COBRATF Facility Notes
A. COBRATF
· Most areas of the facility are accessible without any specialty PPE
· Inside Training Building “hot” area requires Level C ensemble (APR, suit, boots, gloves)
· Agents: Nerve (VX, Sarin-GB), Biological (dS Bacillus anthracis, A-Chain Ricin)
B. Potable / Fire Water
· Water from AWWSB
· Pump House on WP Drive – 2 pumps
· Fills / pressurizes a Loop and Water Tower
· Separate Fire and Potable water drops off the Loop to Admin Bldg, Tng Bldg, O&M Area
· Fire System – Most of facility - wet sprinkler + 3 Clean Gas (NFPA 2000) Agent systems (chem lab, mezzanine communications cage, safety control)
· Portable Fire Extinguishers
C. Sanitary / Storm Sewer
· Sanitary to lift station behind O&M area, forced main to manhole on McClellan ANG base
· Storm Drains all drain to location on West side
· Septic Tank / drain fields: Post 5, Northville bathrooms
D. Natural Gas
· Main gas line behind O&M Incinerator building
· Feeds boilers in Incinerator Bldg, boiler in Tng Bldg, and HVAC unit it Admin Bldg.
E. Electrical
· Main feed is overhead to pole at West Perimeter fence, underground to 2 APC transformers behind Tng Bldg
· Two MCCs – main one in Tng Bldg mechanical room, 2nd on feeds Exhaust filter bank
· Two emergency generators connected into system with automatic transfer, each w/ 200 gal diesel day tank
· One 4000 gallon diesel AST
F. HVAC
· Admin Bldg – Roof mount units, classroom unit (gas)
· Training Bldg
· traditional HVAC in “cold areas” (i.e. not part of the “Hot” nerve agent training area) – AH-14, to be replaced in HVAC Phase 2 project
· Single pass HVAC in “hot areas”; currently 2 supply units serving the “hot” area, and one other unit (AH-14 supplying all other areas), nine (9) exhaust units with multistage filters;
· HVAC Phase 2 will install additional single pass supply units and 1 or more “cold” area units.
· Split units at various other locations.
G. Boilers / Autoclaves
· Two boilers in O&M Area, one in Tng bldg for HVAC
· Two autoclaves – used for JSLIST (agent) and ADEM regulated medical waste
H. Waste / Wastewater
· RCRA Large Quantity Generator
· Wastewater: large volume (sometime RCRA D022, other times not RCRA) pumped to South (30K) or North (40k) ASTs – always incinerated
· Wastewater: drummed, always RCRA D022, incinerated
· Other RCRA wastes: AgF pads, M256 HD mercuric cyanide ethanol ampules, etc.,
· Non-RCRA waste: Universal waste (bulbs, batteries), waste oil, etc.; recyclables (metal, cardboard)
