About this file
This document is an Attachment 4 Solicitation Clarification/Questions Request Form for a United States Secret Service (USSS) contract, containing multiple questions and clarifications about key contract requirements. The document addresses critical aspects including key personnel designation, where conflicting responses indicate that the Project Manager is the primary key personnel, but other roles like Programmer, Sr. Installer, Master Electrician, and Master Carpenter may also need identification at the IDIQ level to demonstrate contract capabilities.
Major clarifications cover past performance submission requirements, labor category pricing, task order competition, and operational specifics. Notable details include: contractors must provide past performance references mapping experience to protective events, pricing will use unit pricing CLINs for renovation labor, all IDIQ awardees will have task order competition opportunities, state-specific contractor licensing is required for trades like framing and electrical work, and the government will provide a Government Furnished Equipment (GFE) inventory baseline at award. Contractors are not guaranteed minimum task orders, must supply warranty replacement units, and are expected to return facilities to landlord white-box condition as part of restoration activities.

3 Question 66 Mission-Driven Staffing Requirements: The USSS does not mandate a universal 'minimum on-call staffing level' at the IDIQ award stage. Instead, specific staffing requirements, including mandatory on-site presence or on-call thresholds, will be defined at the individual Task Order level based on the specific mission profile, venue size, and security posture of the event.
The Answer to Question 66, notes: Surge Strategy Evaluation: For the purposes of the base IDIQ evaluation, Offerors are required to demonstrate a credible Surge LaborStrategy in their Volume II Management Plan. This is another new requirement for for Volume II. While we had already prepared some language around this item, with the greater emphasis on it and the level of detail needed, we request 1) a page limit increase and 2) a two week extension.
Solicitation Clarification/Questions Request Form Amendment 2-70US0926R70093555 -Additional Questions
Question The Answer to Question 5 states, "the Project Manager and alternate is the only individual designated as Key Personnel," while the Answer to Question 38 states, "Key Personnel (PM, Programmer, Sr. Installer, Master Electrician, and Master Carpenter) must be identified at the IDIQ level to demonstrate the Offeror’s capability to fulfill the contract’s core technical requirements." Which answer is accurate?
The Answers to the questions listed reference a Technical Approach being required for Volume II. In the original RFP this was the Management Volume only and specified Staffing Approach requirements. As this is a new requirement to the RFP, we request 1) further clarification as to what exactly is expected in this volume, 2) a page increase as 6 pages is barely enough to offer a strong Staffing Approach, much less adding our technical approach, and 3) a 2 week extension to prepare these new sections.
Answer Refer to page 1.5.5.3 for clarification in RFP.
Please refer to Volume II: Management Approach (Factor 2) in the RFP. Formatting and page limits will remain unchanged.
4 Questions 25 and 51
5 Question 14
Past Performance Questionnaire templated was provided; Refer to Page 4 of RFP.
Only for the below: Protective events are defined as operations where the USSS is the lead agency for the design, coordination, and implementation of security plans for designated individuals or locations.
National Special Security Events (NSSE): High-profile events such as Presidential Inaugurations, State of the Union addresses, and major international summits (e.g., UN General Assembly).
Special Event Assessment Rating (SEAR) 1-3 Events:
Major public gatherings with high federal security oversight, such as the Super Bowl, large political conventions, or national parades.
Dignitary Protection Sites: Operational security provided for the President, Vice President, foreign heads of state, or major presidential candidates at temporary or permanent locations.
The Answer to Question 25 states, Offerors are still required to submit a Past Performance Volume (Volume III) by the solicitation deadline.
Volume III must include the 'Past Performance Summaries' or 'Project Descriptions' for the five (5) primary references identified. These summaries should include: Scope Narrative: A detailed description of the work performed, explicitly mapping the experience to the "protective events" or technical requirements of the IDIQ Statement of Work (SOW)." While the Answer to Question 51 states, "Volume III: Past Performance (Factor 3): The objective is to evaluate the quality and reliability of the Offeror’s work. This volume consists primarily of the Administrative Data for the references and the corresponding Past Performance Questionnaires (PPQs) or CPARS reports. The focus is on performance metrics such as schedule adherence, cost control, and customer satisfaction." Which approach are we to take in Volume III Past Performance?
The Answer to Question 14 states, "To be considered relevant past performance must include:
oDirect Mission Support: Performance as a prime or first- er subcontractor at
National Special Security Events (NSSE) or other high-profile events with Special Event Assessment Ratings (SEAR) 1-3.
oSpecific Security Func ons: Demonstrated experience in providing perimeter security assets, secure access control, or specialized technical countermeasures (e.g., portable vehicle barriers or surveillance systems) in high-threat environments.
oZero-Fail Execu on: Successful performance in environments where there were no significant security breaches or failures that impacted the safety of protected individuals or sites."
