52.212-2 Evaluation—Commercial Products and Commercial Services. (AUG 2025) (DEVIATION 25-21)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

• Factor I – Corporate Experience

• Factor II – Management Approach

• Factor III – Past Performance

• Factor IV – Technical Demonstration/Oral Presentations

• Factor V - Price

Proposals will be evaluated using the best value tradeoff process in accordance with FAR Part 15. The evaluation will consider the following factors:

All technical factors are weighted in order of importance, with Volume I (Corporate Experience),Volume II (Management Approach), Volume III (Past Performance) are equal but more important than Volume IV (Technical Demonstration/Oral Presentations) and Volume V (Price). When combined Volume I (Corporate Experience), Volume II (Management Approach) and Volume III (Past Performance) are more important than Volume IV (Technical Demonstration/Oral Presentations), which is more important than Volume V (Price).

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of Provision)

Evaluation Methodology

Indefinite-Delivery Indefinite-Quantity contract(s) will be awarded to the responsible offeror(s) whose proposal, in compliance with the solicitation, is determined to be most advantageous to the Government based on the evaluation factors outlined in the solicitation.

All non-price factors except past performance in Phase 1 and Phase 2 will be evaluated utilizing the Confidence Ratings in Table 1 below. The Government will identify strengths, deficiencies, significant weaknesses, risks and/or benefits in each offer, and assign a rating using the following confidence ratings and definitions below. Deficiency is defined as any part of an offer that does not conform to a material requirement of a RFP. A material requirement is one that affects price, quantity, quality, or delivery, or that the RFP requires to be met at the time of proposal submission. Weakness means a flaw in the proposal that increases the risk of unsuccessful contract performance. A “significant weakness” in the proposal is a flaw that appreciably increases the risk of unsuccessful contract performance.

Table 1 – Confidence Ratings

High Confidence

The Government has high confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract with little or no Government intervention.

Some Confidence

The Government has some confidence that the Offeror understands the the contract with some Government intervention.

Low Confidence

The Government has low confidence that the Offeror understands the the contract even with Government intervention.

The Government will evaluate Volume III - Past Performance using performance risks. The Government will identify risks in each offer, and assign a rating using the ratings and definitions in Table 2 below:

Table 2 – Performance Risks

Risk Definitions

Low Based on the offeror's past performance and systemic improvement record, little doubt exists that the offeror will successfully perform the required effort.

Moderate Based on the offeror's past performance and systemic improvement record, some doubt exists that the offeror will successfully perform the required effort.

High Based on the offeror's past performance and systemic improvement record, substantial doubt exists that the offeror will successfully perform the required effort.

Unknown No past performance record identifiable. (Not applicable to Experience Factor.)

A. Corporate Experience: The Government will evaluate each Offeror’s corporate experience quality and demonstrated success of prior video wall installation projects. This evaluation will focus on the similarity of past projects in terms of scope, size, and complexity to the requirements outlined in this RFP, as well as the Offeror’s experience in environments comparable to the intended installation site, such as government, commercial, or command center settings. The Government will also consider the depth and breadth of the Offeror’s experience, including the number and variety of completed video wall installations and the Offeror’s ability to integrate video wall systems with existing infrastructure. Additionally, the submission will be evaluated based on the completeness and clarity of project descriptions and the Offeror’s responsiveness to the information requested in the RFP. The evaluation will be qualitative and comparative, with higher ratings given to Offerors demonstrating substantial and relevant experience. The quality of performance on prior contracts will not be evaluated under this factor.

B. Management Approach: The USSS will evaluate the management approach factor by assessing the offeror’s management approach summary. A confidence rating will be assigned based on the content of Volume II that demonstrates the Government’s confidence in the quoter’s proposed approach to successfully perform the services outlined in the SOW. The Government will assess whether the offeror’s management approach convincingly demonstrates: (1) the capacity to recruit, hire, retain, or subcontract qualified personnel to perform video wall services (2) the ability to staff, through the same means, the technical roles needed for installing and removing video walls. Emphasis will be placed on the vendor’s ability to effectively coordinate logistics, communicate, adhere to schedules, and demonstrate corporate experience in managing similar projects.

C. Past Performance: The USSS will evaluate past performance based on recency and relevancy. Recency is defined as current or previous work within the last five (5) years of the solicitation issue date. Relevancy is defined as work similar in scope, size, and complexity to the SOW requirement. Performance that is bigger in scope, size and complexity will be considered more relevant than work that is smaller in scope, size, and complexity. The Government is seeking assurances of consistently successful performance in the areas of quality, schedule, and management. A performance risk (or neutral) rating will be assigned based on the content of Volume III, along with reference checks.

In the event that a quoter does not have recent and relevant organizational past performance, it will receive a neutral rating instead of a performance risk rating. A neutral rating does not give an advantage or disadvantage to the quoter; however, the Government may, in a technical/price tradeoff, determine that a lower performance risk rating is worth more than a Neutral past performance rating. In the event that the Government does not find the quoter-provided past performance to be recent and relevant, the quoter will receive a neutral rating for this factor instead of a performance risk rating.

The Contracting Officer may gather information from quoter-provided references, commercial and federal sources, including CPARS and SAM. Additional outreach, such as reviews of articles and publications, may be conducted to assess performance risk. If negative past performance information is identified, quoters will have an opportunity to comment unless they previously addressed it in CPARS. CPARS records older than five years may also be reviewed.

