PWS 4.2, page 34/84, The contractor shall furnish fuels required for the operation of Contractor-Furnished vehicles and equipment.
Will the Government provide a list of contractor-furnished vehicles and equipment they expect us to provide?
Attachment K Vehicle Fleet Inventory shows the Government furnished vehicles. Attachment H Government Furnished Equipment shows all Government furnished equipment. Any requests for additional vehicles or equipment may be approved by the Government. No vehicles or equipment should be acquired by the contractor without specific Government approval.

PWS 4.2, page 34/84, The contractor shall furnish fuels required for the operation of Contractor-Furnished vehicles and equipment.
Can the Government please confirm these costs are included in the ODC NTE values?
The language at PWS 4.2 is now changed to clarify the requirement. Also reference section 3.1.3.4. The contractor will be issued GSA Fleet credit cards for vehicles included as Government furnished equipment. The cost of fuel is paid by the Government separately and external to this contract.

PWS 7.24.3, page 72/84, The contractor shall ensure that the Hospitality Desk is manned 24 hours a day, 7 days a week when student responders are present.
Will the Government please provide the number of days a year when student responders are not present in the Responder Lodging Facilities?
Scheduled unoccupied times are typically Federal holidays, 1 week in July, 1 week in November and 2 weeks in December. However; mission workloads can dictate occupation during these times as needed. FEMA Personnel Mobility Center (PMC) operations are not estimable, but would require contractor support regardless of the scheduled unoccupied times.

PWS 7.24.3, page 72/84, The contractor shall ensure that the Hospitality Desk is manned 24 hours a day, 7 days a week when student responders are present.
Since the facility also houses instructors, does this requirement also hold true when Instructors are present in the facility?
Yes.

PWS 7.17.1, page 62/84, The required equipment maintenance records are included (but not limited to) in Attachment J, Equipment Maintenance Requirements, Attachment W, COBRATF Preventive Maintenance, or otherwise specifically identified herein.
Attachment J does not provide the preventive maintenance or service schedules for equipment listed, unlike Attachment W, which does provide the preventive maintenance schedules. Will the Government please provide the preventive maintenance schedules and service schedules for the equipment listed in Attachment J?
It is the expectation that a technically experienced offeror would have knowledge pertaining to preventive maintenance schedules required by the equipment listed in attachment H Government Furnished Equipment, Attachment J Equipment Maintenance Requirements, and described in Attachment B CDP Facilities Description.

PWS 7.25, page 76/84, The contractor shall provide rental of portable chemical toilets and hand-washing stations when required.

PWS 7.26.1, page 77/84, The contractor shall support the PMC operations 7 days a week during this period, and working hours are extended to 12-hour work days. Contractor overtime during these events will normally be chargeable to the contract.
Will the Government please provide examples of situations when overtime costs would not normally be charged to the contract?
No situations have occurred when overtime costs were not charged to the contract. Should they occur, they would be addressed on a case-by-case basis.

PWS 1.12.3, page 18/84, For the purposes of this contract, the Government’s regular (normal) working hours range from 7 a.m. to 6 p.m. Monday through Friday, except Federal holidays and facility closures due to inclement weather.
Are there any facilities within the CDP campus that required 24 hours per day, 7 days per week, 365 days per year support as normal working hours? For example, the Noble Training Facility, COBRATF, or Responder Lodging Complex.
Reference revised PWS Section 1.12.3 and new Section 7.3.16 Monitoring Central Plant Equipment, which requires monitoring of central plant equipment every 2 hours.

PWS 7.1.4, page 40/84, The Contractor's work reception center will receive service call requests during regular working hours and classify each call in accordance with the classifications provided under 6.1.5 below.
There does not appear to be a paragraph 6.1.5 in the PWS. Is this an error or is there another paragraph this should reference?

PWS 7.2.3.4, page 44/84, Construction and Alteration Project Calls. Work that entails new construction, alteration, or repair (including painting 200 square feet or more) must be approved by the COR. Such calls will be provided to the contractor by way of an approved Engineering Work Package (EWP). Any time and/or scheduling limitations involved will be mutually agreed upon at the time of assignment.
This paragraph has the same title as paragraph 7.1.6.4 on page 40/84. There are however slight differences in the content and requirements. Which paragraph is correct?

This paragraph has the same title as paragraph 7.2.3.1 on page 44/84. There are however slight differences in the content and requirements. Which paragraph is correct?

PWS 7.2.3.5, page 45/84, The contractor shall initiate a service call work order in response to the identification of any service requirement. These shall be written and scheduled for completion without further authorization when the total cost is less than $2,000 or the work is expected to take less than 32 man-hours to complete. When the total cost is expected to exceed $2,000 or work is expected to exceed 32 man-hours to complete, the request must be approved by the COR.
This paragraph seems to contradict paragraph 7.1.6.5 on page 41/84 which states the dollar threshold at $1,500 and 40 man-hours. Which paragraph is correct?

PWS 7.2.4, page 45/84, If the contractor responds to a routine service call and believes the work required is beyond the scope of a service call, as defined above, the work order form shall be provided to the designated COR no later than 10 a.m. the following business day. The contractor shall attach a summary of the work needed and a detailed estimate showing labor hour and material requirements.

PWS 7.1.3, page 39/84, Service calls are defined as maintenance, repair, inspection and other miscellaneous work requirements which are called into the Contractor's work reception desk by building occupants or generated by Government representatives and are brief in scope.
The terms “Service Call” and “Work Order” seem to interchange frequently. For clarification, we believe a Service Call is when the work control center receives a call for a service request. Once that request is recorded, it becomes a work order. Is this a correct assumption?
Yes.

PWS 7.2.3, page 44/84, Service Call Classifications.
This paragraph identifies 4 classifications of calls; Emergency, Urgent, Routine, Construction and Alteration Project Calls. Attachment I provides 5 classifications of calls. Although some of the titles are similar others are not. Which is correct the definitions in the PWS or the ones in Attachment I?
Language at 7.2.3 has been changed to clarify service call classifications and better correlate to Attachment I.

Attachment HH Collective Bargaining Agreement is an agreement between the employer and employees, the costs of company shirts are not reimbursable. Additionally, reference PWS 1.3.5. All contractor/subcontractor employees working under this contract shall be identified by a distinctive corporate/company name plate, emblem, or patch attached in a prominent place on an outer garment, the cost of which will be borne by the contractor.

Will the Government please explain these charts? For example, Chart 1 (Work Orders Completed" shows 190 in December but the next two charts only show 12 Work Orders in Priority 1 and 2. What were or what classification where the remaining 178 work orders? Another example, the pie chart on page 3 of 4 shows 260 work orders by requested agency. What is the baseline for this Chart?
Refer to attachment I for work order priority. There is no baseline for the pie chart as it reflects actuals for the reporting period.

Office moves are sporadic and vary in labor needs. They are generally priority 5 (time permitting). Should the contractor adequately demonstrate insufficient labor resources to meet a scheduled requirement, additional, temporary labor may be approved by the COR and reimbursable under ODC CLINs.

Reference Attachment D Maps and Floor Plans page 8 for layout. PWS cleaning requirements apply to all areas of the building with the exception of a small room in the corner which is the responsibility of others.
