Requirement A Location Requirements Requirement A shall be located within 75 miles from the San

Antonio Field Office located at 1700 NE Loop 410, San Antonio Texas 78217, to maximize transportation and manpower efficiencies, and no more than 30 driving miles from a major hospital and emergency services. The facility(ies) shall have access to public and commercial transportation routes and services and must be located 90 driving miles or less from San Antonio International Airport (SAT).

This facility shall house transgender detainees; as such the Contractor shall comply with the special needs and requirements as stated in U.S. ICE Guidance Regarding the Care of Transgender Detainees, Policy 11065.1 Review of the Use of Segregation for ICE Detainees.

ICE/Processing/Holding Space

The Contractor shall provide a secure holding space with a capacity of at least 178 detainees, separate from the facility’s hold room area. This holding capacity must be broken down into large, small, male, female and segregation rooms.

The contractor will need to man and operate these hold rooms in accordance to the attached ICE policy 11087.1 Operations of ERO Holding Facilities (Attachment 7).

ICE/Health Services The Contractor shall provide medical space in accordance with IHSC Design Standards as stipulated in Addendum E: IHSC Design Standards, as well as provide all furniture and case goods in accordance with ICE Health Services.

The Contractor shall provide administrative and support space for Health Services (IHSC) staff of approximately 90 employees

SHORT STAY UNIT (Infirmary) – all rooms must comply with ADA (Approximate Requirements):

Located in the designated medical housing unit, a minimum of 26 beds shall be provided for a short stay; this shall be separate from the total overall beds required for detainees.

ICE/ OPLA The Contractor shall provide administrative office/workstations space for approximately 22 employees including:

U.S. Citizenship and Immigration Services

(USCIS)

Approximately the following:

2 Offices 8 Cubicles 4 VTC Rooms

There shall be a separate USCIS holding room for detainees awaiting interview with an asylum officer. This holding area will accommodate a total of approximately 20 detainees (10 of each gender) at a time. Each holding area (male and female) shall have its own restroom.

Executive Office for Immigration Review (EOIR) Space

The Contractor shall provide administrative and support space for EOIR to accommodate one judge per courtroom for each 200 detainees, for in person hearings, equipped with video/telephone conference capabilities. The Executive Office of Immigration Review (EOIR) requires space for employees as indicated using the June 2011 EOIR CDF Design guide (Addendum B), specifically the Space Requirements Summary chart within Section 4 Functional Requirements outlines the specific square footage required for each of the following:

The Contractor shall comply with the 2011 EOIR CDF Design Guide. The offices and support spaces be fully furnished with furniture (EOIR provides agency VOIP telephones), provide supplemental HVAC units in the Courtrooms and ADP rooms (typically 1 ½ tons each), Duress Alarms at the Reception window, Court Administrator office, conference room and mounted under the Judge’s benches in all Courtrooms.

Furniture Requirements All furniture and case goods shall be new and furnished by the Contractor in accordance with ICE Design Guide and specifications, which include all ICE Administrative office space and support space, EOIR, OPLA, and IHSC space as required in accordance with the ICE Design Standards.

Additional Electronic Requirements

At a minimum:

165 phone numbers/lines/extensions 1 separate fax numbers/lines/extensions 5 VTC lines (PRI/T1) for two VTC systems Five copiers (fax/scan capable) and supplies (such as paper and ink) – Contractor is responsible for maintenance and/or replacement of copiers in the event of failure.

Parking The Contractor shall provide secured and separate surface parking on-site for approximately 400 space (including bus parking) at the facility exclusively for Government and ICE visitors use as follows:

Translation Services In addition, the Contractor shall maintain a contract with a language line service, at the Contractor’s own expense, to provide interpretation services as well as for professional sign language interpretation services for detainees with hearing disabilities. This shall be at the Contractor’s own expense and will not be reimbursed by the Government.

Detainee Work Program Yes – see PBNDS 2011 revised 2016 The facility shall have 100% auxiliary power Transportation Requirements In FY18, the vendor for this requirement drove approximately 180,000 miles and used 20,000 guard hours to support ground transportation activities. The vendor also provided 2,182 missions in FY18. This historical data does not constitute a guaranteed minimum number of miles and should be used only for planning purposes. The Offeror may be required to perform additional movements as directed by the COR.

This “Transportation Requirements” information in this section is provided only for reference for Offerors. This information shall not constitute a guaranteed minimum number of beds, detainees nor miles, nor shall it constitute a maximum number of miles required under any forthcoming contract.

Table 1 below represents the historical movements that occurred in connection with this requirement accompanied with monthly and annual totals for FY18. The chart includes movement types, average number of stops, average number of monthly trips, average number of hours and miles, average number of detainees, average number of miles per month, and total numbers of miles per year. If the indicated start and stop location are the same, then the provider made a stop at a location and returned to the historic facility for Requirement A. For medical movements, the vendor stopped at local doctors’ offices, hospitals, or appointments.

Stationary duty movements occurred to provide guard duties for local appointments.

Table 1: Frequent Historical Movements

Table 2 lists movement types that occur on an infrequent, or an as-needed basis for legal appointments, air removals, and pick-ups. The chart includes the movement type, average number of hours, average number of stops, average number of detainees, and average number of miles per trip. If the indicated start and stop location are the same, then the provider made stops at local courts, airports, or jails. Each of the following trips occurred two or less times in

FY18.
