The Department of Homeland Security, Immigration and Customs Enforcement, Enforcement and Removal Operations requires three detention facilities and transportation services within two areas of responsibility in Texas. The facilities must be turnkey ready at the beginning of contract performance and able to provide housing, medical care, transportation, guard services, meals, and daily needs for ICE detainees. Proposals for new construction will not be accepted. The attachment provides instructions and templates for offerors to propose staffing plans, wage rates, pricing details, and narratives for the base year and up to nine option years. Pricing will be evaluated using a total unit price divided by total bed days to determine a final evaluated bed day price.

ATTACHMENT 13 – CONTRACTOR COST/PRICING SUMMARY

Attachment 13 Instructions:
1. Offerors shall propose a labor mix and level of effort which meets the requirements of the Performance Work Statement and fill in the corresponding values in Attachment 13 and Section B of the solicitation.
2. Offerors shall provide details in Attachment 13 (Enclosure 1) of employee classifications for all proposed staff, including proposed staffing numbers, and identify if a Department of Labor Wage Determination or Collective Bargaining Agreement applies to any positions proposed.
3. Offerors shall provide the wage data in Attachment 13, (Enclosure 2) for all Option Periods for all proposed staff to which a Department of Labor Wage Determination or Collective Bargaining Agreement applies.
4. Offerors may utilize Attachment 13 (Enclosure 3) to provide a pricing narrative, including any proposed discounts. Enclosure 3 should also contain a breakdown for any proposed physical plant renovations (including any expansion or enhancements). The narrative and price breakdown should include, at a minimum, a breakdown of each new area that is being renovated (including any expansion or enhancements) and the total dollar value for each proposed physical plant renovation individually).
5. Offerors shall utilize the relevant CLIN quantities to estimate the cost associated with each CLIN.
6. Failure to follow these instructions and/or fully provide the Price/Cost proposal Volume IV information in accordance with this Attachment, the relevant Enclosures and/or the solicitation in the prescribed format may result in the Offeror’s disqualification from the competition.
Note:
1. The Government anticipates awarding a fixed unit price contract. The quantities below are for estimating purposes only and do not guarantee the Offeror the amounts or costs associated with the estimates.
2. For estimating purposes, the bed day quantity is calculated by multiplying by 365 days, or 366 days in leap years, by the capacity of the proposed facility.
3. For all detention services (CLIN 0001b0001c, 1001, 2001, 3001, etc.), the unit cost will be the Capacity Rate as defined in Section M of the solicitation. As stated in Section M of the solicitation, the Capacity Population Rate will be determined by determining the total price at full capacity and dividing the facility’s total capacity. The Capacity Rate will account for all tiers proposed. Additional CLINs should not be added for each tier proposed. At award, the Contractor’s tiers and associated prices will be included in the CLIN’s description for billing and invoicing purposes but will not be separated into separate tiers.
An example is demonstrated below. Please note, pricing shown in the below table for Detention CLINs are examples for the purposes of demonstrating the calculations to be used:

For price evaluation purposes, the Government will divide the respective total evaluated price by the total quantity of beds proposed over the entire period of performance to yield a final total evaluated price for each proposal received. The total evaluated price will be the summation of pricing at full capacity for the base (inclusive of transition) and option years for all CLINS. The total evaluated price calculated will be used for evaluation purposes only. Please see Attachment 13 for additional information.
More specifically, the Government will add up the amounts for each CLIN (Quantity X Unit Price = Amount) and divide by the Total Bed Days for Base and all Option Periods to come to a total evaluated Bed Day price.
