PLA. Please consider adding an additional four weeks to the current due date adjusting the due date to 26 November 2024?
Change CLOSING DATE from " October 29, 2024" to "November 26, 2024". (See Amendment).

30 2-Oct-24 Specification section 01800, 1.7.2 states minimum R value for all roofs and ceilings is R-
49. Please clarify what all ceilings mean? Isn’t this just for the roof?
RFP states "The minimum acceptable R-Value for all roofs or ceilings that cover conditioned spaces is R-49." This language is present to allow contractors to determine their means & methods of how to insulate the structure. For reference, the IECC indicates a ceiling insulation minimum, however a mechanically-ventilated attic space with an insulated attic floor may also be appropriate for this RFP, as may a conditioned attic (with its insulation designed either above or below the roof structure.) This language is not meant to double the insulation requirement at the attic, but is used to allow flexibility in design consideration.
31 2-Oct-24 Specification section 01800, 1.7.2.1 states a sample wall shall be constructed on site prior to ordering and installing any exterior materials. Please provide more detail / specifics of the exterior wall mockup required?
Sample walls are a standard of practice in building construction projects. Having a wall ready for exterior finish materials, once received, is necessary to display how the construction of this building comes together and allows a complete understanding of how materials are to be attached, punctured, or connected.
32 2-Oct-24 Specification section 01800, 7.2.3 Roof systems - are downspout splash blocks allowed? The Family Housing Design CSTO SILC-CSTO-36-11 55 13 11-01 that is a requirement for this RFP already requires splash blocks to be part of this RFP. Where downspouts are not adjacent to sidewalks, provide precast concrete splash blocks and set splashblocks to redirect water away from the foundation along perimeter. At or adjacent to sidewalks and other hard surfaces, no splashblocks are allowed to be provided as part of this RFP:
Instead, at or adjacent to concrete surfaces, provide rubber boots at downspouts to directly connect to below-grade stormwater system at bottom of downspout (assume minimum 12" from-grade boot) to prevent slippery conditions that may occur during inclement weather.
33 2-Oct-24 Specification section 01800, 1.7.4.9 states walls, partitions, and floor/ceilings separating dwelling units from public or service areas shall be no less than STC 50. Please confirm there are no public areas within these proposed buildings?
As this is an RFP for the design and construction of buildings, while public spaces may not exist in the drawings that are provided as part of this RFP, this cannot be confirmed as the decision to provide spaces leans on the contractor's expertise to determine.
34 2-Oct-24 Specification section 01800, 1.7.4.9 states walls, partitions, and floor/ceilings separating dwelling units from public or service areas shall be no less than STC 50. Please define what rooms are defined as service areas? Also if these rooms are within the dwelling unit and not adjacent to another dwelling unit what STC rating shall these walls and ceilings have?
Follow RFP as written for the entirety of this RFI line item. For additional requirements regarding STC ratings necessary to provide as part of this RFP, see Appendix F. As this is a solicitation for the design and construction of buildings, while service spaces may not exist in the particular drawings that are provided as part of this RFP solicitation, the government cannot confirm that service spaces will not be provided as part of the design decisions that the A/E will make as part of their RFP response design. If any public or service spaces exist in the A/E proposal, the Sound Transmission Class must be provided to meet this RFP minimum.
35 2-Oct-24 Specification section 01800, 1.7.5.6 states windows need to pass South Florida protocols, TAS-201, TAS-202, TAS- 203, have NOAs and Florida Product Approvals for large missel impact. Please confirm these South Florida hurricane requirements are required ?
The Contractor shall comply with 01800-1.7.5.6 as written. This is a basis of design product.
36 2-Oct-24 Specification section 01800, 1.7.5.9 states louvers are to meet Miami-Dade structural tests. Please confirm this is required?
Confirmed. 0005
37 2-Oct-24 Specification section 01800, 1.8.3.2 please confirm exposed structural steel - Steel Structures in Corrosive Environments is required for this project?
Where structural steel is used in exposed areas, comply with 01800- 1.8.3.2.
