About this file
This file is Attachment 10 to a U.S. Customs and Border Protection (CBP) solicitation for Non-Intrusive Inspection (NII) Systems—Large-Scale Fixed Systems. The document serves as a reference guide containing acronyms, abbreviations, and definitions specific to the contract opportunity.
The document provides comprehensive technical and administrative terminology relevant to NII large-scale fixed systems used for cargo and vehicle inspection at ports of entry. Key acronym categories include government and organizational entities (DHS, CBP, OFO, FLETC), technical systems and equipment (CAVSS, RPM, UVBS, LEP, MEP, HE Rail), information technology and security standards (FISMA, NIST, AES, PKI, CUI), testing and quality assurance processes (FAT, SAT, ATP, QAP, QASP), and contract management terms (CLIN, COR, CO, FAR, RFP). Definitions address critical operational and technical concepts including deployment, integration platforms (air-gapped, BSDP, common integration platform), radiographic imaging, radiation control areas, maintenance types (corrective and preventative), performance metrics (throughput, availability), requirement levels (threshold versus objective values), and system components (LEP Types 1-3 for different vehicle classes, large-scale equipment capabilities). The document establishes standardized language for contract communications between CBP, contractors, and stakeholders involved in the design, testing, deployment, and maintenance of non-intrusive inspection equipment at U.S. borders.

2 Definitions
A Advanced "smart" signal processing - Automatically identifies threats in an image without any Operator action.
B
C Capture – Recording a readable image of the license plate.
Command Center – Defined location in which the controls for a system reside.
Configuration Baseline –
• An agreed-to description of the attributes of a product, at a point in time, which serves as a basis for defining change.
• An approved and released document, or set of documents, each of a specific revision;
the purpose of which is to provide a defined basis for managing change.
• The currently approved and released configuration documentation.
• A released set of files comprising a software version and associated configuration documentation.
Controlled Environment - Any personnel, systems, networks, vehicles or facilities that are under direct operations and security of CBP personnel.
Corrective Maintenance – Any maintenance and sustainment activity which is required to diagnose, correct equipment malfunctions, failures, and outages that have occurred or is in the process of occurring.
Critical Design Review - the last review of the contractor’s proposed system to conform to SOW/FRD requirements prior to Factory Testing and production of systems. In essence, CBP’s last review of the system to ensure it meets our requirements.
Critical Item – An identified weak link in a system, has an adverse impact on, or contributes to failures of the system performing its mission, creates potential safety problems, or contributes to other areas of high risk to overall system reliability.
D Data Item Description - A completed document that defines the data required of a Contractor.
Day – Means “calendar” day unless otherwise specified.
Deployment - The process of successfully installing, configuring, and integrating equipment, ensuring its acceptance through testing and validation, and achieving full operational status to meet intended functionality and performance requirements.
E Engineering Change Proposal – Proposals to enhance the value of the finished goods or services to the Government or reduce the cost of the goods or services.
F First Article – Means the initial production unit from the first lot.
G Government Furnished Information - data and information in the possession of or acquired by the Government and made available to the Contractor.
H
I Image Data Set - All elements of a scanned image to include the radiographic image, snapshots, data sheets or scanned manifests, notes and the release/hold resolution.
Information Assurance – Is considered a requirement for all systems used to input, process, store, display, or transmit sensitive or national security information.
Integration –
• Air Gapped - process of designing, implementing, and managing the interconnection and interoperability of multiple independent IT systems, hardware, or software components within a physically isolated (air-gapped) environment. An air-gapped system is one that is completely separated and not integrated to networks, such as the public internet or other internal networks.
• Border Security Deployment Program (BSDP) - process of coordinating and connecting various border security technologies, systems to create a unified, effective, and secure operational environment. This integration ensures that disparate systems— such as surveillance sensors, biometric identification, communications, command and control, and data analytics—work together seamlessly to support border security missions.
• Common Integration Platform - a switch or data aggregator/transferer that allows all of CBPs various inspection technologies, regardless of manufacturer, to "speak the same language" and share information seamlessly.
• Interface Control Document – o NII POV ICD - describes the interface between the Land Border Integration (LBI)
NII Lane Security Controller Unit, Flex Control Unit, LBI Server, and X-ray inspection system for the purposes of displaying adjudication results and lane data to the Booth Officers and Booth Officers acknowledge the adjudication results.
o Large-Scale X-Ray (LSX) ICD - specifies the interface requirements participating systems must meet to transfer data from x-ray imaging systems to CBP’s cloud.
J
K
L Large Scale - Equipment capable of scanning large cargo to include pallets, sea containers, trucks and similar.
LEP Type 1 - Portals with a limited footprint to support high traffic volume scanning in pre/post primary passenger vehicle operations.
LEP Type 2 - Portals with a larger footprint and top down and side views to support secondary passenger vehicle operations.
LEP Type 3 - Portals to accommodate Bus and Truck/Semi-Trailer scanning operations.
M Maximum Controlled Operating Area - Area defined by this document in which specified equipment must be able to operate.
Mobile type systems - Imaging systems which are mounted on a self- powered vehicle and capable of being driven on public roads.
N Non-Intrusive Inspection - Non-destructive methods of inspecting and identifying goods in transportation systems.
O Objective – A level of performance that significantly improves mission performance, safety, or supportability beyond that of the threshold value, and represents the maximum desired yield for system performance is considered an objective.
Objective Values are not required but can be defined to provide guidance to the Contractor with respect to areas where increased capability is of interest/value to the Government. If Objectives are defined, the interval between the Objective and Threshold values for a given parameter is the government program manager’s (PM) trade-space.
P Payment Request – any request for contract financing payment or invoice payment by the Contractor. The Payment request shall comply with the requirements identified in FAR 32.905(b), “Payment documentation and process” and the applicable Prompt Payment clause in the awarded contract.
Preventative Maintenance – Any scheduled and planned maintenance actions performed to maintain the target Operational Availability (Ao) and maintenance metrics to include periodic inspections, calibration, oil change, filter replacement, wiper blades, tires, condition monitoring, critical item replacement, and vehicle/chassis and system servicing requirements.
Q
R Radiation Control Area - An area to which access is managed to protect individuals from exposure to radiation or radioactive material.
Radiographic Image - An image produced by a panel of solid state detectors after the radiation from a source has passed through the object being imaged or has been reflected back by it.
S Single Requirement – Some requirement will have only a single parameter value and, when this is the case, these values are thresholds.
T Threshold - The minimum level of operational performance that the Government is willing to accept is considered a threshold value.
Throughput - Number of scans of objects within a defined time.
U
V Video Image Capture "snapshot" - Capturing a snapshot or still image of an area or object on a video screen.