Does each Past Performance Project need to meet all three of these requirements to be considered relevant?
6 Question 103
7 Question 14
8 Question 104
9 Question 106
Vendors are responsible for developing and defining their own labor categories within the SCA Wage determination guidelines. Vendor is to provide their standard rates and if there is an after hour rate. Please provide.
Vendors are responsible for developing and defining their own labor categories within the SCA Wage determination guidelines.
Not required in Phase I. This question will be address during Phase 2.
No. Law Enforcement
The Answer to Question 104 states, "Standardization of Rates: The USSS acknowledges the two-line items for 'Standard' and 'After Hours' labor. Offerors must propose a fully burdened hourly rate for each. To ensure a fair evaluation, the 'After Hours' rate must be consistent with the base rate plus any applicable shift differentials or overtime premiums required by the 2026 SCA Wage Determinations...."
Our question is: The Solicitation requires Offerors to propose labor category (LCAT) rates in the Ceiling Pricing Worksheet – Asset Tab and includes separate line items for “Standard” and “After Hours” labor. Given that the Statement of Work includes multiple LCATs, each with potentially different fully burdened hourly rates, can you please clarify how the Government expects Offerors to derive and support a single standardized “Standard” rate and a single standardized “After Hours” rate for use in this section? And how such standardized rates should be mapped and traceable to the LCAT-specific rates contained in the Ceiling Pricing Worksheet – Asset Tab to ensure consistency, evaluability, and compliance?
The answer to Question 106 states, "The USSS has established a comprehensive list of Labor Categories (LCATs) in the SOW and Attachment 1 (Ceiling Price Worksheet) that it deems sufficient to execute all mission requirements under this IDIQ."
However, the only version of Attachment 1 does not include the LCATS. Can you please provide an updated Attachment 1?
The Answer to Question 103 states that resumes will need to be provided in Phase II. The requirement for the LOIs follows that statement.
Are we to submit the LOI with Phase I, Volume II or during Phase 2?
The Answer to Question 14 defines "relevant past performance" and direct mission support events.
However, the answer is confusing because it highlights physical or perimeter security measures and equipment countermeasures as opposed to VTC LE (Law Enforcement) Operations Center equipment. Could please clarify this?
10 Question 107
11 Question 108
12 Question 108
13 RFP page 11-12
Vendors are responsible for developing and defining their own labor categories within the SCA Wage determination guidelines.
Line 147 (Miscellaneous Items – Shipping / Handling) should reflect a derived total that includes applicable costs from other relevant line items, as well as any travel-related expenses. This line is not limited solely to shipping and handling, but should encompass all miscellaneous costs associated with the proposal that do not fall under other specific categories. Vendors are responsible for creating and defining their own categories as appropriate to their proposed approach.
Whenever a task order is issued under this IDIQ contract, all awardees under the IDIQ will have the opportunity to compete for that task order. There will not be separate geographic or functional pools restricting competition.
Will task orders be competed among all IDIQ awardees or will there be geographic / functional pools?
Vendors are responsible for developing and defining their own labor categories within the SCA Wage determination guidelines.
The Answer to Question 108 states, "Plug Figures for IDIQ Level: The USSS confirms that a standardized 'plug figure' for Not-to-Exceed (NTE) Travel and ODC amounts has been established for evaluation purposes. Offerors must enter these exact figures into the designated 'NTE CLINs' (typically found at the end of the Attachment 1: Ceiling Price Worksheet) to ensure all Total Evaluated Price (TEP) calculations are consistent."
However, The current Attachment 1 does not include the applicable NTE Values at the end of the worksheet. Can the government please provide an updated Attachment 1?
The Answer to 108 has this listed as well Attachment 1 - Line Number 147:
Miscellaneous Items - Shipping / Handling but not limited to just that Can the government please clarify the exact data that must be entered on Line 147 Miscellaneous Items - Shipping / Handling but not limited to just that, including whether this line should reflect the NTE, a derived total from other line items, or another specified value. Clear guidance is requested to prevent inconsistencies and ensure proper evaluation of proposed pricing.
The Answer to Question 107 states, "The USSS has provided a mandatory Pricing Template (Excel) as Attachment 1 to the solicitation, which includes a specific tab or section for the 'Sample Large Event' scenario."
However, In the current version of Attachment 1, there is no designated tab or section to capture the Sample Large Event Scenario as referenced in the Government’s response. Can the government please provide an updated Attachment 1?
