Requirement C Location Requirements Requirement C must be performed within 50 driving miles from the Houston Field Office located at 126 Northpoint Drive, Houston, TX 77060, and must be within 15 driving miles or less from the George Bush International Airport of Houston. The facility(ies) can be no more than 30 miles from a major hospital and emergency services. The facility(ies) shall have access to public and commercial transportation routes and services.

Additional Administrative/Common area requirements for ICE/ERO ONLY

• Break room with kitchenette to include appliances consisting of commercial refrigerator with freezer, hot and cold-water dispenser, ice machine, commercial microwave, and commercial coffee machine with plumbed water line.

• Storage room

• Interview Rooms (4 rooms with VTC capability)

• Conference Room (with VTC capability)

• Secure File Room

• Male Restroom (not used/shared with detainees/inmates)

Administrative and office support space for ICE Staff Services and Training (support area for all ICE employees at the Houston CDF):

ICE Common Support Space ICE IDF Room

All Government occupied Office Space break rooms must have at least one contractor provided drink and one contractor provided snack machine.

Machines to be managed by contractor. The Contractor is required to provide ICE Office and Support Space at or immediately adjacent to the Contractor provided detention facility.

Contractor will provide, install and maintain new furniture and equipment, including but not limited to office furniture, gym equipment, gym lockers, and gun lockers, acceptable to ICE COR, following all design guides attached to the PWS.

The communication system should include WIFI and cellular phone boosters if needed, security cameras, building security systems, and phone/fax/VTC connections. Contractor to provide, install and maintain WIFI and cell phone boosters to support government office space.

Contractor shall provide, install and maintain a complete and operating communication system, which includes but is not limited to: cabling, fiber optics, patch panels, landing blocks, circuits, PBX, voice mail, phone sets, other supporting infrastructure and supporting systems for all government office spaces with the exception of EOIR (DOJ). The system shall be new (or like new and acceptable to the COR) and installed specifically for the governments use.

PLEASE NOTE – The ICE (contractor provided) communication system must be a complete, independent, and physically separate system from the contractor’s communication system, and billed separately. The system shall serve all government operational components: ICE/ERO, ICE/OPLA, and ICE/IHSC (if and occupant).

EOIR (DOJ) shall have a separate system within the EOIR I/T space as per the EOIR Design Standards.

Contractor shall provide, install and maintain new exterior and interior signage directing all visitors, attorneys and staff.

ICE/Processing/Holding Space Secure ICE processing area, including:

• The contractor will need to man and operate these hold rooms in accordance to the attached ICE policy 11087.1 Operations of ERO Holding Facilities (Attachment 7).

• Holding capacity of at least 120 detainees, separate from the facility’s hold room area.

This holding capacity must be broken down into large, small, male, female and segregation rooms.

• There shall be a juvenile holding area that will be sight and sound separated within the ICE processing area. Juveniles shall be housed 72 hours or less. Juveniles shall be afforded the same level of care as the adults.

This juvenile holding area will accommodate a total of twelve juveniles (six of each gender) at a time. Each juvenile holding area (male and female) shall have its own restroom. The interior of each juvenile gender specific holding area shall be compliant with the settlement agreement in Flores v Reno.

• Sufficient space to accommodate at least 24 5’x5’ interview and processing stations

• 5 interview rooms

• 1 control room

• 2 triage/exam room

• Security, control, and monitoring services for the holding cell and juvenile waiting areas.

• Direct access to a vehicular sally port with search room.

• Female staff toilet

• Male staff toilet

The Contractor shall be responsible for cleaning the ICE processing area twice daily and power washing four times a year.

ICE/Health Services The Contractor shall provide medical space in accordance with IHSC Design Standards as stipulated in Addendum B: IHSC Design Standards, as well as provide all furniture and case in accordance with ICE Health Services.

The Contractor shall provide administrative and support space for Health Services (IHSC) staff of approximately 60 medical staff.

Furniture Requirements All furniture and case goods shall be new and furnished by the Contractor in accordance with ICE Design Guide and specifications, which include all ICE Administrative office space and support space, EOIR, OPLA, and IHSC space as required in accordance with the ICE Design Standards.

Additional Electronic Requirements 250 phone numbers/lines/extensions 5 separate fax numbers/lines/extensions 15 VTC lines (PRI/T1) for ten VTC systems 0 copiers (fax/scan capable) and supplies (such as paper and ink) – Contractor is responsible for maintenance and/or replacement of copiers in the event of failure.

Parking Exterior lighting within parking area to be commercial industry standard. If ICE Administrative Office spaces are not all offered in one adjacent block of space, the exterior distance between ICE Administrative Office spaces is required to have a covered structure (canopy), paved and level walking surface, and proper drainage.

Approximately 300 secured/on-site parking spaces used exclusively for Government employees. Secured parking spaces shall be secured with at least a 6’ fence, rolling access gate, with contractor programmed and ran security access system.

This parking shall be reserved and marked per the direction of the COR.

ICE may utilize a portion of the contractors concrete parking area for short term storage of the fuel tank in emergency situations.

Translation Services No additional translation services required.

Detainee Work Program Yes – see PBNDS 2011 revised 2016 The facility shall have 100% auxiliary power Transportation Requirements Historically, this facility has performed ground transportation for land removal, medicals, pick-ups, and transfers. By reviewing partial FY19 data, ERO is forecasting that this facility will require the vendor to drive approximately 132,000 miles per year. ERO also estimates that the provider will use approximately 4,700 guard hours to support ground transportation activities in the movement of an estimated 10,000 detainees per year. The estimates and information set forth in this “Transportation Requirements” is based upon historical data and does not constitute a guaranteed minimum number of miles and should be used only for planning purposes.

Deviation from PWS E. 8.: The COR may direct the Contractor to transport detainees to unspecified, miscellaneous locations, within a 400-mile radius of the facility. The Offeror may be required to perform additional movements as directed by the COR.

This “Transportation Requirements” information is provided only for reference for Offerors.

This information shall not constitute a guaranteed minimum number of beds, detainees nor miles, nor shall it constitute a maximum number of miles required under any forthcoming contract.

Historic Transportation Routes

Table 1 below represents estimates of the most common routes for the facility accompanied with monthly and annual totals. The chart includes movement types, average number of stops, estimated number of monthly trips, average number of hours and miles, average number of detainees, average number of miles per month, and total number of miles per year. As noted in the chart below, when the indicated start and stop locations are the same, the provider made a stop at a location and returned to the main facility. Pickups and transfers are trips that occur to local jails or field offices.

Table 2 lists historic movement types that have historically occurred on infrequent, or as-needed basis for medical trips and land removal. The chart includes historic data on movement types, average number of hours, average number of stops, average number of detainees, and average number of miles per trip. As noted in the chart below, when the indicated start and stop locations are the same, then the provider made a stop at a location and returned to the main facility. Based on historic information, medical trips are estimated to occur less than 10 times per month and land removals will only occur on a rare basis, approximately once every two months. For medical movements, the vendor stopped at local doctors’ offices, hospitals, or appointments, while land removals historically occurred rarely through Laredo, TX.

Guard Services Minimum Hours None Required Posting/Patrols Contractor’s Staffing Plan shall provide for six

(6) flex posts each shift with guard assignments to be determined solely at ICE discretion. These positions will be fully trained DO’s capable of covering any post within the facility to include participating in transportation and off-site security posts. DO’s may be required to be armed under certain circumstances. These positions are in addition to the facility staffing plan and will not be used by the contractor to fill any post required by the contract. These positions are not under the supervision of ICE.
