About this file

This is a draft Deliverables attachment (Attachment 07) for a federal contract opportunity to provide large-scale fixed systems including multi-energy and low-energy portals for the Department of Homeland Security Customs and Border Protection. The document outlines detailed deliverables across five functional areas: Statement of Work (general contract management), Design/Construction/Installation, Training Requirements, Testing Requirements, and Lifecycle Sustainment and Support.

The Statement of Work deliverables include contract kick-off meetings, delivery schedules, system delivery within 60 days of order execution, project management plans due 14 days after award, monthly progress reports (due the 10th of each month), weekly integrated master schedule reporting, daily burn-in period logs, and kick-off meeting notes. Design and Construction deliverables span 90 to 150 days after contract award and include safety plans, equipment installation data, site survey reports, design reviews at multiple phases (50%, 95%, and IFC stages), engineering assessment and construction drawings, installation plans, construction schedules, certified as-built drawings, and risk analyses. Training deliverables due within 60 days of award include instructor guides, student guides, system user manuals (due 120 days prior to site acceptance), operational checklists, operator service and maintenance manuals, image analysis exercises, software, laptops with loaded software, and training videos. Testing deliverables include acceptance test plans (due 90 days prior to testing) and radiological/radiation survey reports due upon system delivery and annually thereafter. Lifecycle sustainment deliverables include monthly reports, preventive maintenance schedules, as-built configuration baselines with each system delivery, hazardous materials lists, technical documentation packages, warranty certificates, and preventive maintenance documentation due within 3 business days of completion. The document contains internal government notes flagging needs to clarify deliverable formats, templates, point-of-contact responsibilities, and projected system delivery quantities and timelines.

There are no templates required for almost any of the listed deliverables. Contractors need to know expected format/detail level for submissions. Without more instruction from the government, we could expect more government reviews, potential delays and disagreements on acceptance.

@GRUEBELE, DONOVAN M. or @LAO, DALMACIO (CTR) any update on this? I think this is the only thing we need to finalize for this. If we know the title of it we can probably close this out and make it Appendix A.

I think we can call it Appendix A.

Some high level considerations:

* Should specify business days or calendar days

* Confirm all “Due to” POCs are included in representative POC section in core SOW

* Refine to specify tangible items to be delivered

- S001 = should say “slides” or doc package, as the meeting itself is a milestone / event

- S007 = are those actual docs or verbal “reports”

- Does not indicate projected # of systems for delivery per year, nor projected timeline of any qty to be delivered within a performance year

* Cross-check all docs to ensure expected deliverables are captured here (some noted in comments in individual docs) tc={52951705-1F00-40F4-AC8E-AFA30487D601}: [Threaded comment]

If a requirement for Program Management Reviews (PMRs) is added to the SOW, there will be additional deliverables to add here: agenda, minutes, reports.