D. Technical Demonstration/Oral Presentations: The Government will evaluate the Offeror’s technical demonstration and oral presentation to assess the Offeror’s understanding of the requirements, technical approach, and ability to successfully perform the installation and removal of the video wall system. The evaluation will focus on the clarity, thoroughness, and feasibility of the proposed methods, including the Offeror’s approach to project planning, site preparation, system integration, installation, testing, and removal. The Government will also consider the Offeror’s ability to identify potential challenges and propose effective solutions, as well as the Offeror’s responsiveness to questions and scenarios presented during the demonstration. The technical expertise of the presenting team will be evaluated, along with their familiarity with the proposed equipment and processes.

Overall, the Government will assign higher ratings to Offerors who clearly demonstrate a comprehensive, effective, and practical approach to video wall installation and removal, and who exhibit strong technical knowledge and problem-solving capabilities during the demonstration and presentation.

E. Price: The Government will evaluate the proposed ceiling unit prices for each asset and labor category on the CPW under the IDIQ for reasonableness, realism, balance and completeness. Price proposals will be evaluated, but not scored, and will not be assigned adjectival ratings. The Government reserves the right to reject proposals that are determined to be unreasonably high or unrealistically low.

The Government will also evaluate the proposed pricing for the sample large event task order to determine reasonableness, realism, and consistency with the offeror’s proposed ceiling rates. The evaluation will include an assessment of the proposed labor mix, level of effort, materials, and any other direct costs to ensure the pricing aligns with the requirements and the offeror’s technical solution. The Total Evaluated Price of the sample large event task order will be used solely for evaluation and does not represent a commitment by the Government to order any minimum or maximum quantity.

To account for the option periods possible under 52.217-8 (maximum of six months), Option to Extend Services, the Government will evaluate the option to extend services by adding six months of the quoter’s final period prices to the quoter’s total price. The Government will ensure that the proposed prices do not exceed the stated contract ceiling price and will verify the mathematical accuracy of the Offeror’s proposal. The Government may choose to exercise the Option to Extend Services at the end of any performance period (base or option periods).

Prices for the base and option periods, including the 6-month option available under FAR 52.217-8, will be evaluated to ensure that they are fair and reasonable for performance of the requirements established in the solicitation and as proposed in the technical submission. The price for the effort associated with FAR 52.217-8 will not be included in the total awarded value at contract award. If, at the end of the contract’s period of performance (the end of the base period or any option period) and within the time period established in the clause, the Government chooses to exercise this option, the pricing will be pursuant to the rates specified in the contract for the preceding performance period.

STATEMENT OF WORK (SOW)

Video Wall Equipment Indefinite Delivery Indefinite Quantity (IDIQ) and Support Services

Part 1

GENERAL INFORMATION

1. INTRODUCTION: The United States Secret Service Office of the Chief Information Officer (OCIO) provides IT and Telecommunications services to support the dual investigative and protective missions of the agency. This is a non-personal services contract to provide video wall technology with acquired services and equipment. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government.

1.1 Background: The USSS has offices worldwide. USSS offices that have large conference rooms or operations centers have requirements for Audio Video (AV) systems to facilitate information sharing and situational awareness tools using a video wall to display visual content, with audio. Since the USSS is a federal agency, the agency is a GSA tenant and subject to GSA lease terms. When offices undergo a planned and coordinated renovation project, GSA assumes the lead for construction related activities. Technological requirements such as an AV system are not part of the GSA contract.

The USSS requires the flexibility to acquire AV technological components and systems along with the services required to implement an AV system. The overall AV technology baseline is known but the number of components, type of components and accompanying services will vary based on physical space. This cannot be coordinated in advance as space and available infrastructure are not known until after the construction phase of the project has initiated.

Additionally, the USSS’s Dignitary Protection Division (DPD) is responsible for coordinating National Special Security Events (NSSE’s). NSSE’s range from political conventions, the United National General Assembly, Inauguration, and Summits. For NSSE’s outside of the National Capital Region, a site selection process ensues that involves coordination between the USSS and GSA to lease short-term temporary space for operations. Every NSSE involves the establishment of a Multi-Agency Communications Center (MACC) and this facility hosts external partners involved with supporting the physical security operations associated with the NSSE. The integral component to the MACC is the AV video wall. This video wall displays situational awareness tools provided by the USSS and partners in a shared space that contains other adjacent operations center within the same facility to facilitate information sharing. There is a significant number of constraints involved with the site selection process which ultimately impacts the AV video wall implementation. GSA award delays for the leased space, accelerated implementation timelines based on the USSS’s operations tempo to support concurrent events, and physical space considerations does not provide sufficient lead time to acquire AV components and services from a traditional single award contract.

1.2 Objectives: The objectives for this multiple award contract, IDIQ are the following:

-Procurement of new AV equipment includes components, accessories, supplies, systems -Procurement of replacement end-of-life (lifecycle) AV equipment includes components, accessories, supplies, systems -Set-up Services

-Installation Services

-System design modification services including security compliance/mitigation

-Repair and Maintenance Services

-Renovation services to support the visual and acoustic design for temporary use spaces with AV systems

1.3 Scope: In order to provide the Video Wall Support Services, the contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the requirements as defined in this Statement of Work. The following requirement shall be separate Contract Line Items (CLINS) that can be executed based on requirements.
