This is a Training Requirements attachment for a U.S. Customs and Border Protection (CBP) Non-Intrusive Inspection (NII) Systems contract for Large-Scale Fixed Systems. The document outlines comprehensive training development and delivery requirements that the contractor must provide for systems designed and produced under the contract.
The contractor must deliver training materials within 60 days of contract award, including a Training Design Plan (TR002), Instructor Guide (TR003), Student Guide (TR004), System User's Manual (TR005), Operational/Storage Checklist (TR006), and Operator Service Manual (TR007). Training design personnel must possess background and experience in Instructional Systems Design (ISD) and must align all products with CBP Office of Training and Development (OTD) standards using Microsoft Office Suite and Adobe products. The contractor must provide sufficient licensed copies of system viewer software to support CBP training classes of 12 students plus six additional copies for reserve and archiving, with licenses valid for the life of the system and capability for CBP to purchase additional licenses at original purchase price. The contractor is responsible for upgrading the image viewer software to operate on new/future CBP workstations and laptops and for upgrading fielded systems as software updates are released.
Operationally, the contractor must provide one operator training class per unit with on-site instruction limited to a maximum of 12 operators. The training model spans eight days, including radiation safety training (conducted by CBP or approved personnel), three days of classroom and hands-on instruction with two instructors, followed by four days of reinforcement and live stream of commerce training with two instructors and six students in two 2-day sessions. Training must include 16 hours of image analysis using contractor-provided image viewer software, plus additional hours covering Weapons of Mass Effect analysis, Core Messages, and NII Reporting delivered by CBP or approved personnel. The contractor must provide 12 laptops for on-site training that become CBP property upon delivery of the final training session. A Personal Qualification Standard (PQS) checklist must be designed for instructor sign-off of successfully demonstrated image analysis and operational skills.
